New Delhi: The government is developing robust waterway infrastructure in Assam and the northeast with projects worth ₹1,000 crore on the anvil, targeted for completion by 2026, Union Minister of Ports, Shipping and Waterways, Sarbananda Sonowal, said on Monday.In the last two years, more than ₹1,000 crore has been invested, with ₹300 crore worth of projects already completed."Following my review of ongoing works in the region, we are on track to complete the remaining ₹700 crore projects by the end of 2025," said the minister, while reviewing the ongoing projects in Assam and the northeast with senior officials.The minister underscored the need to complete the projects on time in line with the broader vision of Prime Minister Narendra Modi's Viksit Bharat."Northeast is the topmost priority for PM Narendra Modi ji, our work in the region must sync with the vision of Viksit Bharat," asserted Sonowal at the meeting."These efforts aim to boost cargo and passenger movement , improve last-mile connectivity, promote economic growth in the northeast, and align with the broader vision of Atmanirbhar Bharat through sustainable and inclusive transport solutions," he added.The Central government is actively developing key infrastructure projects along NW2 (Brahmaputra) and NW16 (Barak), including the construction of passenger vessels of various capacities, terminal facilities, and capacity-building initiatives.Sonowal also reviewed progress on the proposed Inland Water Transport (IWT) project at Doyang Lake, and assessed the potential of Noune and Shilloi Lakes in Nagaland for water sports and tourism.Feasibility studies for IWT development on the Tiawng and Chhimtuipui rivers in Mizoram, as well as on Umiam Lake and the Ummgot River (NW106) in Meghalaya, were also reviewed."Since 2014, the Modi government has revived this once-neglected mode of transport, especially through the Brahmaputra (NW2) and Barak (NW16) rivers. Schemes like Jalvahak are encouraging businesses to adopt this economical, efficient, and eco-friendly mode, reducing pressure on road and rail, and positioning Assam as a key driver in India's journey towards a self-reliant economy by 2047," said the minister.Sonowal also noted progress on the proposed Water Metro services in Guwahati and Dhubri, with a ₹315 crore investment and two electric catamarans being built by Cochin Shipyard Ltd.-IANSna/

Centre simplifies GFR rules for procurement of scientific equipment, consumables
New Delhi: In a major step towards the ease of doing research, the General Finance Rules (GFR) have been simplified for procurement of scientific equipment and consumables, said Jitendra Singh, Union Minister of State (Independent Charge) for Science and Technology on Saturday. GFRs are the governing financial regulations for the government, outlining procedures for managing public finances. Applicable to Central government ministries, departments, for autonomous bodies with their own approved financial regulations, the GFRs cover aspects like budgeting, procurement, expenditure, and accounting. In a post on social media platform X, Singh noted that the move will enhance autonomy for young researchers. 'Here is a heartening news and a major breakthrough for young aspiring startups, innovators, and researchers: In a landmark step enabling ease of doing research, the GFR rules have been simplified for procurement of scientific equipment and consumables,' Singh said. 'This will reduce delays, also enhance autonomy and flexibility for research institutions -- empowering them to innovate faster,' he added. The MoS also lauded Prime Minister Narendra Modi 'for this transformative reform which will accelerate the technology-driven journey of Viksit Bharat'. An Office Memorandum, dated June 5, permitted Vice-Chancellors, directors of scientific organisations, and academic institutions 'to make non-Government e-Marketplace (GeM) procurement of scientific equipment and consumables'. The order is valid only for departments of Science and Technology; Biotechnology; Scientific and Industrial Research; Atomic Energy; Space; Earth Sciences; Defence Research and Development Organization; Indian Council of Agricultural Research (ICAR), including its affiliated institutions and Universities; Health Research (DHR), including Indian Council of Medical Research; educational and research institutes conducting post-graduate/ doctoral level courses or research, under any Ministry/ Department, the memorandum said. With the simplified rules, the limit of purchase of goods without quotation has been increased from the current Rs. 1,00,000 to Rs. 2,00,000. Similarly, the limit on the purchase of goods by the Purchase Committee has been increased to Rs. 2,00,000 and up to Rs. 25,00,000. For the Limited Tender Enquiry (LTE), the amended limit is up to Rs. 1 crore, while for Advertised Tender Enquiry, the new limit is above Rs. 1 crore, the memorandum said. The amendment is likely to provide greater flexibility to scientific Ministries to import and buy equipment necessary for research.

