What the last Trump presidency can teach us about fighting back

As Donald Trump abandons any pretense of promoting human rights abroad, he has sparked concern about the future of the human rights movement. The US government has never been a consistent promoter of human rights, but when it applied itself, it was certainly the most powerful. Yet this is not the first time that the human rights movement has faced a hostile administration in Washington. A collective defense by other governments has been the key to survival in the past. That remains true today.
Trump no doubt poses a serious threat. He is enamored of autocrats who rule without the checks and balances on executive power that he would shirk. He has stopped participating in the UN human rights council and censored the US state department's annual human rights report. He has summarily sent immigrants to El Salvador's nightmarish mega-prison, proposed the mass ethnic cleansing of Palestinians from Gaza and threatened to abandon Ukraine's democracy to Vladimir Putin's invading forces.
Even when his government has occasionally issued a rights-related protest – regarding Thailand's deportation of Uyghurs to China or Rwanda's invasion of eastern Democratic Republic of the Congo via its cold-blooded M23 proxy force – the intervention has been half-hearted and not sustained.
Yet the human rights movement survived Trump's hostility during his first term, as well as such challenges as the George W Bush administration's systematic torture and arbitrary detention in Guantánamo Bay and the Ronald Reagan administration's support for brutal cold war allies. The most effective response, as I describe in my recent book, Righting Wrongs, was always to build coalitions of governments willing to defend human rights. Together, they had the moral and political clout to hold the line despite US opposition.
In the first Trump administration, for example, the UN human rights council condemned Nicolás Maduro's dictatorship in Venezuela and established a fact-finding mission to monitor and report on his repression. Had Trump led the effort, Maduro might have dismissed it as Yanqui imperialism, but Trump had withdrawn from the council. Instead, the effort was led by a group of Latin American democracies plus Canada, operating as the Lima Group. They offered a principled defense of human rights that prevailed.
Similarly, Trump played no role when my colleagues and I encouraged Germany, France and Turkey to pressure Vladimir Putin to stop Syrian-Russian bombing of hospitals and other civilian institutions in Syria's north-western Idlib province. That initiative forced Putin to halt the bombing in March 2020, sparing 3 million civilians the constant threat of death from the skies. In December 2024, the HTS rebel group emerged from Idlib to overthrow Syria's ruthless president, Bashar al-Assad.
Nor was the US supportive when, in September 2017, the Netherlands led a small group of governments that persuaded the council to investigate and report on the Saudi-led coalition's bombing of civilians in Yemen. When that scrutiny was lifted four years later, Yemeni civilian casualties doubled, showing that the bombers had behaved better when watched.
When Trump withdrew from the council, the United States was replaced by tiny Iceland. Aided by the perception that it had no special interest other than a principled concern with human rights, it convinced the council to scrutinize the 'drug war' summary executions by the former Philippine president Rodrigo Duterte. Duterte is now in custody in the Hague on an international criminal court arrest warrant.
Even Democratic presidents have sometimes vehemently opposed human rights initiatives. Bill Clinton's administration was dead set against the creation of an international criminal court that could ever prosecute a US citizen. It tried one ploy after another to secure an exemption.
A coalition of some 60 small and medium-sized governments from all parts of the world resisted. Their combined moral clout was enough to stand up to the superpower. When the final vote was held in Rome to establish the ICC in July 1998, the United States lost overwhelmingly, 120 to 7. A comparable coalition was behind the adoption of the treaty banning antipersonnel landmines, despite opposition by Washington and other major powers.
Similar coalitions are key to defending human rights today. We see that already as an array of European governments refuses to accept Trump's inclination to sacrifice Ukraine's democracy to Putin's aggression. We see it as Arab states, despite jeopardizing substantial US military aid, reject Trump's war-crime proposal to 'solve' the Israeli-Palestinian conflict in Gaza by expelling the Palestinians. We see it as the UN human rights council, despite the US absence, continues to play an essential role in defending rights in such countries as Myanmar, North Korea, Belarus and Iran.
But there is much more to be done.
For example, Trump shows little interest in the fate of the Uyghurs. He once reportedly told Xi Jinping that China's detention of 1 million of them (of a population of 11 million) 'was exactly the right thing to do'. But western governments have not yet matched US law, adopted under Joe Biden, that presumptively bars all imports from the Chinese region of Xinjiang, where most Uyghurs live, unless the imports can be proven not to have been made through forced labor.
