
The ugly battle between principals and teachers taking over Oakland schools
Students had settled into their first class of the day when the president of the Oakland teachers union walked up to the entry gate at Fremont High School on March 17.
What school staff say happened next has sparked an ugly public spat pitting the district principals and their union against the teachers' labor leaders, with administrators accusing the teachers union of harassment, physical threats and bullying.
Multiple staff members reported to district officials and told the Chronicle that the teachers union president, Kampala Taiz-Rancifer, threatened to beat up the principal, Nidya Baez.
Taiz-Rancifer denied the allegations, telling the Chronicle that 'as a mother and a teacher that's not how I approach the world.'
School leaders said Taiz-Rancifer and two other union officials came to the school to meet with a special education teacher, who was teaching on an interim credential, and who the principal had decided not to rehire for the upcoming school year.
Taiz-Rancifer said she was on campus that day to defend one of the union's members, who is Black. She called out what she said was 'the disproportionate way that Black people are treated' by the district.
'That we have had to do this kind of advocacy in this district around these real harmful things that happen but go unnoticed,' she said, without specifying what she meant. 'It is unfair. And that's all I'm gonna say about that.'
The Chronicle interviewed several witnesses to the interaction between Taiz-Rancifer and staff at Fremont High, viewed copies of four witness statements and obtained exclusive access to a school security video showing some of the incident.
The United Administrators of Oakland Schools, which represents 368 principals, supervisors, managers and others, has called on district officials and the school board to intervene. Spokesman John Sasaki said the district takes all reports of threats seriously, does not comment on personnel matters and would not say if the district was investigating the incident.
The labor clash adds significant tilt to an already unsteady ship. The district's leadership is in flux after the teachers union-backed school board majority forced an early exit of the homegrown superintendent, Kyla Johnson-Trammell, in a divisive process in April — just eight months after extending her contract through June 2027.
At public meetings, officials from the administrators union have referenced the Fremont incident as well as what they said was persistent intimidation of and retaliation against principals across the district by the teachers union leadership, often over the termination or release of a teacher.
The teachers union, the Oakland Education Association, represents the district's 3,000 teachers, counselors, aides and other educators.
'Our members have been targeted with such language such as, 'I'm going to kick her ass,' 'We will find you in the community,' 'We control the board, we got Kyla fired, we can get you fired,'' said the president of the administrators union, Cary Kaufman, at the April 23 school board meeting. 'Our members don't feel safe walking to their cars. It happens over and over and over again.'
According to a staff member who spoke with the Chronicle and two witness statements, Taiz-Rancifer identified herself as a parent at the Fremont High gate, saying she was heading to a classroom to see a teacher on that day in mid-March.
The staff member told the Chronicle they informed Taiz-Rancifer that she needed to get a visitor pass first. Taiz-Rancifer refused, said the staff member, who requested anonymity for fear of retribution.
The staff member, who said they didn't know who the visitor was at the time, said they couldn't remember the exact words used by Taiz-Rancifer, but that the union leader threatened to beat up the principal. 'She said, I'm going to hit her or I'm going to do something to her,' the person said.
One witness, in the signed statement, said Taiz-Rancifer said that if she went to the office, the principal 'was going to get it.' Another wrote that she said 'something along the lines of, 'If I see Ms. Baez, I'm going to go off.''
As Taiz-Rancifer proceeded to the classroom, the two staff members wrote in their statements, they notified other staff and administrators via walkie talkie that a person was on campus proceeding to a classroom without checking in at the office. Both said they didn't know who she was at the time.
A case manager at the school, Amado Rosas, told the Chronicle he heard the transmission in his office and headed to intercept the person. By then, Taiz-Rancifer had met up with another union official.
The video shows the other member of the union going into a classroom and Taiz-Rancifer remaining in the hallway with Rosas as the door shuts.
Rosas said he told Taiz-Rancifer that the procedure was to check in at the main office.
'She said, 'I understand your procedure, but if I go down there and I see your principal, I will mess her up,'' Rosas said. 'But it was more threatening. She said something more along the lines of, 'I will f— her up.''
Taiz-Rancifer denied using such language.
'I'll just say unequivocally, I have not ever, ever, ever said any of that,' she told the Chronicle. 'It's horrible and offensive.'
