Strengthening NJDG crucial for efficient dispute resolution system: CII

The National Judicial Data Grid (NJDG) could accelerate dispute resolution, strengthen judicial efficiency, and foster a more investment-friendly business environment by enabling real-time, data-driven policy intervention, the Confederation of Indian Industry (CII) said.
The NJDG was launched in 2015 under the e-Courts Mission Mode Project to track, manage and reduce case pendency across India's judicial system.
In the World Bank Group's Doing Business Report 2020, India was ranked 163 out of 190 economies, the CII said.
'With over 5 crore cases pending across various courts and case disposal rates lagging behind the new admissions in many jurisdictions, urgent reforms are required to address the burgeoning pendency of cases," the CII said in its report.
The NJDG is an important initiative in the direction of reducing pendency by enabling data-driven policy interventions, it said.
The public policy advocacy body also outlined five specific recommendations to enhance NJDG effectiveness, which include suggestions such as the need for introducing a greater degree of specificity in categorisation of disputes in a manner that they are linked to their respective statutes and legal provisions.
'This would help in identifying the most as well as least invoked statutes, assess average resolution times of specific categories, pinpoint specific delays and learn from good practices, which all shall eventually help in implementing targeted policy measures for high-volume, time-intensive and obsolete provisions,' the CII said.
Secondly, the NJDG requires a more detailed and standardised case categorisation framework to ensure consistency and comparability in data reporting across courts, it said.
The CII has also recommended that all courts of the country report data on the NJDG on a continuous basis, it further said.
'A case in point is Tamil Nadu, which reports only 15 pending commercial cases at district level on the NJDG as against the actual number estimated to be around 5,000,' it said.
The scope of the NJDG needs to be enhanced to capture time taken at each procedural stage of litigation, the CII said.
Lastly, with a view to fostering competitive spirit among states, the NJDG could report real-time automated rankings of states based on the data collected on the Grid, it said.
'Ranking could subsequently be considered at more disaggregated levels, like for commercial and non-commercial cases separately,' it said.

New Delhi : The Centre is likely to tweak the PM E-DRIVE scheme to subsidise more cargo electric three wheelers (L-5 e3w). According to officials aware of the move, L-5 e3w sales have far exceeded expectations, leading to existing allocation running out in a few weeks. "Sale of eligible e-rickshaws and e-carts have lagged. Subsidies earmarked for them will be used for L-5 e3w where strong demand is being registered," a senior official told ET. The ministry of heavy industries currently offers an incentive of ₹2,500 per kWh for domestically manufactured electric two-and three-wheelers registered on and after April 1, 2025. These sops are available till March 2026, or until the subsidy runs out. These demand incentives are under the ₹10,900 crore-PM E-DRIVE scheme, which also has allocations for electric buses, charging stations, and testing agencies upgradation, among others. The scheme approved in September 2024 earmarked ₹715 crore subsidy for 2,05,392 cargo e3w. Another ₹192 crore was allocated for subsidising 1,10,596 e-rickshaws and e-carts. At 155,085 units, more than 75per cent of the target for the sale of L5-e3w has already been achieved by May 2025-end. But the e-rickshaw and e-cart category has grossly underperformed the other segments, achieving just 2per cent of the scheme target at 2,736 units. Under the electric two-wheeler category, 1,198,707 units have been sold, meeting 48per cent of the scheme target. ET reported in November 2024 that cargo e-3w sales were zooming, causing the fiscal 2024-25 target to be achieved in a few weeks of the scheme's launch. This prompted the centre to amend scheme guidelines, allowing continued subsidies but lowered per unit incentive and tapping into allocations made for fiscal 2025-26.

The tunnel will be constructed by the National Highways Authority of India (NHAI), and is expected to cost around Rs 3,500 crore. The project was approved during a recent meeting with Union Road Transport Minister , said Gupta, quoted by PTI. She added that the tunnel will comprise two underground tubes, each with three lanes, offering a seamless, signal-free route between South Delhi and Dwarka/Gurugram. It will also be equipped with modern facilities such as electro-mechanical systems, ventilation, fire safety infrastructure, CCTV surveillance, control rooms, emergency exits, and cross-passages. The CM informed that work on these tunnels is expected to begin next year. She said the project would help decongest critical traffic choke points such as Rangpuri, Dhaula Kuan, Rao Tula Ram Marg, and National Highway 48 (NH-48). The tunnel will serve as a vital link between Central and East Delhi and major national highways and expressways, including the Delhi Expressway (NE-5), NH-44, NH-10, the Delhi-Jaipur Highway (NH-48), and the Delhi-Dehradun Expressway (NH-709B), via the Urban Extension Road and Dwarka Expressway. Gupta said that this project is the "foundation for the Delhi of the future," and will give the infrastructure in the capital, a new direction, offering relief to millions.

CCPA's advisory on dark patterns sent to over 50 online platforms

India's consumer protection watchdog recently issued an advisory to over 50 online platforms, asking them to eliminate dark patterns and conduct self-audits in three months. The Central Consumer Protection Authority (CCPA) sent the directive not just to e-commerce giants such as Amazon and Flipkart, but also to travel aggregators, food-tech platforms, ride-hailing firms, meditech start-ups, streaming services, and fintech companies. Business Standard reviewed a copy of the June 5 email, which noted ongoing instances of dark pattern use despite existing guidelines. In some cases, the CCPA said it had issued notices. The advisory cited Rule 4(9) of the Consumer Protection (E-Commerce) Rules, 2020, which mandates that consumer consent for purchases must be explicitly obtained — not automatically recorded through pre-ticked checkboxes or similar mechanisms. Flipkart, in a statement, said the company welcomes the CCPA's emphasis on fostering online consumer confidence. "At Flipkart, our commitment to develop & run an open, transparent, technology driven marketplace focused on our customers is in complete sync with the government's focus. Our active collaboration with the government and other stakeholders has been key to jointly shaping a responsible e-commerce ecosystem. We constantly keep assessing and self-audit requirements to ensure comprehensive and timely compliance , and we see this advisory as a reaffirmation of the values already central to our Flipkart Marketplace Platform," the statement added. Another platform acknowledged the advisory but noted that the dark pattern guidelines are not legally binding. It argued that such practices are not an industry-wide issue and that firms experiment with design elements to boost engagement and sales. Business Standard wrote to platforms including Amazon, Meesho, Apple, Uber, BookMyShow, Paytm, Namma Yatri, Meta, Nykaa, Zomato, Swiggy, BigBasket, Tata 1mg, and Snapdeal. However, these queries did not elicit a response till the time of going to press.