That is an important way to avoid complicity when Beijing blocks efforts to investigate supply chains in China. If other western governments went beyond a theoretical opposition to Uyghur forced labor, which cannot be upheld amid China's obfuscation, to adopt a similar presumption against all imports from Xinjiang, it would go a long way toward ending this despicable practice.

The Biden administration imposed sanctions on seven United Arab Emirates companies for their role in arming the genocidal Rapid Support Forces in Sudan's Darfur region, where one of the world's worst atrocity-induced humanitarian crises is unfolding. Other western governments should match or extend those penalties.
Rwandan president Paul Kagame's invasion of eastern Democratic Republic of the Congo via the M23 force also calls out for concerted resistance. In 2013, the Obama administration, working closely with the British government, forced Kagame to end his support of the M23 by threatening to suspend Rwanda's aid. The M23 immediately collapsed. Now that Rwanda is again using the M23 to invade eastern DRC, similar pressure is needed – not just condemnation, which has happened, but the suspension of aid, which has only begun to occur.
The Trump administration, evidently seeking access to the region's mineral wealth, has helped to negotiate a ceasefire between Rwanda and DRC but not the withdrawal of Rwandan forces or the M23 from DRC. That next step will come only with tougher economic pressure. But the European Union has done the opposite. In July 2024, it entered into a deal with Rwanda for minerals, a virtual invitation to export the proceeds of illegal mining in eastern DRC. Trump now seems to be doing the same.
Western governments have also been tepid in responding to Trump's outrageous sanctions on the international criminal court prosecutor Karim Khan (freezing his assets and limiting his travel to the United States) for having quite properly charged Benjamin Netanyahu and the Israeli prime minister's former defense minister Yoav Gallant for the war crime of starving and depriving Palestinian civilians in Gaza. All ICC members should support Khan if he in turn criminally charges Trump for obstruction of justice under article 70 of the Rome Statute, which prohibits threatening or intimidating court personnel for the performance of their official duties – exactly what Trump has done.
Despite Trump's expressed interest in staying on as 'king', his reign will end. The question is what damage he will do to the human rights cause. Whether he leaves a global crisis or merely a discredited US government will depend in significant part on how other governments respond – whether they emulate or resist Trump's indifference.
Today, many governments are understandably concerned with simply managing the turmoil that Trump has caused, from tariff increases to military abandonment, but the need is urgent for them also to keep their broader responsibilities in mind. History shows that if they mount a concerted defense, the human rights movement will survive this rough patch. The rights of people around the world depend on such a principled, collective commitment.

Chaos as protesters storm ICE headquarters in NYC amid mass arrest of illegal migrants

A mass arrest of undocumented immigrants in New York City sparked chaos, with protestors swarming the Immigration and Customs Enforcement headquarters in an attempt to block agency vehicles from leaving. Around 100 protestors gathered Saturday afternoon outside ICE's Manhattan field office in Tribeca, staging an hours-long demonstration and holding their ground amid a heavy law enforcement presence. 'New York will protect their neighbors,' a bystander, who wished to remain anonymous, told The clash came just a day after federal immigration agents faced off with protesters during a series of raids across downtown Los Angeles. On Saturday, tensions boiled over in New York as protestors screamed in officers' faces, some lunging forward in a show of defiance, while police stood locked in formation behind barricades, unmoved amid the chaos. Amid the uproar, some protesters waved signs reading 'F*** ICE' as police struggled to push the crowd back behind barricades, ordering demonstrators onto the sidewalk to regain control of the scene. Some protesters came equipped with goggles and various types of masks, seemingly bracing to be potentially hit with tear gas. The demonstration quickly escalated as defiant New Yorkers held their ground in the streets. Tensions peaked when police began zip-tying protesters - at least six or seven, according to witnesses - as the standoff intensified. It remains unclear whether the New York protest was directly connected to the demonstrations that erupted in California. At the same time as the unrest in New York City, protests were also erupting across the country outside ICE's Los Angeles headquarters. On Saturday afternoon, ICE agents launched a large scale raid at a Home Depot, as rioters rapidly converged on the scene. The day before, ICE agents were spotted