The Teachers' Pension Scheme is the second-largest of the 'unfunded' public sector pension schemes, behind the NHS. Like all the gold-plated public sector pensions, it offers a guaranteed, fully index-linked 'defined benefit' pension. Like all the other unfunded schemes, there is no pot of money funding it – the money contributed towards these pensions over the years has been spent, not saved. Spent, by the way, on anything the Government of the day fancied at the time. In essence, there is a raid every year on these funds – just like Robert Maxwell did when he illegally plundered the Mirror Group's staff pension fund. But when the Government does it, it's entirely legal because it makes the rules. You might imagine that, seeing as there is no fund, the Government would not bother to calculate what they should have put in it. But there is a whole industry devoted to just this – charging public sector employees and employers for the fund-that-never-was. All paid for ultimately by the Government itself, which means you and me. Except in the case of the Teachers' Pension Scheme, taxpayers aren't the only ones funding it. Private schools are also eligible to enrol their teachers on the state-backed scheme.

Starmer risks losing grip on Starlink rival to Macron
Britain risks losing its grip on a rival to Elon Musk's Starlink as part of French government rescue efforts to avert a debt crisis at the company. Eutelsat, which owns UK space business OneWeb, has been locked in talks with key shareholders including the French and British governments, as it seeks to raise funds to create a European alternative to Mr Musk's satellite business. Sources said Emmanuel Macron's government is considering dramatically increasing its stake in the business as part of a €1.5bn (£1.3bn) capital raise, taking its share of the company from around 13pc to 30pc. Indian billionaire Sunil Mittal, a BT investor and Eutelsat's largest shareholder, is also understood to be considering further investment, The Telegraph understands, alongside other French investment funds. However, any new cash injection threatens to seriously dilute Britain's stake in the company. Multiple sources said that, if the UK failed to join the funding round, it would cast doubt over its influence on key future business decisions. One industry source said the UK needed to decide if it is 'in the space game or not'. Breaking US dependence Eutelsat, which provides TV and broadband signals from space, faces a looming debt deadline in 2027 and has been attempting to secure new funds for months. It also needs to find billions of euros to build new satellites to compete with Starlink, which has launched close to 9,000 spacecraft. The new funding talks come almost five years after the British government, led by Boris Johnson, rescued UK business OneWeb from bankruptcy alongside Mr Mittal's Bharti Enterprises. Like Starlink, OneWeb provides internet signals from space using a network of 650 satellites. OneWeb was later sold to France's Eutelsat in a deal that left the British and French governments with major shareholdings in the combined company. Britain currently has an 11pc stake in Eutelsat, a board seat – controlled by Peter Kyle, the Technology Secretary – and a golden share in OneWeb that gives it a veto over key matters. The French government has, however, been looking at strengthening its position in Eutelsat. This month, Eutelsat, which is jointly listed in Paris and London, appointed a new chief executive, Frenchman Jean-Francois Fallacher, to lead the business, with the hire thought to be part of the French government plans. While OneWeb is the only other business with a network of hundreds of satellites that can currently compete with Starlink, the UK Government has been unwilling to inject further money into the business after providing a £400m bailout in 2020. Eutelsat's shares collapsed in the wake of the OneWeb takeover as investors baulked at the prospect of spending billions of euros to upgrade the satellite network to take on Mr Musk. Tim Farrar, an analyst at TMF Associates, said: 'Starlink has moved much more quickly than Eutelsat and OneWeb anticipated to dominate the market.' However, Eutelsat shares have rallied in recent months over reports that OneWeb's technology could be used in Ukraine as an alternative to Starlink, with the stock rising more than 50pc this year. Eutelsat is also looking for funding to help the European Union build a $10bn (£7.4bn) satellite network, known as Iris2. Brussels is seeking to develop alternatives to Starlink amid concerns about an over-reliance on an increasingly unpredictable US government and the mercurial Mr Musk. Eutelsat's latest discussions with shareholders comes after Nato nations recently pledged to boost defence spending under pressure from Donald Trump. Nato is expected to demand members increase their defence budgets to 3.5pc of GDP. The UK's Strategic Defence Review mentioned space more than 40 times and said the sector was a 'site of growing competition, and a domain that is central to warfighting'. It made no mention of the UK's shareholding in OneWeb. A government spokesman said: 'The UK government retains its special share in OneWeb and associated rights in full following the merger with Eutelsat in 2023.'
