Bishan town centre to get new office space, polyclinic, hawker centre
SINGAPORE - The Bishan town centre will be developed into a sub-regional centre with new workplaces and amenities, in line with the Government's move to shift employment and commercial activities outside the city centre.
National Development Minister Chee Hong Tat said the Government is studying adding new office space that can match the scale of that in Paya Lebar Central, along with a new polyclinic, hawker centre and revamped bus interchange with air-conditioned waiting areas.
Sub-regional centres are business nodes such as Paya Lebar and Serangoon that bring jobs closer to homes. They are smaller than the regional centres in Woodlands, Jurong East and Tampines.
Also under study is whether Bishan Place – the road behind Junction 8 mall – can be transformed into a landscaped pedestrian mall.
A variety of public spaces and skyrise greenery will be integrated with future developments, said the Urban Redevelopment Authority (URA) on June 25 as it unveiled its 2025 draft masterplan.
A few government agencies are exploring the feasibility of relocating their offices to Bishan town centre to jumpstart the development of this business district, URA added.
Asked which agencies are looking to relocate their offices there, URA said more details will be shared when ready.
The draft masterplan 2025 includes plans to continue driving Singapore's economic growth by strengthening its economic gateways and business districts, rejuvenating key precincts, and supporting innovation.
Beyond the city centre, Singapore is strengthening its three economic gateways in the north, east and west, which will be supported by a network of regional and sub-regional centres bringing jobs and amenities closer to homes, Mr Chee said at the launch of the draft masterplan exhibition.
In the north, the Woodlands regional centre will capitalise on the Johor-Singapore Special Economic Zone and the upcoming Johor Bahru-Singapore Rapid Transit System (RTS) Link, which is slated to be ready by end-2026.
URA said a future multi-modal transport hub is being planned, to link MRT and bus services with the cross-border RTS.
The transport hub will feature an arrival plaza with public spaces, and will be part of a larger integrated development to provide flexible spaces for businesses as well as retail and leisure opportunities.
This 7ha business-white development - which will offer a mix of industrial and non-industrial uses - will be built by JTC and is expected to be completed in the mid-2030s.
Most of the gross floor area will be planned for advanced manufacturing use, with the rest for commercial such as retail, eateries , offices and a new bus interchange.
In the east, the Changi region will be anchored by the upcoming Changi Airport Terminal 5, which will be ready in the mid-2030s and reinforce Singapore's position as a global aviation hub, Mr Chee said.
A new 138ha industrial estate will be developed in Seletar East, to bring jobs closer to homes in the north-east region . This new estate – situated between Punggol Town and Seletar Aerospace Park – will house high value-added industries such as a wafer fab park.
'We will also proceed with the development of Jurong Lake District as Singapore's largest mixed-use business district outside the city centre,' Mr Chee added.
URA is also reviewing its industrial land use zone guidelines to give businesses with more flexibility in allowable uses on industrial zoned land. This is to better respond to business needs in an evolving economic landscape, URA said.
In addition, more business-white sites will be rolled out around key transport nodes in the Jurong and Tuas industrial estates, in addition to existing sites in Woodlands, URA said.
'These sites will support the growth of new business models, provide greater flexibility for businesses, better optimise and intensify land use, and inject amenities such as retail and F&B options to serve workers and nearby residents,' it added.
Meanwhile, the revitalization of older developments in strategic areas across Singapore - such as in Orchard Road , along the Singapore River and in the CBD - will continue under two urban rejuvenation schemes.
The Central Business District Incentive (CBDI) aims to encourage the conversion of older and predominantly office developments in the CBD into mixed-use buildings.
The Strategic Development Incentive (SDI) scheme aims to encourage owners of existing commercial buildings in strategic areas such as Orchard Road and Marina Centre, to team up with their neighbours to undertake redevelopment that would transform the street or precinct.
Both schemes were extended for another five years from Feb 7 , 2025.
Since the launch of both schemes in November 2019, 21 proposals have received in-principle approvals.
Under the CBDI, URA has given in-principle approval for 14 applications, of which four including The Skywaters in Shenton Way, Newport Plaza in Anson Road, 15 Hoe Chiang Road and 51 Anson Road are under development.
Seven applications received in-principal approval under the SDI, including the redevelopment of Faber House in Orchard Road and Union Square on the sites of Central Mall and Central Square.

