[SINGAPORE] New initiatives to facilitate cross-border data transfer and artificial intelligence (AI) safety were among the slew of announcements by the Infocomm and Media Authority of Singapore on Wednesday (May 28).
A new Global Cross-Border Privacy Rules (CBPR) certification was announced, which would give businesses certainty in international data transfers. The certification would show compliance with internationally recognised data protection standards.
This new certification is built on the Asia-Pacific Economic Cooperation (Apec) CBPR certification. OCBC is among the 100 Apec CBPR-certified organisations expected to benefit.
At the start, the global CBPR certification will give access to nine economies – US, Australia, Japan, South Korea, Singapore, Canada, Philippines, Chinese Taipei and Mexico. The global CBPR certification will take effect on Jun 2.
'Robust safeguards and a uniform framework for personal data across borders are crucial for secure and efficient data flows,' said Loretta Yuen, head of group legal and compliance, OCBC.
A new version of a multimodal large language model developed by A*Star – Multimodal Empathetic Reasoning and Learning in One Network (Meralion) – was also launched on Wednesday. Minister for Digital Development and Information Josephine Teo announced that a consortium for Meralion will be established in a speech at ATX Singapore.

'A*Star (Agency for Science, Technology and Research) will partner companies such as DBS, Grab, ST Engineering, NCS, SPH Media Trust as well as the Ministry of Health to harness expertise in the ecosystem, share learnings and accelerate adoption,' she said.
Meralion can understand emotions, context and intent across South-east Asia's multiple languages and cultures such as English, Mandarin, Malay, Tamil, Bahasa Indonesia, Thai and Vietnamese. Version one was downloaded more than 90,000 times since its launch in December 2024.
'Understanding local nuance, context and culture isn't just a technical challenge – it's a human one,' said Bidyut Dumra, group head of innovation, DBS.
The consortium will priorities three areas:
Multilingual customers support: enabling seamless natural communication across languages and dialects
Health and emotional insight detection: analysing speech and text for emotional cues
Agentic decision-making: making AI agents aware of context and cultural sensitivity
The consortium will aggregate demand and reduce costs, while sharing data and technical insights to improve Meralion's performance. Tools, training and developer resources will be built to accelerate implementation, and consortium members will develop real-world proof-of-concepts together for deployment.
'As a news media company, we recognise the importance of embracing technologies that can enhance user experience, and in so doing allow us to reach and engage audiences more effectively,' said Loh Yuh Yiing, chief operating officer of SPH Media.

OCBC offers US$700 million for remaining 6.28% of insurer Great Eastern
Oversea-Chinese Banking Corp is now offering S$900 million (US$699.9 million) to buy the chunk of insurer Great Eastern that it does not already own, almost a year after failing to gain full control of the firm. Under the conditional exit offer announced on Friday (Jun 6), OCBC is offering S$30.15 for the 6.28 per cent of the insurer's stock that it does not own. This values Great Eastern at S$14.27 billion and paves the way for the insurer to be taken private by its owner. In May 2024, OCBC offered S$25.60 apiece for the 11.56 per cent stake in Great Eastern. The new exit offer reflects a 17.8 per cent premium from the previous bid. The final offer from Singapore's second-largest bank would mark its fourth attempt to fully acquire Great Eastern, following three previous bids since 2004. OCBC owns 93.72 per cent of the insurer, but that stake still falls short of the threshold needed to delist the company or launch a compulsory acquisition. Two companies controlled by Lee Thor Seng and his sons - members of the founding family behind OCBC - own nearly 2 per cent of Great Eastern, making them the second-largest shareholders, according to the insurer's annual report. Wong Hong Sun and Wong Hong Yen hold about 1 per cent, while Palliser Capital, which previously criticised the latest takeover bid as unfair to shareholders, owns a 0.27 per cent stake, the report showed. Trading in Great Eastern's shares was suspended on Jul 15, 2024, after its free float fell below 10 per cent. OCBC currently has a 93.72 per cent stake in Great Eastern. [SINGAPORE] The following companies saw new developments that may affect trading of their securities on Friday (Jun 6). OCBC : The bank's insurer, Great Eastern, seeks to delist through OCBC exit offer of S$30.15 per share. The bank has made a S$0.9 billion conditional exit offer for the 6.28 per cent stake in Great Eastern it does not own, in a bid to delist the insurer. The offer, which OCBC said on Friday was made 'at the request of Great Eastern', is aimed at resolving the latter's 11-month suspension in share trading, while 'providing its shareholders an exit at a fair and reasonable price'. OCBC shares ended Thursday flat at S$16.23. Keppel DC Real Investment Estate Trust (Reit) , Jardine Cycle & Carriage (C&C) , NetLink NBN Trust : The Reit will replace Hong Kong-based conglomerate Jardine C&C on the benchmark Straits Times Index (STI), following a quarterly review. Internet service provider NetLink NBN Trust will replace Keppel DC Reit on STI's reserve list, said the index's administrator FTSE Russell on Thursday. Units of Keppel DC Reit closed S$0.02 or 0.9 per cent higher at S$2.19, while shares of Jardine C&C closed S$0.08 or 0.3 per cent lower on Thursday at S$23.85, before the announcement. Shares of NetLink NBN Trust ended S$0.005 or 0.6 per cent lower at S$0.865. Fu Yu: The components manufacturer said on Friday (June 6) that independent auditor Baker Tilly has qualified its FY2024 audited accounts due to an ongoing investigation into a subsidiary. The potential financial impact of the case remains undetermined, and shareholders are advised to review the full report and exercise caution, the auditor said in a bourse filing. Shares of Fu Yu closed flat at S$0.097 on Thursday.
