Hajiji calls for concerted response as Sabah's drug addiction cases climb

The Star22-04-2025

KOTA KINABALU: Sabah is grappling with an increase in drug addiction, with cases of substance abuse rising by 7.5% last year, according to Chief Minister Datuk Seri Hajiji Noor.
He said 9,207 drug abuse cases were reported last year, up from 8,567 in 2023.
This represents 4.8% of Malaysia's total cases, highlighting the growing issue in the state, he added.
Although Sabah's drug abuse rate of 246 per 100,000 people remains within the national target of below 400, Hajiji expressed concern over the increasing numbers observed across the country.
"While we are still within the target range... we need to intensify efforts to tackle both the supply and demand for drugs," he said during the State Anti-Drug Action Council (MTMD) meeting at Menara Kinabalu on Monday (April 21).
In response to the increase in drug addiction, the state has identified Penampang and Balung in Tawau as high-risk areas to focus on this year.
The presidents of the Penampang and Tawau municipal councils have been appointed as coordinators for these areas, with a mission to reduce drug abuse levels and increase community awareness.
Hajiji said Sabah would continue to support the success of previously targeted high-risk areas, including Likas, Inanam, and Tanjung Batu, where significant progress has been made in curbing drug use.
A key focus of the meeting was the introduction of the "Kampung Sejahtera Tanggungjawab Bersama" (prosperous village, shared responsibility) pilot programme by the National Anti-Drugs Agency (AADK) Sabah, which seeks to foster community responsibility in tackling drug abuse.
Hajiji reinforced the need for a united front in addressing the growing crisis.
"Drugs are the nation's No. 1 enemy, and we must all work together to combat this threat for the sake of future generations," he said.
Also present at the meeting were state Community Development and People's Wellbeing Minister Datuk James Ratib, State Secretary Datuk Seri Safar Untong, Sabah Police Commissioner Datuk Jauteh Dikun, and newly-appointed Sabah AADK director Elmariah Chung.

KUALA LUMPUR: An express bus driver was detained today after testing positive for morphine. The driver, in his 30s, was transporting passengers from Lumut to Kemaman when enforcement officers stopped him during a joint Road Transport Department operation at the Gombak enforcement station. Kuala Lumpur RTD director Hamidi Adam confirmed that both the driver and his co-driver were tested, but only the driver's test returned positive. "He has been detained by National Anti-Drug Agency personnel under Section 3(1) of the Drug Dependants Act 1983," Hamidi told reporters. "The co-driver was allowed to continue the journey."

Nada vows action over 2023 drug raid misconduct

KUALA LUMPUR: The National Anti-Drugs Agency (Nada) has pledged firm action against any staff found guilty of misconduct after the Enforcement Agency Integrity Commission (EAIC) revealed that suspects detained in a 2023 drug raid were released. Nada director-general Datuk Ruslin Jusoh said the agency does not and will not compromise or protect any personnel involved in misconduct or breaches of integrity. This followed EAIC's announcement earlier today that it had found evidence showing several individuals who tested positive for drugs during a raid on March 8, 2023, in Kampung Felda LBJ in Labu, Negri Sembilan, were released. The commission also found that Nada's Negri Sembilan branch had failed to comply with the agency's standard operating procedures (SOP) during the operation. "Firm action will be taken against any staff found guilty, based on the provisions of existing laws," Nada said in a statement. "Nada continuously reminds all its personnel to carry out their duties and responsibilities with integrity, in full compliance with the SOP and guidelines under the Anti-Bribery Management System." Nada added that it would continue to work closely with the EAIC to strengthen governance within the agency, particularly in investigations involving complaints of misconduct or integrity breaches among its personnel. Earlier, the EAIC said it would refer the findings of criminal conduct to the public prosecutor and the findings related to disciplinary offences involving Nada officers to the Disciplinary Authority with a recommendation for disciplinary action.

Negri anti-drug agency officers did not follow SOP during raid, says EAIC

PUTRAJAYA: The Enforcement Agency Integrity Commission (EAIC) says that several officers from the Negri Sembilan National Anti-Drugs Agency failed to comply with the standard operating procedure (SOP) during an operation at Kampung Felda LBJ, Labu, on March 8, 2023. In a statement on Tuesday (June 10), EAIC said several individuals who tested positive for drugs were released during the operation, which is an offence under Section 221 of the Penal Code. Following this, the EAIC said it referred its findings to the Public Prosecutor under subparagraph 30(1)(c) of the Enforcement Agency Integrity Commission Act 2009. The EAIC also said that the officers' misconduct would be referred to its disciplinary authority with a recommendation for disciplinary action under subparagraph 30(1)(b) of the EAIC Act. Previously, the EAIC had received a complaint over the release of several individuals who tested positive for drugs during the raid. An investigation was then conducted based on the complaint in accordance with subsection 27(4) of the EAIC Act. – Bernama
