Experts urge alternatives to Bengaluru-Tumakuru Metro plan

BENGALURU: Mobility experts suggest finding alternative transport models to Bangalore Metro Rail Corporation Limited's (BMRCL) proposed Metro line from Bengaluru to Tumakuru. However, BMRCL officials have already submitted the feasibility report of the 56.6 km stretch to connect the two cities.
'The distance between Bengaluru and Tumakuru is over 70 km, mostly travelled by office and factory workers during peak hours. Ideally, the journey would take 60-75 minutes. But for Metros, designed for short city trips with frequent stops, it would take nearly two hours for this route. Hence, passengers expect a fast and comfortable option with seating, as standing for over an hour isn't ideal,' said mobility expert Sanjeev V Dyamannavar.
'Extending suburban rail with limited stops similar to Delhi's RRTS or Mumbai's fast local/slow local trains would be better,' he said, adding that there are all possibilities that the project, if implemented, may prove to be a white elephant.

The line, planned from Sarjapur to Hebbal, is the most expensive project in Namma Metro's history, estimated at ₹28,405 crore, or ₹776 crore per kilometre. Bengaluru Central MP PC Mohan justified the Centre's move, stating that the line is indeed crucial for the city's future transit needs, but that the costs must be reviewed. 'Bengaluru's Metro Phase 3A (Red Line) from Sarjapur to Hebbal is crucial, but at ₹28,405 crore (₹776 crore/km), it is the most expensive project in Namma Metro's history. The Centre has rightly sought revisions. BMRCL will now reassess and aim to reduce the high estimated costs,' Mohan tweeted. The Union Ministry of Housing and Urban Affairs has directed that an expert agency review the cost estimate before the project receives final approval from the State Government. According to the Detailed Project Report (DPR), the cost escalations are due to several factors, including: Land acquisition Station construction Underground tunneling and alignment Traction and power supply Signalling and telecommunication systems Train procurement The proposed Red Line spans 36.59 km, with 22.14 km elevated and 14.45 km underground. It will include 28 stations in total — 17 elevated and 11 underground. This stretch is considered vital for connecting the growing IT hubs of Sarjapur with north Bengaluru, including key areas around Hebbal. However, the revised cost structure and implementation timeline will now depend on the findings of the expert review and subsequent decisions by BMRCL. BMRCL earns big from coach ads, naming rights, and rentals as non-ticket income becomes key to post-pandemic financial recovery and sustainabilityThe Bangalore Metropolitan Transport Corporation (BMTC), Karnataka State Road Transport Corporation (KSRTC) and the Railways have been trying to cash in on the transit media by allowing the advertisers to display posters on the vehicles. Even a few cab aggregators have tried the same. Now, the Namma Metro is displaying advertising on the exterior rail coaches so that it can rake in some moolah in the form of non-ticket revenue.A BMRCL official said, 'As our metro network expands, our revenue is also increasing, particularly from non-ticket sources, which have surged significantly and helped the organisation return to profitability. After over a decade of losses, the metro has finally bounced back. Although the COVID-19 pandemic severely impacted our finances, we have now recovered, with non-ticket revenue playing a crucial role in our financial revival. To further boost non-fare revenue, BMRCL plans to utilise outdoor advertising spaces on metro trains and stations.'It may be noted that the BMRCL has achieved a record revenue of Rs 171 crore, the highest in the past 11 years. This marks a significant increase compared to previous years when non-ticket revenue was minimal. In the first two years of metro operations, non-ticket revenue exceeded ticket revenue, but as the metro network expanded, ticket revenue grew. To date, BMRCL has earned a total of Rs 563 crore from non-ticket sources. 'To further boost non-ticket revenue, BMRCL is exploring various options such as advertising, parking fees, naming rights for stations, and leasing space for shops inside stations. Recently, Biocon Foundation paid Rs 65 crore for the naming rights of Hebbagodi station, and Delta Electronics India Private Limited paid Rs 75 crore for the naming rights and walkway access at Bommasandra station. Additionally, Bosch Limited has invested Rs 10 crore for direct walkway access at Lakkasandra station. These initiatives are essential for the financial sustainability of the metro.'Officials said that metro's ticket revenue is currently sufficient to cover operational expenses. 'Last year, we earned Rs 422.6 crore from ticket sales, while operational expenses amounted to Rs 486 crore. Excluding the two years affected by COVID-19, ticket revenue in 2018-19 was Rs 355 crore, with operational expenses at Rs 335 crore, resulting in a profit of Rs 20 crore. In 2017-18, ticket revenue was Rs 281 crore and operational expenses were Rs 262 crore, resulting in a profit of Rs 19 crore. However, during the first four years of operation, our metro incurred losses. Now, we hope to garner additional revenue in the form of outdoor advertising. Now, the Metro pillars are also allowed for display of advertising boards', added an official.
