SOMERSET COUNTY, Pa. (WTAJ) — A Johnstown man who is a corrections officer for SCI Somerset is facing charges after allegedly hitting a pedestrian and driving away.
Kevin Turner, 41, was charged after Pennsylvania State Police were called to an assault in progress in Glades Pike Feb. 1. When troopers arrived, a group of people told them that a man driving a black Dodge Ram had hit the pedestrian, left the scene and parked in a nearby parking lot, according to the criminal complaint.
Troopers found the Dodge Ram and noted Turner allegedly sitting in the driver's seat. When asked to get out of the vehicle, he initially refused, according to the affidavit. However, troopers were able to escort Turner out of the truck and ordered him to place his hands behind his back, which he also allegedly refused to do. Troopers noted that Turner began to resist arrest physically and they had to taser him in order to take him into custody.
Troopers then spoke with Turner, who they noted had glassy eyes and smelled of an alcoholic beverage, according to the complaint. There was also damage to the Dodge Ram that was consistent with the aforementioned bystanders' statements, troopers noted.
Turner was transported to UPMC Somerset where he opted to comply with a blood draw, which noted that his blood alcohol content was 0.20%.
The victim was then interviewed by troopers, who said that he was crossing a roadway when he saw headlights approaching him. According to the affidavit, the victim said the next thing he remembered was lying on the roadway. He noted that he looked both ways before crossing and was also wearing an orange Hi-Visibility hat.
PSP then interviewed two bystanders who saw the alleged accident. The first person told troopers that she saw the black Dodge Ram hit the victim in the road, who then flew up on top of the hood and fell back onto the road. She alleged that Turner got out of the truck and began yelling at the victim before leaving the scene.
The second bystander told troopers that he heard Turner ask the victim 'Are you f****** stupid?' The bystander claimed that his wife attempted to get Turner to calm down, to which he asked 'Who are you b****?' before a verbal argument broke out. Turner allegedly then got back into his truck before pulling into the nearby parking lot that troopers noted finding him in.
Turner is now facing a misdemeanor charge of accidents involving death or personal injury, a misdemeanor of recklessly endangering another person, a misdemeanor of resisting arrest and other related charges. He is currently awaiting his preliminary hearing, according to court documents.

Exclu! HUD secretary scolds NYCHA over waste, fraud, abuse

A top Trump official scolded the city's public housing agency over 'waste' and 'fraud' — and took aim at the federal monitors that have failed to clear the 'abuse', at a meeting with New York housing officials in the city Friday. U.S. Housing and Urban Development Secretary Scott Turner issued the scathing rebuke of the New York City Housing Authority Friday during a tense meeting with agency's head. 'I see a lot of waste. I see a lot of fraud, and a lot of abuse,' Turner said. 3 HUD secretary and NFL player Scott Turner (pictured), visited a NYCHA complex Friday morning. William Farrington The ex-NFL player, who was visiting NYCHA to take inventory and discuss financial management, also took aim at the agency's independent monitors — federal watchdogs that ensure NYCHA is carrying out its duties — saying their performance was lackluster. 'The monitoring is not going well at all. We need to take inventory of that. We need to ask a lot of hard questions,' he said Turner cited crime — including a recent shooting at Chelsea's Fulton-Elliot houses that left a 21-year-old dead, and the 50,000-person waiting list that NYCHA currently has despite an estimated 5,000 vacant units — as some of his primary concerns. 'This kid being killed yesterday, that's deeply disheartening to me,' said Turner. 3 Lisa Bova-Hiatt (left) the CEO of NYCHA, explained the renovations of one unit to Turner. William Farrington The federal monitorship was instated in 2019 following a series of scandals within NYCHA that drew major national criticism between 2015-2018. During this time, it was uncovered that the housing agency was covering up hazardous conditions, and falsely certifying inspections. The 2019 monitorship agreement served as a compromise between the Feds and the City to prevent a full federal takeover of the housing authority. Though it seemed to be working for a time, NYCHA took another major blow in 2024 after 70 employees were arrested on bribery charges in a shocking sweep by the Department of Investigation. Considered the largest single-day bribery takedown in history — the scheme involved about $13 million in contracts and $2 million in bribes. 3 In 2024 – 70 NYCHA employees were busted for taking bribes In a shocking sweep by the DOI. Paul Martinka The current monitors are attorneys Neil Barofsky and Matthew Cipolla of law firm Jenner and Block. They were appointed in February 2024. The previous NYCHA monitor, Bart Schwartz, made over $600 an hour. Earlier this year, President Donald Trump filed a lawsuit against Jenner and Block in a seeming retaliation against emergency lawsuits filed by the firm over some of the president's executive orders — but Trumps suits were blocked by a district Judge, according to reports. Despite Turner's harsh criticisms — NYCHA CEO Lisa Bova-Hiatt appeared more concerned about potential massive federal budget cuts that could be coming NYCHA's way. 'Of course (we're concerned). The budget is a concern for everyone,' she said. 'But you know, we're hopeful that what the secretary saw today will show him how very important public housing is,' said Bova-Hiatt in reference to a newly renovated NYCHA apartment toured by the HUD head. Turner defended the cuts — saying the proposed block grant model, which delivers money to the states in a lump sum vs directly to the city organization, would give rightful power back to the states. 'The proposed block grant system in our budget will be a way for the states to have skin in the game […] to identify and appropriately distribute funds where it is needed as it pertains to rental assistance and serving communities in that particular state,' he said.

Georgia couple arrested for leaving 3-year-old in a backyard shed without electricity or running water

A Georgia couple is now behind bars after allegedly leaving a 3-year-old alone in a backyard shed for weeks, according to the Douglas County Sheriff's Office. Sarah Elizabeth Pombert, 34, and Joseph Matthew Turner, 35, were arrested on Monday after allegedly keeping 3-year-old Bjorn Turner in a backyard shed in Douglasville, Georgia, from May 1 to May 22, according to an arrest warrant obtained by ABC News on Friday. The shed was described as a "dirty living space" that did not have running water or electricity, according to the warrant. The suspects allegedly left the child "unsupervised, unbathed and unclothed with criminal negligence," according to the warrant. The two were arrested for second-degree child cruelty and are currently being held in the Douglas County Jail, according to jail records. Neither Pombert nor Turner has a defense attorney listed as of Friday, according to court records. One of the couple's neighbors, Matthew Govoni, told Atlanta ABC affiliate WSB that the shed burned down during Memorial Day weekend, but officials have not disclosed how they became aware of the child living there. The Douglas County Fire Department did not immediately respond to ABC News' request for comment. Govoni told WSB that Pombert and Turner have lived in their home for more than a decade and was "not surprised" to hear about the child's living conditions due to "the lifestyle they live." "I'm saddened for them and the child, but I mean, for the child, I hope they can get to a place where they can be helped," Govoni told WSB.
