A Crestwood, Illinois police officer recently
charged with his second DUI
has a troubled history in many other respects.
CBS News Chicago obtained personnel files for Crestwood police Officer Christopher Spencer, who
has since resigned
from his department. The files show issues involving the mistreatment of women and a state fraud investigation — as well as the two drunken driving incidents.
Spencer, 49, was arrested by Midlothian police Monday, March 31, after allegedly being involved in two incidents less than an hour apart.
Midlothian police said he was first involved in a hit-and-run crash in the parking lot of a White Castle on South Cicero Avenue. Then, about 40 minutes later, police said he crashed his car into a home's garage in the 15100 block of South Kostner Avenue.
Police said the homeowner told officers the driver was drinking from a bottle of liquor as he sat in the car.
Midlothian police were confused when they caught up to Spencer at the second crash site. They said Spencer appeared impaired and refused a breathalyzer, and video shows him claiming a bottle of blackberry Crown Royal in the car was not his.
But Spencer's personnel file outlines some concerns about other conduct beyond that, and also about why he was allowed to resign when the file shows he should have been terminated.
The drunken driving arrest last month was Spencer's second. On Jan. 12, 2022, his blood alcohol was three times the legal limit when he drove his red Ford through someone's lawn. An empty bottle of Fireball whiskey in the cab of the Ford.
Spencer spent a year under court supervision for that arrest.
The 2022 DUI was listed as the top reason for a Last Chance Agreement filed in Spencer's personnel file with the Crestwood Police Department. But the disciplinary form outlines other allegations.

The form required a 15-day suspension from Crestwood PD and workplace sensitivity training, adding any future violations would result in immediate termination.
But Spencer instead resigned from the department following his recent arrest.
Spencer's case file also includes multiple commendations from a drunk driving prevention organization.

BOLIVAR, Mo. — A 40-year-old man from Bolivar died in a crash between a truck and a pedestrian late Sunday night, according to Bolivar Police. BPD says in a press release that the accident occurred on State Highway 13 just north of 490th Road at approximately 11:15 p.m. Witnesses told police that a man was on the highway when he was hit by a southbound Ford F-150 pickup truck. When the driver of the Ford stopped to try and help the pedestrian, he saw other vehicles hit the victim. Bolivar woman succumbs to injuries from apartment fire At 11:20 p.m., officers arrived at the scene of the crash and confirmed that the man had died. BPD is still trying to notify the next of kin. The crash caused the southbound lanes of Highway 13 to be closed until 3 a.m. Monday. The Bolivar City Fire Department, Polk County Sheriff's Office, Citizens Memorial Hospital Pre-Hospital Services, and Polk County Central Dispatch helped work the crash. Fox - 32 Chicago A man has been arrested in connection to a June 5 shooting that killed Chicago Police Officer Krystal Rivera. The Chicago Police Department announced on June 8 that Adrian Rucker, 25, has been charged with four felonies related to the incident. The charges include one count each of armed violence, possessing a firearm without a valid Firearm Owners Identification Card, possessing a fraudulent ID card and possession of an amount of a controlled substance. He was also apprehended for six outstanding warrants. Rivera, 36, was killed by friendly fire when she and other officers were pursuing a suspect around 10 p.m. local time on June 5, CPD said. During the encounter, another officer discharged their weapon and accidentally struck Rivera. She was transported to the hospital where she died from her injuries, CPD Superintendent Larry Snelling said at a press conference. "When the officers followed into that location, they were then confronted by a second person who was in that apartment, who was armed with a rifle pointed at the officers," Snelling said. At some point during the encounter, one of the other officers discharged their weapon, striking Rivera, CPD said in the June 8 release. Rucker was later identified as the suspect who allegedly aimed a rifle at officers, CPD said. The other suspect involved in the pursuit was also charged and placed into custody, according to CPD. During a court appearance on June 8, a judge denied Rucker's release in a courtroom filled with fellow officers, according to CBS News Chicago and Chicago Sun Times. Rucker is expected to appear in court again on June 10 and June 12, according to the Cook County Sheriff's Office website.
