Officials told to ensure transparent supply of PDS rice

Rajamahendravaram: East Godavari district collector P Prasanthi has instructed officials to implement a robust action plan to ensure a transparent and efficient supply of PDS (Public Distribution System) rice without any irregularities.
She said that adequate stocks of fortified rice, specified for PDS, should be maintained well before the start of the Rabi season.
During a review meeting on Rabi paddy procurement, CMR (Custom Milled Rice) targets, PDS rice distribution, kernel variety, and stock availability, the collector directed officials to ensure the availability of fortified rice for public distribution.
This fortified rice is essential to restore the micronutrients lost during the milling and processing of paddy and to add additional vitamins and minerals for better nutritional value, she said.
Collector Prasanthi stressed that the fortified rice must be mixed in specified proportions with the PDS rice distributed to the public. She directed officials to inspect CMR mills to verify paddy stocks, the rice produced through milling, and the existing stock at these mills to ensure compliance with fortified rice standards.
The district has so far received 1,258.664 metric tonnes of fortified rice, of which 232 metric tonnes have been distributed locally, and 67 metric tonnes have been sent to Nellore. The remaining stock is stored in district godowns.
She highlighted the importance of vigilance and enforcement monitoring in the PDS transportation system to prevent any malpractices.

Devanakonda: Despite clear guidelines from the State Government regarding doorstep delivery of ration to the elderly and differently-abled beneficiaries, the implementation at the ground level remains far from satisfactory in several mandals under the Pathikonda Division. Allegations have emerged that dealers in Tuggali, Maddikera, Jonnagiri, and Devanakonda mandals are not adhering to these crucial directives. The government has initiated a prestigious programme aimed at streamlining ration distribution through authorized fair price shops. The programme was formally launched in the division by Revenue Divisional Officer (RDO) Bharat Nayak and Mandal Revenue Officers (MROs) recently, beginning from Sunday. However, in Devanakonda mandal, several elderly citizens and differently-abled individuals continue to face significant hardships in accessing their entitled ration. to the government's norms, these vulnerable groups are to receive ration directly at their doorstep. Contrary to this, they are being forced to physically visit the ration shops, where they often wait for hours in discomfort, some even collapsing while waiting due to their frailty. Adding to the woes, technical glitches such as persistent server issues are causing considerable delays in the distribution process. Beneficiaries have expressed frustration over the long wait times and the lack of basic arrangements at ration shops. Furthermore, several cardholders have raised serious complaints about irregularities in the quantity of rice being supplied. Allegedly, dealers are using tin boxes to measure rice instead of weighing it properly, which leads to beneficiaries receiving less than their entitled share. There are also concerns that rice bags supplied from government godowns contain less than the standard weight, exacerbating the problem. When questioned, some dealers reportedly attributed the shortfall to underweight bags being dispatched from the civil supplies godown. Revenue officials have acknowledged these concerns and promised corrective action. Beneficiaries are now urging the authorities to take immediate steps to ensure that ration is distributed fairly and that home delivery services are effectively implemented for the elderly and the disabled. There is a growing demand from the public for stricter monitoring and accountability in the Public Distribution System (PDS), especially for those who are most dependent on government welfare. It remains to be seen how swiftly the administration responds to these pressing issues and restores the faith of beneficiaries in the ration distribution mechanism.

Anantapur: District Collector Dr Vinod Kumar V emphasized that ration distribution through government fair price shops should be carried out efficiently and within the prescribed timings. As part of the relaunch of the public distribution system (PDS), he inspected a ration shop in Kammuru village of Kudair Mandal on Sunday. During his visit, the Collector instructed officials to ensure all ration goods are delivered with accurate weights. He stated that distribution should take place every month from the 1st to the 15th, between 8 am and 12 pm, and again from 4 pm to 8 pm. He personally inquired with cardholders about the quality and weight of rice, and their experiences transporting goods from the shop to their homes. The Collector also visited several cardholders' homes to verify the quality and usage of rationed rice. At Chittemma's house, he checked the number of kilograms received and whether any money was paid. He asked whether other items like sugar were collected. At Chittemma's residence, the Collector tasted rice cooked with PDS supplies, joined by RDO and family members. While there, he interacted with Chittemma's granddaughter, R Deeksha, who mentioned she had failed one SSC subject and was currently not studying. Encouraging her to continue her education, the Collector directed the VRO and Tahsildar to speak with the family and arrange for her admission into Intermediate after clearing SSC. He assured that the government would support her education through the 'Ananta Animutyalu' scheme, ensuring she faces no financial obstacles. He further encouraged all girls to continue their education in government colleges. Another girl, Anitha, requested a seat in Kasturba Gandhi School for Grade 6, and Tummla Yogashri submitted a petition for an Intermediate seat at Kurugunta College. Several locals submitted petitions regarding their personal grievances, requesting prompt solutions from the Collector. Anantapur RDO Keshava Naidu, Tahsildar Mahaboob Basha, Kudair and Atmakur Mandal CSDT Lakshmidevi, and other officials accompanied the Collector during the inspection.

The collector also highlighted that citizens can now submit their grievances directly through the 'WhatsApp Governance' platform, in addition to the existing options. As part of the government's citizen-friendly services, the public can lodge their complaints via the toll-free helpline '1100 – Meekosam Call Centre' or through the official website she added. This digital facility enables people who are unable to submit applications in person to register complaints online and track the status of their grievances. Collector Prasanthi urged the public to save the WhatsApp Governance number 9552300009 on their mobile phones for faster access to services. She said that the system allows people to avoid travel expenses by providing an easy and direct way to report issues and monitor their resolutions. The PGPRS programme will be held at the District Collectorate, division offices, municipal offices, and mandal headquarters from 10:00 am to 1:00 pm on Monday. Special officers, along with district, divisional, mandal, and municipal-level officials, are mandated to attend without fail. The collector reiterated the government's commitment to prompt and efficient service delivery and encouraged citizens to utilise the available digital platforms to ensure their concerns are addressed promptly.