Narendra Modi Strives To Realise Deendayal Upadhyaya's Vision
Last Updated: Prime Minister Narendra Modi's fundamental governance philosophy reflects Deendayal Upadhyaya's thought and vision The 60th year of Pandit Deendayal Upadhyaya's historic lectures that shaped the philosophy of Integral Humanism is being commemorated at a time when a BJP's Prime Minister completes 11 years in office. Narendra Modi may not have met or heard Deendayal Upadhyaya, but he has certainly emerged as one of Upadhyaya's finest exponents, manifesting the latter's aspirations and hopes through his governance vision and action. In the course of a public life that spans more than four decades, Modi must have had the opportunity to mingle with many stalwarts of the movement who were moulded and shaped by Upadhyaya. Upadhyaya, the RSS pracharak, was deputed to the newly formed Jana Sangh, as Dr Syama Prasad Mookerjee's understudy in 1951. He went on to shoulder the burden of laying the foundation of the new political party for the next 15 years, emerging as one of the tallest leaders of the Nehruvian and the immediate post-Nehruvian era. Modi, an RSS pracharak, was deputed to the newly formed BJP and for the next three odd decades, toiled for the new party, at various levels, till he scripted and charted out for it a historical course that is altering India's trajectory. Deendayal Upadhyaya established the Jana Sangh as an alternate pole in Indian politics, while Modi has been successful in positioning the BJP as the pre-eminent political party in India in three decades. These three decades were characterised and dominated by coalition politics and unstable governments which were pulled in various directions under the exigencies of political demands and short-term calculations. Absent, during these three decades, was a grand narrative of where India ought to be and of how to reach that position. Narendra Modi has comprehensively altered that. He has drawn a grand narrative sculpted and chiselled by the goal of 'Viksit Bharat" and of 'Amrit Kaal." Throughout Upadhyaya's tenure as general secretary, the Jana Sangh had advocated the necessity of India going nuclear. One of the first major decisions that propelled India to the status of a major nuclear power was Vajpayee's decision to go in for the nuclear tests in May 1998. The flagship 'Sarva Shiksha Abhiyan', launched by Vajpayee which saw a massive grassroots focus on education especially among the most marginalised, was another governance milestone that manifested Upadhyaya's philosophy and his hopes of empowering and equipping those left out and left behind. Pandit Deendayal Upadhyaya delivered his four lectures at Mumbai's Ramnarain Ruia College grounds on the philosophy of Ektaama Manava Darsana on April 22-25, 1965. These lectures eventually formed the bed-rock of the Bharatiya Jana Sangh and later the BJP's political philosophy and action. It was for the first time that a political party, formed after Independence, discussed, debated and articulated a political philosophy which it sought to embody and express through a political programme. The philosophy spoke of unleashing India's civilisational powers, of making her self-reliant through her own strengths, of seeing her regain her rightful place as 'Viswamitra" (a friend of the world). A power that is benign but not powerless. Upadhyaya spoke of India seeking out her own all-around progress, based on her innate strengths and experiences. This national march towards prosperity, Upadhyaya's philosophical postulates insisted, had to be equitable, no one could be left behind. In Upadhyaya's lectures one discerns the hope of ushering in a Viksit Bharat and a Samriddha Bharat. In his concluding lecture, Deendayal Upadhyaya defined the goal when he said: 'Our goal is not merely to protect the culture but to revitalise it so as to make it dynamic and in tune with times. We must ensure that our nation stands firm on this foundation and our society is enabled to live a healthy, progressive and purposeful life…" Upadhyaya spoke of creating a Bharat, which 'will enable every citizen in its fold to develop his manifold latent potentialities…" Narendra Modi, as Prime Minister, in the last eleven years has been driven by these fundamental governance parameters. PM Modi has harped on collective national prosperity and strength. To realise a healthy and purposeful living has been the key-goals of his governance action. Narendra Modi's vision of 'Garib Kalyan", his governance philosophy of reaching out to the most marginalised, his unceasing emphasis on aatmanirbharta (self-reliance), his uncompromising championing of India's national interest and of her national security, his 'Panchamrit" foreign policy, which is a shift from a powerless and defensive 'Panchsheel"-driven foreign policy, his focus on securing and developing India's borders, his concept of 'Jan Bhagidari", his fulfilling the promise of 'One Nation, One Constitution", his vision of 'Ek Bharat, Sresht Bharat", his emphasis on 'Vikaas aur Viraasat", which means development along with the preservation and dissemination of the fundamentals of our national heritage and inheritance, fundamentally and intrinsically reflect Deendayal Upadhyaya's thought and vision. Muradpur's solar-powered lift irrigation scheme promises lifeline to farmers
Union minister for road transport and highways Nitin Gadkari on Thursday inaugurated the Muradpur lift irrigation scheme powered by floating solar panels , calling it a 'boon for farmers' that will not only improve agriculture but also uplift rural livelihoods in the region. The scheme, implemented at the Vadgaon reservoir on the Vena River in Umred taluka, aims to provide year-round water supply to over 465 acres of farmland using solar energy. Floating solar panels installed in the Rama Dam reservoir will generate enough electricity to power the entire irrigation system, drastically cutting energy costs and enhancing sustainability. Speaking at the inauguration, Gadkari said, "Water is the most critical need for our farmers. Regular supply will not only help in agriculture but also resolve many village-level problems. This solar-powered lift irrigation scheme will enable farmers to take up two to three crops annually and increase their income." The project is particularly significant for the local population, 53 per cent of whom belong to tribal communities. Gadkari noted the region's social, educational, and economic backwardness, stating that the govt is working with the spirit of Pandit Deendayal Upadhyay's Antyodaya philosophy to uplift the last person in society. The event was attended by MP Shyamkumar Barve, MLA Sanjay Meshram, former MLA Sudhir Parwe, local Sarpanch Durga Alam, Deputy Sarpanch Gajanan Gadge, and other dignitaries. Highlighting the scheme's technical details, officials explained that water from the Vadgaon dam is lifted using pumps and transported through MS pipelines to two delivery chambers. From there, 20 HP pumps distribute water to farmlands through drip irrigation. Floating solar panels with a 270 KVA capacity are expected to generate 1,080 units of electricity daily, sufficient to operate all project-related electrical systems without cost. Gadkari urged farmers to form Farmer Producer Companies (FPCs) to maximise the benefits of the scheme. "With modern practices like drone-based spraying and shared machinery, farmers can save Rs 5,000–Rs 6,000 per acre. Technology will boost both yield and profitability," he said. He also announced plans to build a 'Smart Village' nearby, spread over 10 acres with an investment of Rs 100 crore. The project will include 1,000 homes (450 sqft each), concrete roads, and assured lifelong water and electricity, along with a playground and garden. "Around 400 people have already registered for homes," he informed. With sustainable energy, efficient water management, and community-focused development, the Muradpur lift irrigation scheme is expected to set a benchmark in rural transformation through green technology.