at another Home Depot, an apartment complex, federal courts and even in the fashion district in downtown Los Angeles. All protests came just days after Donald Trump's watch dog Stephen Miller demanded ICE crackdown on migrants at popular shopping destinations to bolster their arrest numbers. Crowds of protesters swarmed the officers on Friday in an attempt to stop the detentions. However, the efforts of the LA protests were unsuccessful Friday and at least 45 people across seven locations were detained, according to Coalition for Humane Immigrant Rights Executive Director Angelica Salas. One of those detainees has been identified as Service Employees International Union California President David Huerta, who was pepper-sprayed and injured while being taken into custody, Mayor Karen Bass told NBC Los Angeles. Footage from local news station KABC showed officers throwing smoke bombs or flash bangs on the street to disperse the people so they could drive away in SUVs, vans and military-style vehicles. In one video, a person was seen running backward with their hands on the hood of a moving white SUV in an effort to block the vehicle. The person fell backward, landing flat on the ground. The SUV backed up, drove around the individual and sped off as others on the street threw objects at it. Other video showed people being handcuffed by federal authorities in a Home Depot parking lot. At one of the spots, immigrant-rights advocates used megaphones to speak to the workers inside a store, reminding them of their constitutional rights and instructing them not to sign anything or say anything to federal agents. The advocates also told the federal agents that lawyers wanted access to the workers, and sometimes yelled out specific names. Mayor Bass said neither her nor the Los Angeles Police Department were warned about the activity. The Los Angeles raids come as White House Deputy Chief of Staff Stephen Miller has reportedly demanded ICE agents raid Home Depots and 7-Elevens as part of his lofty new target for arrests of illegal migrants. Miller, one of Donald Trump's biggest hawks on immigration, said last week that Trump wants the agency to conduct 3,000 arrests every single day in an ambitious effort to ramp up his deportation agenda. He and 'border czar' Tom Homan have both suggested that the numbers are not currently where they want them. Homan backed the ambitious new benchmark on Thursday morning, insisting: 'We've gotta' increase these arrests and removals.' 'The numbers are good, but I'm not satisfied. I haven't been satisfied all year long.' During Trump's first 100 days back in office, ICE officials arrested 66,463 illegal immigrants.

A British businessman accused of spying for China ran a campaign of harassment against a US-based Chinese dissident artist from his £1.5m home in Tunbridge Wells, according to court documents. John Miller, who the MoS last week revealed was the subject of an FBI sting operation, is accused of targeting Hui Bo, 67, a vocal critic of Chinese leader Xi Jinping. An FBI indictment reveals that at the time, Miller – who has permanent residency right in the US – was living in Britain. Along with his handler Cui Guanghai, he is accused of organising surveillance and even plans to assault and shoot Mr Hui. Last week Mr Hui revealed FBI agents visited his home in Los Angeles in October 2023 and told him his life was in danger. He said: 'They told me that my behaviour and my artwork had p***** off the Chinese government and that [the government] had organised a plot to catch me and hurt me.' Mr Hui was told to move, but he refused, and so was put under FBI guard, while cameras were installed at his home. Court documents claimed Miller and Cui wanted to dissuade the artist from protesting against President Xi Jinping during his visit to San Francisco in November 2023. Miller and Cui continued harassing him even after the visit, say investigators. But the two 'henchmen' they hired to plant a GPS device in Mr Hui's car and slash his tyres were actually undercover FBI agents. Father-of-two Mr Hui, said: 'I could never have imagined that they [Chinese regime] would hire a British person to commit transnational repression against me.' He helped the FBI agents in their sting by allowing them to take the air out his tyres to make it seem as if they had been slashed. In bugged telephone chats, Miller told the FBI agents he wanted Mr Hui shot or assaulted, so that the 'message is, you're not walking…that's the sort of extreme message.' Miller and Cui then attempted to buy an embarrassing sculpture Mr Hui made of Xi and his wife Peng Liyuan, sitting down naked from waist-up, for £26,000. Mr Hui also revealed how his ageing parents in China were harassed every time he took part in protests against the Beijing regime in the US. But as his parents are now out of China, he will continue to criticise the regime. He said: 'My biggest weakness was my parents, but now that they have moved ... I can start speaking up about what we have been through. I cannot succumb to fear. I cannot give up.'