Rosas, who said he was among those who signed a witness statement, told the Chronicle that the situation felt 'very dangerous,' because the threat of physical violence appeared sincere.
'When you throw those words around it creates a hostile environment,' he said.
Taiz-Rancifer also said several times that Fremont High had an anti-Black atmosphere, Rosas said.
Assistant Principal Derek Boyd told the Chronicle he also heard the walkie talkie reports of a person making threats against Baez, who was teaching a leadership class at the time.
Boyd ensured staff members were following procedures for a threat on campus, and then stood outside Baez's classroom to guard the door, he said.
When Baez finished teaching, Boyd said, he escorted her to his office, where she remained until the union leaders left sometime around noon.
Boyd, who said he was one of six staff members to submit a witness statement as part of an incident report, said a few staff members reported that Taiz-Rancifer threatened to harm Baez, saying she was going to 'f—ing beat her ass.'
The Chronicle was able to view copies of four of the witness statements, with names redacted. The content reflected largely what staff said, although in one case, the time of Taiz-Rancifer's arrival was described as between 9:30 a.m. and 10:30 a.m. rather than during the first hour of classes or closer to 8:45 a.m.
The district declined to immediately provide the statements or the report to the Chronicle and requested that the Chronicle file a public records act request, which it did.
'I've never had a union president act this way,' Boyd said.
Two of the union leaders at Fremont with Taiz-Rancifer, Vilma Serrano and Carrie Anderson, said the union president did not threaten anyone or make the profanity-laden statements.
'Those are inaccurate statements,' Serrano said. 'We were there too. That didn't happen.'
They said they were with Taiz-Rancifer the entire time at the school, though Fremont High staff members disputed that and a security video of Taiz-Rancifer's interaction with Rosas, which does not include audio, shows she was not with the two union officials when they spoke in the hallway.
Taiz-Rancifer denied issuing the specific threats described by staff or any other threats of physical harm.
'None of the phrases you included are things that sound like anything I would say,' she said.
She did not respond to requests to clarify whether she made any type of verbal threat.
Since the encounter, the teachers union has launched a campaign to get the special education teacher rehired, saying in a flyer that Baez has 'led a disturbing campaign of retaliation' against teacher Chris Jackson since his election to union leadership.
'Chris has also been a powerful voice in defense of Black educators and students, confronting racial epithets and longstanding anti-Blackness at Fremont High,' according to the flyer.
So far, 1,008 letters have been sent.
Baez said that making staffing decisions is part of a principal's job.
'We have to make these hard decisions,' she said, adding she expected to get a grievance or a phone call from the teachers union. 'What I did not expect was a threat.'
She said that her team filed an incident report after the March 17 encounter, and that the district's legal department issued a 'stay away letter.' But Taiz-Rancifer has returned since, citing union business, and the district did not remove her from campus, Baez said.
Baez and staff, including Boyd, the assistant principal, who is Black, said the accusations based on one staffing decision were unfair. Data shows the school has an 88% graduation rate for Black seniors, one of the highest in the district.
Other principals told the Chronicle they've also been harassed for personnel decisions in recent years, but with more frequency this year, allegations they also made at public meetings.
'I have been one of the principals targeted,' said Shalonda Gregory, principal at MetWest High School, adding the union painted a picture of her as an 'angry Black lady.' 'Their goal is to intimidate us to the point where we don't do our jobs.'
School board President Jennifer Brouhard did not respond to requests for comment about the issue.
At Fremont High, Baez readied for the end of her 18th year as an educator. The last few months have been 'unacceptable,' she said. 'I worry about how we're going to move forward after all of this is done.'

