journalists
met Chief Minister
Yogi Adityanath
on Monday and submitted a memorandum having a clutch of demands that the CM promised to fulfil at the earliest.
The team, led by Bharat Singh, secretary of the UP Accredited Correspondents Committee, discussed various matters with the CM, including housing and free medical care for journalists. They further discussed the need for a pension scheme for senior journalists, provision of plots and flats to journalists at subsidised rates, and an increase in funds for journalists' treatment at SGPGI from Rs 25 lakh to Rs 50 lakh.
The CM and the delegation also spoke about advertising rates for newspapers and the formation of an advertising accreditation committee.
It was also proposed to pay the rent and renovate the office allotted to photojournalists at Legislator's Residence Darulshafa, so that the space can be used efficiently. There was also a proposal to allocate more than 36 vacant residences from the State Property Department to senior journalists.

New Delhi: India has witnessed an unprecedented scale of infrastructure development over the past decade, driven by the success of a holistic and integrated approach under major national initiatives like PRAGATI, PM GatiShakti, the National Logistics Policy, Bharatmala, Sagarmala, and UDAN, according to an official report released on Wednesday. The report encapsulates the rapid transformation that has taken place in the country's transport infrastructure across the highways, railways, maritime and civil aviation sectors of the economy on the back of massive investments made by the Central government in the last 10 years. The report highlights that PM GatiShakti unified planning across 44 ministries and 36 states/UTs on a GIS-based platform. Launched in 2021, the PM GatiShakti national master plan is a comprehensive initiative to improve multimodal infrastructure connectivity across India's economic zones. Rs 100 lakh crore is being efficiently utilised through this integrated platform. Anchored on seven key sectors -- railways, roads, ports, waterways, airports, mass transport, and logistics infrastructure -- it promotes synchronised development across ministries and state governments. The length of India's national highways network increased by 60 per cent from 91,287 km to 1,46,204 km during the last decade, with the pace of highway construction accelerating to 34 km/day from 11.6 km/day in 2014. There is an increase of 6.4 times in the Centre's investment in road infrastructure between 2013-14 and 2024-25. The road transport and highway budget has shot up by 570 per cent from 2014 to 2023-24. The budget for Indian Railways has increased by more than nine times since 2014. The higher investment is reflected in the introduction of new Vande Bharat semi-high-speed trains covering 24 states/UTs along with 333 districts. A total of 68 Vande Bharat Trains are currently operational in the country, while another 400 world-class Vande Bharat trains are planned to be manufactured. More than 31,000 km of new tracks have been laid since 2014, and over 45,000 km of tracks have been renewed since 2014. The pace of electrification of the track network has jumped from 5,188 route km between 2004-14 to more than 45,000 route km being electrified in 2014-25. Electrification has enabled annual savings of Rs 2,960 crore for railways (up to February 2025), ensuring greater financial efficiency, the report states. It further highlights that the country's port capacity has doubled to 2,762 MMTPA in the last 10 years, with the overall turnaround time for ships improving from 93 to 49 hours. As many as 277 projects have been completed under Sagarmala in the big push to port infrastructure. The report also lists major projects that have been completed in the ports sector, including the Vizhinjam International Deepwater Multipurpose Seaport. Inaugurated on May 2, 2025, by Prime Minister Narendra Modi, this Rs 8,800 crore project is India's first dedicated container transshipment port. Strategically located near international shipping routes, it can host the world's largest cargo ships. The port significantly reduces India's reliance on foreign ports and enhances economic activity in Kerala. The New Dry Dock (NDD) at Cochin Shipyard Limited has been constructed at a cost of Rs 1,800 crore, with a length of 310 meters and a depth of 13 meters. It is capable of handling aircraft carriers of up to 70,000 tons. Besides, an international Ship Repair Facility has been set up in Cochin. India's Inland waterways cargo has risen by 710 per cent (from 18 MMT to 146 MMT) in the last 10 years. Approval has also been given for Rs 5,370 crore investment to augment the capacity of National Waterway-1 (Haldia to Varanasi), this major inland navigation initiative enhances cargo movement on the Ganga River, the report points out. The report also highlights that new routes and new airports have been added to the civil aviation landscape of the country. The number of airports operational in India has gone from 74 in 2014 to 160 in 2025. The Cabinet Committee on Economic Affairs (CCEA) has approved the revival and development of unserved and underserved airports at a total cost of Rs 4,500 crore. In addition, the Expenditure Finance Committee also approved an amount of Rs 1,000 crore for the development of 50 more airports, heliports and water aerodromes under the UDAN scheme. This flagship scheme, launched in June 2016 to create affordable, yet economically viable and profitable air travel on regional routes, has been a big success with over 1.51 crore passengers having flown on these regional flights, the report added.

