Framework Agreement
it signed with the
Govt of India
on Aug 3, 2015, affirming that the pact was based on the historic declaration of Naga independence and Naga plebiscite.
Delivering his speech at the 75th
Naga Plebiscite Day
celebration at the National Socialist Council of Nagalim (NSCN) headquarters at Camp Hebron, Tuccu said the historic Framework Agreement was signed cognizant of the unique history of the Nagas, which reveals the truth of the Naga declaration of independence and the Naga plebiscite, reaffirming the sovereign right of the Nagas to be an independent nation.
"There's no going back to betray ourselves like falling off the cliff as devilishly planned by the Govt of India.
Too many times the Govt of India has played with the Naga issue in the name of agreement after agreement," he said.
Tuccu said enough harm has been done to kill the rights of the Nagas by creating many groups to counterweight the NSCN, the only authentic group that has firmly spearheaded the Naga political movement after the 'infamous Shillong Accord'. He said: "We are no novice to the divisive politics planted by the Indian agency."
Tuccu accused the Govt of India of scheming a policy to destroy the Framework Agreement by placing it at the level of the Agreed Position of Nov 17, 2017. He said former interlocutor RN Ravi, representing the Govt of India, drafted the Agreed Position and made the working committee of the Naga National Political Groups (NNPGs) sign it.
According to him, the NNPGS compromised the historical and political rights of the Nagas and agreed to accept the Indian Constitution-based Naga political solution.
"Anything that is deceitfully planned against the sanctity of the Framework Agreement is not acceptable to the NSCN," Tuccu said. He reaffirmed that the Naga political solution and the Framework Agreement of Aug 3, 2015, cannot stay apart.
Tuccu said any attempt to seek solution diluting the Framework Agreement is unacceptable.

2 Militants Killed In Gunfight With Security Forces In Arunachal Pradesh
ITANAGAR: Security forces neutralised two militants during a fierce gun battle in Arunachal Pradesh's Longding district, bordering Myanmar, officials said on Friday. A Defence spokesperson said that the slain militants were suspected to be from the National Socialist Council of Nagalim (NSCN-K-YA) faction. The gunfight occurred on Thursday when during the patrolling party of the security forces came under attack from militants believed to be operating across the porous India-Myanmar border in Longding district of Arunachal Pradesh. 'In response, the security forces effectively retaliated against the attack,' the spokesman said, adding that during the intense firefight, the armed cadres withdrew across the International Border towards Myanmar. The NSCN (K-YA) faction has been active in cross-border operations despite ongoing peace negotiations with various other Naga outfits including dominant faction NSCN (IM). Meanwhile, on May 14, ten militants were killed during an encounter with the Assam Rifles in southern Manipur's Chandel district, which shares the unfenced border with Myanmar and a large cache of arms and ammunition were recovered from the spot. The cache comprised seven AK-47 rifles, a rocket-propelled grenade launcher, a M4 rifle, and four single-barrel breech-loading rifles, ammunition and other war-like stores. On April 27, three militants of the NSCN-K-YA faction were killed during a fierce gun battle between the security forces and the extremists in Arunachal Pradesh's same Longding district. Meanwhile, the Army and Assam Rifles, in coordination with the Assam Police, earlier apprehended a wanted top cadre of the NSCN-KYA from Assam's Charaideo district. The NSCN-K-YA has earlier served an extortion notice of Rs 20 lakh to the public sector oil major Oil India Limited (OIL). The notice was signed by the outfit's self-styled Major, Tha Aung and sent to OIL's office in Manabhum, located in the Changlang district of Arunachal Pradesh. The OIL has its operational site at the Manabhum reserve forest in eastern Arunachal, and the thickly forested reserve forest areas fall under both Changlang and Namsai districts. On April 29, three militants of the National Socialist Council of Nagaland (NSCN) were killed during an encounter with the security forces in Assam's mountainous Dima Hasao district. However, the faction of the NSCN they belonged to is yet to be known. Two AK series rifles and a pistol were recovered from the forested areas. The NSCN-K-YA has not signed a ceasefire agreement with the Centre. Four northeastern states – Arunachal Pradesh (520 km), Manipur (398 km), Nagaland (215 km) and Mizoram (510 km) -- share 1,643-km unfenced border with Myanmar.

Arunachal Pradesh: Two NSCN-K (YA) militants killed in gunfight near Indo-Myanmar border
Itanagar: Two militants of the national socialist council of Nagaland-Khaplang or NSCN-K (Yung Aung faction) were gunned down in an encounter with Indian security forces near Arunachal Pradesh's Longding district on Thursday morning. Acting on intelligence inputs about the movement of armed insurgents, a patrol unit of the Indian armylaunched a an operation around 10 am, when it came under heavy fire in a forested stretch near Langkhu village, inside Myanmar territory adjacent to Pongchau Circle. According to a statement from the defence ministry, the patrol spotted suspected armed individuals and challenged them, prompting indiscriminate gunfire using heavy-calibre weapons from the militants. Security forces responded swiftly, forcing the armed group to retreat across the international border into Myanmar under cover of the thick jungle. A thorough search was conducted, but the militants had already fled the area, the ministry statement said. The NSCN (YA), which issued a statement confirming the deaths of two of its cadres, Nyaklung and Neyung Aung. The security forces suspect the group was attempting either a 'cross-border infiltration or a regrouping manoeuvre.' The militants reportedly retreated after the firefight, using the forested terrain as cover. A search operation was conducted in the area, but no additional casualties or recoveries have been reported.