(KRON) — Last month, a woman was caught on camera yelling a racial slur toward two Black men in the Sonoma County city of Healdsburg. The video has been viewed by millions of people in a now-viral TikTok video. The woman at the center of the video reached out to KRON4 and spoke out for the first time since it went viral. In the video, the woman was yelling at two Black men who were moving furniture in her North Bay neighborhood. The white woman with blonde hair in the video is Caleigh Buchignani. She has now left the state and dyed her hair purple to avoid being recognized. KRON4 spoke with Buchignani to see what she had to say about the video, which has now been viewed more than 2 million times since being posted on May 23. 'I'm sorry for what I said. I'm sorry I wanted to hurt you, but it's not because I'm a horrible person, it's because I have been struggling recently,' she said over Zoom with a new hairdo since the viral video. Buchignani said she received death threats and had people harass her about what she said in the video. She added that even her parents are getting phone calls. Who was Harvey Milk? 'Multiple people a day calling me, harassing me, telling me what a horrible person I am. My parents still get phone calls.' The video was recorded by a Black man who was moving furniture in Buchignani's Healdsburg neighborhood. In the video, she yells at one of the movers to move his truck — before walking back to her car and yelling a racial slur. 'I think a simple 'Can you move your truck, please?' would have sufficed,' one of the movers told the woman in the video just before she used the racial slur. KRON4 asked Buchignani if the N-word is something she says often. 'No I do not. I grew up with a lot of Black people, and with the music we listen to, sure, maybe in a different form,' Buchignani said. 'Do I say it that way? No, I don't. It was merely just: he hurt me, and I wanted to hurt him. It had nothing to do with me being racist.' Keonta Gilmer was the mover inside the truck, saying that acts of racism are nothing new to him. In an interview with KRON4 last week, he said he was glad that this moment was caught on camera. 'You do have that somebody gets held accountable for once. Unfortunately for me, it's not the first interaction we've had in which I've been called this slur or dealt with situations like this,' Gilmer said. Buchignani said she messaged the movers apologizing and asking that the video be taken down, but never got an answer. The message was later screenshotted and put online (see below). 'I think it is important that people with mental health (issues) are heard,' Buchignani said. 'We don't talk about this in our society. It's shameful.' When given the opportunity to say something directly to the movers, she apologized for taking a bad day out on them. 'So I apologize for anything that I said that hurt you,' Buchignani said, directing the message to the movers. 'I hope that in the future, if anything like this happens, you'll think twice about ruining somebody's life over a bad day.' The humanitarian crisis in Sudan deserves the world's attention and outrage
Five food aid workers were killed this week, a state sanctioned military force claimed control of a major city, and in just the past two years, nearly 4 million people have fled their homes and becomes refugees. You might think I'm describing events in Gaza, but you'd be wrong. I'm talking about what's been happening in Sudan. It's the humanitarian crisis it seems that almost no one wants to talk about despite several global powers exacerbating the civil war and trying to use Sudan for their own advantages. We need to talk about why that is, why 4 million people fleeing their homes — a number roughly equivalent to the population of Oklahoma — hasn't garnered more attention. The humanitarian crisis in Gaza is a background beat in the cadence of American news; while people disagree on whether starvation is being used as a weapon of war, the details and images of the conflict are readily available in our devices, and we experience a type of unfiltered access to what's happening there. People pore over every aid convoy movement and military strike launched since Hamas attacked Israel on October 7, 2023, using those details to analyze what should, can or will happen to the more than 2 million residents of Gaza. We should care about what's happening to humans in Gaza, whether they be Palestinian or Israeli. We should also care what's happening in Sudan. We are objectively not seeing the same level of online discourse or public empathy for the people living in unspeakable conditions there. It's not that Sudan lacks national security or global trade importance; world and regional powers like Russia, China, the UAE and Saudi Arabia are deeply involved in the current conflict. It is fair to look at this dynamic — and our individual consumption of global news — and ask if the relative lack of concern about this crisis unfolding in Africa is because the people at the center of it are Black. Though the narrative about Sudan's civil war isn't framed in biblical terms, its people have experienced apocalyptic conditions. Two brothers in arms worked to overthrow a harsh, autocratic leader, leading civilians to victory in 