Ensure timely implementation of schemes for holistic development of tribal areas: Rajasthan CM tells officials

Jaipur: Rajasthan Chief Minister Bhajan Lal Sharma on Friday reiterated the state government's unwavering commitment to the welfare and holistic development of Scheduled Tribes and Tribal Sub-Plan (TSP) areas.
He emphasised that the Rajasthan Scheduled Tribes Advisory Council is playing a vital role in ensuring the effective implementation of key schemes of both the Central and state governments.
Presiding over the meeting of the Rajasthan Scheduled Tribes Advisory Council organised by the Tribal Area Development Department at the Chief Minister's residence on Friday, CM Sharma urged public representatives to actively support the ongoing Dharti Aaba Jan-Bhagidari Abhiyan, being held from June 15 to 30 to commemorate the 150th birth anniversary of Birsa Munda.
He instructed officials to expedite the resolution of pending individual and community claims under the Forest Rights Act, 2006, and issue rights certificates without delay.
The Chief Minister directed officials to ensure the timely and quality execution of projects sanctioned under the Tribal Area Development Department.
He stressed the need to complete all works announced in the 2024–25 budget promptly and to accelerate implementation of the 2025–26 budget announcements.
He also called for timely disbursement of scholarships to students through the School Education, Social Justice and Empowerment, and Higher Education Departments.
Additionally, Sharma instructed departments to fast-track progress in Water Resources projects and initiatives by the Agriculture and Horticulture Departments. He emphasised quality construction in road projects and effective execution of the Jal Jeevan Mission.
He further directed authorities to ensure timely electricity connections in tribal areas.Sharma called for focused implementation of Central government initiatives, especially the Prime Minister TB Mukt Bharat Abhiyan, by ensuring patient identification and providing treatment assistance in the TSP areas.
He urged officials to expedite the work approved under PM-Janman, and ensure 100 per cent benefit delivery to tribal families through initiatives like the Dharti Aba Janjati Gram Utkarsh Abhiyan. He also emphasised the need to boost tribal livelihoods through the Pradhan Mantri Van Dhan Yojana.
The Chief Minister directed public representatives to actively participate in the upcoming Pandit Deendayal Upadhyay Antyodaya Sambal Pakhwada, commencing June 24, to ensure last-mile delivery of welfare schemes to the needy.
He also instructed officials to maintain high standards of food and nutrition at Maa-Baadi centers and to regularly inspect residential schools and hostels in TSP regions.
Pending distribution of mini seed kits must be completed at the earliest, he added. Present on the occasion were Tribal Area Development Minister Babulal Kharari, Revenue Minister Hemant Meena, among others.
Chief Secretary Sudhansh Pant, along with Additional Chief Secretaries, Principal Secretaries, and senior officials from various departments, also attended the meeting.

Minister for Rural Development and Panchayat Raj and Kalaburagi district in-charge Priyank Kharge has criticised the Union government for 'denying him permission to travel to the United States' and claimed that the Centre's move has resulted in a loss of a ₹15,000 crore investment opportunity and around 3,000 potential jobs that the investment would have generated in the State. Addressing the media at the Aiwan-e-Shahi Guest House in Kalaburagi on Tuesday, Mr. Priyank said: 'If not for political reasons, then what else? Due to the Union Government's refusal, Karnataka missed out on significant capital inflow and thousands of employment opportunities.' He recalled a previous visit to the US with Minister M.B. Patil, which had resulted in ₹32,000 crore worth of investment agreements and led to the creation of nearly 20,000 jobs in the state. Mr. Priynak further stated that a letter has been sent to the Union Minister of External Affairs seeking clarification on the denial of travel clearance, but no response has been received yet. Under the Jal Jeevan Mission, the Centre was supposed to release ₹2,700 crore for development works, but has released only ₹500 crore so far. We didn't want to stop the work halfway, so the state released funds from its own resources to continue the projects,' he explained and added that the state government has allocated ₹5,000 crore for the improvement of rural roads under the Pragati Path and Kalyana Path schemes. Mr. Priyank also responded to criticism from BJP leaders regarding state development, countering that ₹50,000 crore has been spent on guarantee schemes to ensure economic stability for citizens, especially in the face of the Centre's indifference. 'Due to the 15th Finance Commission, Karnataka is yet to receive ₹50,000 crore it is owed. This has worsened our fiscal challenges,' he said. Mr. Priyank also criticised the BJP for demanding the resignation of Minister Zameer Ahmad Khan, turning the question back by pointing out that even BJP leaders are demanding the resignation of their own state party president. In an interview with Sukhbir Siwach, Sharma talks about overcoming the challenges India faces in empowering young girls and women: Rekha Sharma: The Constitution has granted equal rights to women in India, and the government is serious about women-led empowerment. Prime Minister Narendra Modi has introduced several schemes for women, including 33 per cent reservation for them in Lok Sabha and the state legislative assemblies. However, the greatest challenge remains the mindset, which begins within families that often discourage women from working. Women have been relegated to caregiving roles, whereas men should share those responsibilities too. When women work outside the home, men should contribute at home. This shift can only come through a change in mindset. Families must recognise equal rights for daughters and provide them with the same opportunities as sons. In the workforce, women are still underrepresented. I raised this concern at a meeting chaired by the Union Finance Minister, who spoke about policy changes aimed at increasing women's workforce participation, including provisions for crèches and maternity benefits. Sharma: Lack of awareness and the misuse of the culture's name as a justification. I once saw a video where a man claimed he had the right to beat his wife, and people in the background were clapping. That applause was even more disturbing than his statement. Their approval reflects how deeply ingrained this mindset is. Until it changes, we cannot consider women truly empowered. Sharma: They're caught between the attraction of Western values and the responsibility to preserve Indian culture. Many are uncertain about which path to follow, largely due to a lack of parental guidance. I believe guidance is essential for both girls and boys until the age of 18. We need to uphold Indian values, but also recognise the strengths of developed countries, such as independence and decision-making skills. Sharma: This is a major issue. Daughters have equal property rights under the law, just like sons, but it must be enforced by families. Too often, property is reserved for sons, and daughters are offered dowries instead. Nearly two-thirds of women work in agriculture, yet the land isn't in their names. Equal property rights would offer women a sense of security. A woman who owns property is less likely to endure domestic violence, because her husband knows she has a place to go. Many women stay in abusive homes simply because they have nowhere else. Granting daughters a share in property could create a massive social shift. Sharma: Education, equal employment opportunities, and property rights. Education is crucial — without it, women won't even be aware of their property rights. It's the foundation for accessing opportunities of any kind. Sharma: They should aim to become financially independent and make their own life decisions. Even if they make mistakes, they'll learn and grow. Life should be lived on one's own terms. Sharma: The BJP supports legal provisions that promote gender equality. Prime Minister Modi has repeatedly spoken in favour of equal property rights for daughters.