NEW DELHI: The Delhi Cabinet on Tuesday approved an ordinance on regulating fee structure in private schools that empowers the city government to impose fines of up to Rs 10 lakh them and even take away their right to propose fee revision if they violate norms. Addressing a press conference, Delhi's Education Minister Ashish Sood said that the cabinet chaired by Chief Minister Rekha Gupta approved the ordinance, which is based on the proposed Delhi School Education (Transparency in Fixation and Regulation of Fees) Bill, 2025. "The ordinance will be sent for presidential assent through the Lieutenant Governor. This is a day of happiness for parents whose children study in private schools. It will eventually take the form of a law," Sood said. He said this decision of the Delhi government will prove to be very important in the future to curb any arbitrary fee hike by 1,677 private schools in Delhi. According to the draft ordinance that was approved by the cabinet on April 29, there are strict penalties for schools involved in hiking fees arbitrarily, including losing the right to propose fee revisions. For repeat offences, the penalty will increase to anywhere between Rs 2 lakh and Rs 10 lakh. The draft ordinance proposes that if the school fails to refund the amount within the stipulated time, the fine will double after 20 days, triple after 40 days, and continue to increase with every 20-day delay. It also has provisions for penalties on those who indulge in repeated violations. Those found repeatedly flouting norms may also be barred from holding official posts within the school management, according to the draft ordinance. Additionally, the school management could lose the right to propose fee revisions in the future. The draft ordinance says it aims to strike a balance between preserving the autonomy of private institutions and safeguarding the rights of parents, ensuring that quality education remains both accessible and fairly priced. The draft ordinance proposes the constitution of three committees to oversee the fee regulation process -- one each at the school, district, and revision levels. The highest authority, the 'Revision Committee', will have the final say on any disputes or decisions related to school fees. This committee will be headed by the Director of Education, an eminent educationist, a chartered accountant, the Controller of Accounts, representatives from schools and parents, and a former education official. Its decisions will be binding on all parties for a period of three years. The 'District Committee' will be chaired by the District Director of Education. Other members will include the Deputy Director of Education of the zone, two school principals nominated by the Directorate of Education (DoE) and two parents' representatives also nominated by the DoE. This committee will be responsible for resolving disputes between school management and the School Level Fee Regulation Committees. Every private unaided school including those offering Indian and foreign curricula, as well as minority institutions or those allocated land at concessional rates will be required to establish a 'School Level Fee Regulation Committee' each academic year by July 15, according to the draft ordinance. This committee will be chaired by a school management representative, with the Principal serving as Secretary. Other members will include three teachers, five parents (chosen by a draw of lots), and one nominee from the DoE. The ordinance also specifies that the committee must include at least one member from the SC/ST/OBC categories and at least two women. Its tenure will last one academic year. Appeals regarding fee-related decisions can first be taken to the District Committee. Furthermore, any aggrieved party including parents, school management, or the School Level Committee can escalate the matter to the Revision Committee, which the government will officially notify. According to the draft ordinance, the list of committee members must be displayed within seven working days of formation. The committee is required to conduct a general meeting before August 15 and carry out its functions as per the Act. Parents cannot serve on the committee for more than two consecutive years, and a two-year gap is mandatory before being eligible for nomination again, it mentioned. The draft ordinance also grants schools the autonomy to propose fees but within a set framework. For the academic year 2025-26, the fees already charged from April 1, 2025, will be treated as the proposed fees. However, as per the draft ordinance, any school whose recognition has been suspended, or which has been found guilty of violating the Act or penalised twice in succession under Section 14, will not be allowed to propose any fee hikes. The proposal suggests converting Tumakuru into the 'Bengaluru North district," aligning it more closely with Bengaluru's rapid expansion. Parameshwara informed that Bengaluru's fast pace of evolution may touch neighbouring cities such as Tumakuru, Ramanagara, Kolar, and Chikkaballapur. 'In such a situation, there is a difference between Tumkur district and 'Bengaluru North district.' For those in New York, 'Bengaluru North' is easy to understand. Tumakuru district is somewhere like this. That is why such an effort has been made," G Parameshwara added.