2019. But the two brothers, paramilitary leader Gen. Mohammed Hamdan Dagalo and the army chief, Gen. Abdel Fattah Burhan, could not resist the lure of earthly power. Falling victim to the sin of pride, they turned against each other and set their armies to burning villages, taking conscripts and razing the land. Men, women and children were not spared the brutal fighting; many had already experienced similar horrors before they escaped Syria. Famine, one of the four horsemen of the apocalypse, was declared a reality in North Darfur last year. According to the United Nations, on Monday night, 15 trucks carrying food had traveled more than 1,110 miles from the Red Sea toward the famine area. The World Food Programme and UNICEF insist standard protocol had been followed and all parties in the area had been made aware of the convoy. Still, it was attacked approximately 50 miles from the destination, leaving five people dead. This would have been the first convoy of food aid to reach the area in more than a year, the U.N. reports. In addition to statements of outrage from the WFP and UNICEF, U.N. spokesperson Stéphane Dujarric said the United Nations condemns the 'horrendous attack in the strongest possible terms.' Still, the attack on humanitarian workers and the overall crisis itself have drawn minimal concern from inside the U.S. Sudan is attractive for trade and security reasons because of its location connecting the Red Sea and the Horn of Africa. When the fighting escalated in 2023, U.S. special operations forces dramatically airlifted 70 Americans to safety, then quietly stopped engaging in negotiations or diplomatic outreach. By 2024, the embattled Biden administration likely didn't find political sense in investing more resources into a region that Donald Trump had lumped together as 's---hole countries,' especially given the focus on a post-Oct. 7 Middle East. Meanwhile, Russia remains keen on establishing a Port Sudan naval base, its first on the continent, so it stands firm behind the current military dictator in Khartoum. The United Arab Emirates is accused of doing China's dirty work by supplying gold, bombs and howitzers to the opposition paramilitary group. Saudi Arabia, meanwhile, picks around the edges of both groups to recruit for its never-ending war in Yemen. Major world powers are openly using military power and massive economic investments to twist Sudan's crisis to their advantage, while the United States withdraws from the region. Even in a power dynamic calculus, humanitarian aid is widely seen as having a soft power that extends beyond the most immediate need. But under the Trump administration and the auspices of the Department of Government Efficiency, the United States has callously zeroed out aid and refugee programs that otherwise could save millions of lives while also advancing American interests. That's all the proof we need that the United States, as a government and a public, is no longer even pretending to care about what happens to people in the Sahel and the least among us. The Centrist WelcomeFest Was Everything That's Wrong With the Democratic Party
Inside a cavernous, neon-lit ballroom in the bowels of a joyless Washington D.C. hotel, Carly Simon blasts from the speakers in an effort drown out the chants of 'Free, Free Palestine' from protesters who've crashed a conversation with Rep. Ritchie Torres (D-N.Y.) — the gay, Black, self-described Zionist representing one of the most Democratic districts in the country. Liam Kerr, co-founder of the centrist-supporting political action committee Welcome PAC — decked out in a West Virginia Mountaineers jersey with senator-turned-lobbyist Joe Manchin's name emblazoned across his back — bodies out a bespectacled, man-bunned individual trying to film the scuffle. It would have been a particularly crude piece of performance art depicting the Democratic Party in its present incarnation, but unfortunately, it was real. Organizers of WelcomeFest, an event billed as 'the largest public gathering of centrists,' were expecting disruptions when they convened in D.C. on Thursday — you could even say they welcomed them. Earlier that day, as Kerr kicked off the festivities, he drew a contrast between his own apparel and a t-shirt he told the crowd organizers had on hand for any protesters who might show up. The tee featured a depiction of Babydog, the beloved bulldog belonging to Jim Justice, the West Virginia Republican who replaced Manchin in the U.S. Senate this year, and his slogan, 'Delivering Justice for West Virginia.' 