Judge in the dock, process must follow

It is not surprising that the Chief Justice of India (CJI), Sanjiv Khanna, has initiated the process for the removal of Justice Yashwant Varma, a sitting judge at the Allahabad High Court, following the submission of a probe report that confirmed the discovery of a pile of cash at the latter's residence in Delhi on March 14. Justice Varma was posted at the Delhi High Court at the time of the discovery and was later shifted to the Allahabad High Court.
Under Justice Khanna, the Supreme Court has been proactive in taking steps to improve transparency and accountability in the functioning of the higher judiciary. It is in Justice Khanna's term as CJI that 21 of the 33 judges of the apex court, including the CJI and three others in line to become CJIs, declared details of their assets on the court website (the others are expected to do so shortly). And, on CJI Khanna's instructions, the Supreme Court recently published details of all 221 persons recommended for appointment as high court judges by the Supreme Court Collegium (SCC) between November 2022 and April 2025, of which 29 are pending approval from the government.
Such public disclosure will surely reinforce public trust in the higher judiciary, and address allegations of nepotism in appointments.
In Justice Varma's case, the CJI has gone by the book: The judge was transferred to his parent court, not given any judicial work, and a committee of judges was set up to investigate the charges against him. CJI Khanna forwarded the committee's report to Justice Varma, and the latter was given the option to resign from office or seek early retirement. Justice Varma has rejected both the options, leaving the CJI to seek the accused judge's removal from office, which under the provisions of the Constitution (Articles 124 and 218), can be done only on the order of the President of India, which follows the passing of the motion to remove the judge by special majorities in both Houses of Parliament. As is evident, the impeachment process, as the laborious protocol to remove a judge of the constitutional courts is referred to, involves the legislature and the executive, and has been tried only five times in independent India. Any showdown, which is inevitable in the event of an impeachment process as the 1993 Justice Ramaswami impeachment episode revealed, is best avoided: Justice V Ramaswami of the Supreme Court was the first judge to face impeachment proceedings, but the Opposition's motion seeking his ouster was defeated in the Lok Sabha after an extended debate in Parliament. The difference in Justice Varma's case is that the initiative to seek his removal has come from the highest court, a first in India. The case against Justice Varma is seen as a test of the higher judiciary's adherence to the high principles of probity and accountability that it has insisted that all institutions follow.
The Indian public views the Supreme Court not merely as the guardian of constitutional rights and freedoms but also as an institution maintaining high standards of probity, and an example for other public institutions. The executive and legislature should now lend their shoulders to the CJI's laudable initiatives to ensure that the higher judiciary remains free of the stain of corruption. Their conduct will be keenly watched.

On the last day of the delegation's scheduled meetings, the delegation oaid homage to Mahatma Gandhi at his statue opposite the Indian Embassy here. "It is striking how many world capitals are adorned with statues or busts of the Mahatma, the 20th century's greatest apostle of peace, nonviolence, and human freedom," Tharoor posted on X afterwards. The team, which had arrived from India in New York on May 24, had travelled to Guyana, Panama, Colombia and Brazil before arriving in Washington for the last leg of the tour. Chinese Ambassador Xu Feihong expressed optimism about the future of India-China ties on Sunday, describing the relationship as one rooted in a shared civilizational heritage spanning thousands of years. He hoped that relations between the two neighbours would become 'better and better' in the coming years. Speaking to reporters on the sidelines of a felicitation programme in Kolkata for Indian students proficient in Chinese, Feihong highlighted the historical depth of the bilateral relationship. He said, that the two countries have enjoyed these close ties for the majority of these thousands of years. When asked about the ongoing border issues, Feihong cited Prime Minister Narendra Modi's past remarks, saying, 'Just like Prime Minister Modi said that in the thousands of years' relations between China and India, there was a very short time of differences between us.' 'We should look forward, look to the future, the young people today,' he stated, noting that youth were central to building stronger understanding. Praising the Indian students honoured at the event, Feihong said that the young generation is the hope for the two nations. "So we should believe that in the future our relationships will be better and better," and this is serrves as a reason to resolve the differences on both sides, he said, quoted by PTI. On the question of resolving border tensions, he stressed that work should be done by both sides and not only by the government but also by the think tanks, students and universities. Feihong recalled the 'very important consensus' reached between Prime Minister Modi and Chinese President Xi Jinping to promote 'good neighbourly relationships' and expressed confidence that 'new development will be taking shape in the coming time'. He also said he was hopeful that direct flights between India and China, suspended since 2020, would resume soon. Addressing the gathering, the envoy noted that India-China relations were at a 'critical stage' and highlighted that 2025 will mark the 75th anniversary of the establishment of diplomatic ties between the two countries. He announced plans for a youth exchange delegation from India to visit several Chinese cities, including Beijing.

Military contingents of India and Mongolia participating in an ongoing bilateral exercise in Ulaanbaatar are actively exchanging best practices in counter-terrorism operations and precision sniping, thereby improving interoperability, officials said on Sunday (June 8, 2025). Through joint drills, both forces are working to strengthen their ability to respond effectively to contemporary security challenges, they said. Also read: Multilateral peacekeeping exercise in Mongolia in 2024 The 17th edition of the joint military exercise 'Nomadic Elephant' is being held from May 31 to June 13 at the Special Forces Training Centre in Mongolia. The exercise is aimed at enhancing interoperability between the two forces. 'Focused on the conduct of non-conventional operations in semi-urban and mountainous terrain under a United Nations mandate, the exercise aims to enhance the operational capabilities of both the forces,' a senior official of the Indian Army said. The participating contingents are actively exchanging 'best practices in counter-terrorism operations and precision sniping', thereby improving interoperability, he said. The two-week exercise is an annual event conducted alternately in India and Mongolia. Its last edition was conducted at Umroi, Meghalaya, in July 2024. The exercise reflects the growing defence cooperation between India and Mongolia. 'Extensive training activities are being conducted to bolster mutual coordination and preparedness. Troops from both the countries are refining their operational tactics and developing the ability to operate in complex terrains and environments,' an official said. A key feature of the exercise includes simulated U.N. peacekeeping operations, designed to 'mirror real-world scenarios' where multinational forces must collaborate efficiently in diverse and challenging conditions,' he said. As the exercise progresses, both sides are engaging in a variety of tactical drills, sharing combat experiences and exchanging valuable knowledge and expertise. These engagements are instrumental in building interoperability and ensuring that Indian and Mongolian forces can operate seamlessly in future peacekeeping or humanitarian missions, they said. In addition to tactical training, exercise 'Nomadic Elephant' places strong emphasis on fostering cultural understanding and camaraderie between participating troops, the official said. Soldiers from both nations have had the opportunity to showcase elements of their respective cultural heritage, strengthening the bond of friendship and mutual respect. This cultural exchange plays a vital role in developing enduring ties between the two forces, he said. The exercise also lays emphasis on key lessons likely to emerge to improve future joint operations. This collaboration not only boosts the defence capabilities of India and Mongolia, but also reaffirms their shared commitment to promoting peace, security and stability in the region, he said. The Indian contingent, comprising 45 personnel, will be represented mainly by troops from a battalion of the Arunachal Scouts, the Indian Defence Ministry had said in a statement ahead of the exercise. The Mongolian Armed Forces contingent, also comprising similar strength, will be represented by 150 Special Forces unit, it had said.