New Zealand draft infrastructure plan outlines need for more hospitals, electricity
WELLINGTON: New Zealand on Wednesday (Jun 25) released a draft 30-year national infrastructure plan, which highlighted a need for the country to invest more in hospitals and electricity production and to prepare to spend more on responding to national disasters. The plan aims to improve infrastructure preparations and introduce a less politically driven approach to infrastructure investment, which critics say has been impacted by electoral cycles with the stop-start results being costly for large projects. 'We want the National Infrastructure Plan to help build common ground about our areas of need and what is affordable for Kiwis, giving the Government of the day guidance for making decisions about infrastructure,' said Geoff Cooper, chief executive of the New Zealand Infrastructure Commission. The draft plan said the country needed to establish affordable and sustainable funding, make it easier to build new infrastructure, prioritise maintaining current infrastructure and assess the readiness of projects before they are funded. While New Zealand was in the top 10 per cent of the OECD in its infrastructure spend as a percentage of gross domestic product, it was not getting the returns it should, it added. To meet demand, annual capital investment would need to increase from around NZ$20 billion (US$12 billion) today to slightly more than NZ$30 billion by the 2050s, according to the plan. The New Zealand government has outlined plans to boost the infrastructure build in the country, and earlier this year hosted an infrastructure investment summit to promote foreign investment in the country's infrastructure. 'The Government is determined to improve New Zealand's infrastructure system and to work alongside the industry and other political parties to establish a broad consensus about what needs to change,' said Chris Bishop, Minister for Infrastructure.

New private homes planned in prime Paterson, Newton areas
[SINGAPORE] The Urban Redevelopment Authority has unveiled plans for new neighbourhoods in the Paterson, Newton, Greater one-north and Defu areas, among other locations, under the Draft Master Plan 2025. A roughly 10-hectare stretch in the Paterson Road area near Orchard Road is proposed for development as a predominantly residential neighbourhood, comprising about 1,000 new private homes. These will be complemented by a mix of uses (such as retail, food and beverage and office spaces) and public spaces and amenities in a proposed integrated development. The site for this mixed-use integrated development, which will sit atop the Orchard MRT interchange, is about 3.5 ha. The Paterson neighbourhood will have frontages along Paterson Road, Orchard Boulevard and Grange Road; the entire site is on state land, which should facilitate the realisation of the plans through the government land sales (GLS) Programme, observers said. Nearly two decades ago, the Orchard Turn site across the road – above the Orchard station on the North-South Line – was sold at a GLS tender for S$1.38 billion (or S$1,020 per square foot per plot ratio) to a partnership between CapitaLand and Sun Hung Kai Properties. This eventually became the Ion Orchard mall and The Orchard Residences. The new Newton neighbourhood to come up on a 26-ha site next to the namesake MRT interchange station, is envisaged as a 'vibrant, mixed-use 'urban village' set amid greenery and anchored on its unique identity', said URA. Sign Up Sign Up New homes will be introduced progressively around three distinct clusters in Newton Circus, Scotts Road and Monk's Hill, and provide current and future residents with a wide range of community living experiences. URA said: 'A new amenity node with high-density and mixed-use developments anchored by a central public space envisaged as a 'village square' will be introduced next to Newton MRT station (on the North-South Line) and Newton Food Centre to provide residents with amenities and more food options.' Public spaces will be created for residents to unwind and interact as a community. Monk's Hill Road will be turned into a linear park, framed by existing mature trees and heritage buildings that will be integrated within the new neighbourhood. VISUAL: URA The Newton neighbourhood is expected to generate about 5,000 private homes. In the Greater one-north knowledge hub, a new neighbourhood, Dover-Medway, has been earmarked for a mix of public and private homes complemented by new amenities and recreational spaces. The new housing will help bring homes closer to work. The development of Dover-Medway will be paced over many years. The first phase will focus on the eastern section near one-north and Kent Ridge MRT stations, capitalising on the transport connectivity to benefit future residents. About 6,000 housing units will be provided in the first phase. A 99-year private housing site along Dover Road in the Dover-Medway area is on the confirmed list of the second-half 2025 GLS Programme announced last week. It can accommodate about 625 housing units and 3,000 square metres (sq m) gross floor area of commercial space. The land parcel is on vacant state land. More land in the area will become available for redevelopment into homes when Singapore Institute of Technology @ Dover and United World College of South East Asia (Dover Campus) relocate to Punggol and Tengah, respectively. State-owned bungalows are located in the western section, where development will take place only in the longer term, URA said. 'Agencies will study the plans in further detail in the coming years,' it added. The Defu industrial belt next to Paya Lebar Air Base is on land leased to JTC and state-owned land. The locale is slated to be turned into a community-centric neighbourhood with live, work and play options. The area's connectivity will be boosted with an MRT station on the Cross Island Line. Paya Lebar Air Base will be relocated from the 2030s, freeing up about 800 ha of land for the development of a new town in eastern Singapore, lifting some building height restrictions around it. It will feature a network of green and blue spaces, well-connected mobility options and a civic heart built around the area's aviation heritage. Historical elements such as the old airport structures and a section of the runway will be adaptively reused and integrated into the new community. In the north, the site occupied by the former Singapore Racecourse in Kranji will be redeveloped into a new housing estate with about 14,000 public and private homes in a lush, riverine setting, with new leisure and recreational activities, said URA. After the relocation of existing uses from 2028, the Sembawang Shipyard area will be 'progressively transformed into a distinctive mixed-use waterfront district' with housing, amenities and jobs, said URA. The Singapore Institute of Architects and the Singapore Institute of Planners have proposed concept schemes and ideas.