'I am wearing a jersey of someone who stepped on the West Virginia campus 50 years ago on a football scholarship, who is the number one-rated 'Wins Above Replacement' candidate,' Kerr told the crowd of his Manchin jersey. (Wins Above Replacement, or WAR, is a sports statistic that measures a certain player's contributions to their team. More on that later.) The Justice t-shirt was meant to send a message to progressive-minded: If you're not with us, you're against us. Or, as Kerr put it even more bluntly, 'The choice is Jim Justice or Joe Manchin.' Manchin's dark money group, Americans Together, was, incidentally, one of the sponsors of the event. Over the course of the afternoon, speakers at WelcomeFest offered their diagnosis for what ails the Democratic Party, which might be summed up as: too much democracy. Too many people making too many demands of their elected representatives. Onstage, speakers used the shorthand 'The Groups' when discussing this phenomenon. Speaker after speaker blamed 'The Groups' for Democrats' failure to win elections and to govern effectively when they did win them. (Names of the specific Groups in question were rarely invoked on stage, but a recent New York Times op-ed by one of the day's speakers, Democratic operative Adam Jentleson, called out the American Civil Liberties Union, the Sunrise Movement, the Working Families Party, and Justice Democrats as some of the culprits responsible, in his view, for browbeating Democratic candidates into adopting unpopular positions in primaries that Republicans could weaponize against them in a general election.) The blogger Matthew Yglesias flogged this thesis most aggressively in his presentation. To illustrate his point that 'Bad Groups create bad incentives for Democrats,' Yglesias pointed to Democrats' after a Maryland man was illegally renditioned to a Central American supermax prison by accident — some Democrats have traveled to El Salvador to seek Kilmar Abrego Garcia's release and return to the U.S. Besides this being the only moral position one can take on the question of whether the government should be allowed to extrajudicially seize individuals, ship them off to a foreign jail, and refuse to bring them back when ordered by the courts, Yglesias appears to be wrong about this being a politically dangerous position for Democrats to stake out: Media coverage of this case, kept alive by Democrats who continued to raise awareness about it, damaged Donald Trump's image, pollster G. Elliott Morris points out. Approval for Trump's immigration agenda nosedived during the height of the furor over Abrego Garcia's wrongful seizure. While speakers at WelcomeFest generally seemed to agree The Groups' influence was to blame for Democrats' failures, no one seemed to offer much in the way of a contrasting vision for what the party's orienting principle ought to be going forward. Abundance, the airport book that some Dems appear determined to adopt as a policy platform, got only brief attention at the WelcomeFest. Instead of a mission or any one overarching vision, there only seemed to be consensus on the fact that Democrats need to start winning again, by whatever means necessary. The political analyst Lakshya Jain urged reorienting party recruitment efforts to focus on candidates with high 'Wins Above Replacement' statistics. The concept will be familiar to anyone who has read Moneyball, Michael Lewis' book about how the Oakland A's used sabermetrics to identify and recruit undervalued players. Jain's model compares a generic match-up in a particular district with the actual results in an effort to evaluate who overperformed or underperformed expectations for their particular race. To illustrate this point, Jain compared the results of progressive New York Rep. Alexandria Ocasio-Cortez's race with that of Janelle Stelson, a candidate who ran in Pennsylvania's 10th district. In his model, AOC, who won her race and outperformed Kamala Harris by six points, underperformed a generic race in her district by two points; Stelson, who lost by one point and outran Harris by four points, overperformed a generic Democrat by nine points. Jain's pitch was that, in the current political environment, which he says is D+6, Democrats have a real opportunity to seize legislative majorities if they focus their efforts on recruiting candidates with high WAR scores — the catch is that these candidates might be unpalatable to The Groups and other party faithful. 'Being very blunt, if we run candidates that D.C. finds appealing, we're probably going to lose. There is an inverse correlation between what you guys all find appealing and what the median voter finds appealing,' Jain told the room. He brought up Blue Dog Rep. Jared Golden (D-Maine), who spoke on a panel with Yglesias and Reps. Marie Gluesenkamp Perez (D-Wash.) and Adam Gray (D-Calif.). 'A lot of you may say you find some of Jared Golden's votes to be annoying for a Democrat,' Jain said. 'Well, guess what? The choice isn't between Jared Golden and AOC. The choice is between Jared Golden and Paul LePage. So who would you rather have?' It was an echo of Kerr's opening remarks — 'The choice is Jim Justice or Joe Manchin' — and it's a real question that gets at the heart of Democrats' present predicament. Do Democrats — or Americans writ large — need more candidates in the mold of Joe Manchin, the man single-handedly responsible for torpedoing Democrats' expanded child tax credit, a program that had lifted 2.1 million children out of poverty? Unappealing as the choice is, there's also a high probability that it is a false binary too: Jain claimed in his presentation, 'The base will vote for you anyway… Don't worry about liberal defections.' But if the results of the 2024 election have indicated anything, it's that attitude — the attitude that was also adopted by the Harris campaign — is a losing one: We know that demoralized Democratic-leaning voters who stayed home decided the election.