President Donald Trump warned that Elon Musk would face 'very serious consequences' if he was to start bankrolling Democratic candidates. Their relationship disintegrated earlier this week as the former allies battled it out on social media after disagreeing on Trump's 'Big Beautiful Bill.' Speaking with NBC News' Kristen Welker on Saturday, Trump was asked what he would do if Musk crossed the political aisle and donated to Democrats. 'If he does, he'll have to pay the consequences for that. He'll have to pay very serious consequences if he does that', he told out the outlet. Musk, who is worth $330 billion, was a major contributor to Trump's presidential campaign - spending at least $250 million in supporting his race for the White House last year. Asked specifically if he thought his relationship with the mega-billionaire CEO of Tesla and SpaceX is over, Trump responded: 'I would assume so, yeah.' 'I'm too busy doing other things. I won an election in a landslide. I gave him a lot of breaks, long before this happened,' he said. 'I gave him breaks in my first administration, and saved his life in my first administration, I have no intention of speaking to him', Trump added. Musk already said that he would be cutting back on spending on political campaigns ahead of next year's midterm elections. The president also accused Musk of being 'disrespectful to the office of the president.' 'I think it's a very bad thing, because he's very disrespectful,' Trump said. 'You could not disrespect the office of the president.' During their spat, Musk even suggested in a since-deleted post that Trump had been named in the government files involving convicted sex offender Jeffrey Epstein. Responding to that remark, Trump said: 'That's called "old news," that's been old news, that has been talked about for years. 'Even Epstein's lawyer said I had nothing to do with it. It's old news.' The two dialed back their barbs at each other by Friday night, with both saying that they wished each other well. But by that point, the damage to their relationship looked to be done. Following the outbreak of their feud, Trump and his allies have said Musk turned on the bill because it cuts subsidies for electric vehicles. Musk has said he doesn't need them anyway. The bill is estimated to add another $3.8 trillion to the national debt, which currently stands at a whopping $36 trillion. Musk went public with his criticism in a series of posts on X, arguing that the spending would wipe out the efforts of his DOGE team. Then, on Thursday, when Trump was supposed to be hosting the new German Chancellor Friedrich Merz in the Oval Office, he was asked about Musk's recent criticism. From there the dam broke. 'Elon and I had a great relationship. I don't know if we will any more, I was surprised,' Trump told reporters. The president suggested that Musk was angry - not over the bill ballooning the deficit - but because the Trump administration has pulled back on electric vehicle mandates, which negatively impacted Tesla, and replaced a Musk-approved nominee to lead NASA, which could hinder SpaceX's government contracts. 'And you know, Elon's upset because we took the EV mandate, which was a lot of money for electric vehicles, and they're having a hard time the electric vehicles and they want us to pay billions of dollars in subsidy,' Trump said. 'I know that disturbed him.' Over the weekend, Trump pulled the nomination of Jared Isaacman to lead NASA. Isaacman worked alongside Musk at SpaceX. Reports have since emerged that the nomination of Isaacman being rescinded was in part because of the interference of Sergio Gor, the director of the Presidential Personnel Office. The New York Times had first reported that both Musk and some of those inside the White House had pinned the blame for the dust-up on Gor. Musk and Gor have had a sour relationship for months, stemming from what Axios described as Gor's 'resentment' of Musk's involvement in personnel issues. The Washington Post also reported that Gor had made it clear that he would find a way to get back at Musk, which turned out to be Isaacman's nomination. Trump had said he rescinded the nomination due to donations he had made to the Democrats over the years. Vice President JD Vance said in an interview tried to downplay the feud. He said Musk was making a 'huge mistake' going after Trump, but called him an 'emotional guy' getting frustrated. 'I hope that eventually Elon comes back into the fold. Maybe that´s not possible now because he´s gone so nuclear,' Vance said. Vance said that Musk´s DOGE, which sought to cut government spending and laid off thousands of workers, was 'really good.' He had made the comments as he spoke with comedian Theo Von, which was taped on Thursday as Musk's posts were unfurling on X. Von showed the veep Musk´s claim that Trump´s administration hasn´t released all the records related to Epstein because Trump is mentioned in them. Vance responded to that, saying, 'Absolutely not. Donald Trump didn´t do anything wrong with Jeffrey Epstein.' 'This stuff is just not helpful,' Vance said in response to another post shared by Musk calling for Trump to be impeached and replaced with Vance. 'It´s totally insane. The president is doing a good job.' Vance also defended the bill that has drawn Musk's ire, and said its central goal was not to cut spending but to extend the 2017 tax cuts approved in Trump's first term.
