Here's why Santa Cruz just added a soda tax, in defiance of a statewide ban
A new so-called "soda tax" that was approved by voters in the city of Santa Cruz went into effect on Thursday, the first tax of its kind to be passed in California since a ban was signed by former Gov. Jerry Brown in 2018.
The tax — approved by voters in November — adds a 2-cents-per-ounce tax on nonalcoholic beverages that have one or more caloric added sweeteners and that have 40 or more calories per 12 fluid ounces of beverage, including sodas, coffees, sweetened ice teas, energy drinks and slushies.
Four other cities in California, including San Francisco, Berkeley, Oakland and Albany, already have a tax on sugar-sweetened beverages on the books, with Berkeley being the first city in the country to do so.
But Santa Cruz is the first one to institute a new one since legislators and business leaders struck a deal that was signed by the previous governor that prohibited local governments from imposing taxes on soda until 2031.
Santa Cruz City Councilmember Shebreh Kalantari-Johnson, who was one of the proponents of the soda tax, told Lookout Santa Cruz after the measure passed in November that the campaign was framed as a battle between Santa Cruz and the American Beverage Assn.
'That really resonated with people, that this was big industry trying to manipulate and strong-arm local voters,' Kalantari-Johnson told the publication. 'We won't let big industry decide for us.'
Santa Cruz's sugary drink tax doesn't apply to beverages intended for medical use, beverages that continue less than 40 calories per 12 fluid ounces of drink, beverages for infants, supplemental or meal replacement beverages, milk products, 100% natural vegetable or fruit juice, concentrates, sweetened medication (such as cough syrup) and alcoholic beverages.
'Santa Cruz demonstrates that when presented with the facts about the dangers of sugary drinks, voters see through the soda industry's multi-million-dollar efforts to deceive them with misinformation,' Nancy Brown, chief executive of the American Heart Assn., said in a recent statement. 'The American Heart Association was proud to support the ballot measure and remains committed to the city of Santa Cruz in this years-long David vs. Goliath effort against the beverage industry."
Steve Maviglio, a spokesperson for the American Beverage Assn. which lobbied heavily against soda taxes, decried the latest measure in a statement.
'Santa Cruz is implementing a tax that violates a popular statewide ban on grocery taxes and that was opposed by a broad coalition of small businesses, progressive leaders, labor unions, and social justice organizations as an unfair burden on working families already struggling with record-high prices," he wrote in an email.
The American Beverage Assn. has also launched a campaign called "Your Cart Your Choice."
"The price increases from a tax hurt lower-income communities and people who work paycheck to paycheck the most," according to the campaign's website. "More taxes are the last thing working families need right now amid crippling inflation, supply chain issues and the price of gas making everyday items more expensive already."

Arkansas legislative committee reviews, advances water quality standards

(Ainsley Platt/Arkansas Advocate) The Joint Public Health, Welfare and Labor Committee on Wednesday reviewed amendments to Arkansas' surface water quality standards rule, which is part of the state's enforcement of the federal Clean Water Act. As part of the Clean Water Act, the state is required to review — and if necessary, revise — the standards every three years. The rule, currently called Rule 2, was pulled from last month's committee agenda to give lawmakers more time to review the changes, which include the addition of five new health-based water quality standards for benzene, methylbenzene, xylene, toluene and phenol. The rule also amends existing criteria for ammonia and cadmium, which haven't been updated in decades, to bring them in line with revisions made by the Environmental Protection Agency within the last 15 years. Rule 2 standards apply to surface waters — such as rivers, creeks, lakes and wetlands — not to drinking water, which is governed by a separate federal law, the Safe Drinking Water Act. While the Division of Environmental Quality oversees Arkansas' enforcement of the CWA, the Arkansas Department of Health enforces the SDWA in the state. 'It's not a blanket effluent limit,' DEQ Director Bailey Taylor told committee members. The standards are for the 'ambient' water quality, and permit limits for facilities like wastewater treatment plants and industrial plants that discharge waste into surface waters are backcalculated from the standards, she said. Under the revised rule, the 'primary contact season,' the period during which people are most likely to be recreating in the water by swimming, fishing or boating, would be extended by two months so it would now fall from April to October. Pressed by Greenwood Republican Rep. Lee Johnson for an explanation for the change, Taylor said standards during the primary contact season are tighter for some measures than outside of it to account for greater human contact with the water. Taylor singled out bacteria standards as one example. She said the change was made to account for water recreation that's been happening in April and October. Johnson said it was 'interesting' that the division was moving to make the change now, and asked if DEQ believed Arkansans were swimming more in 2025 than they were in 2020 or in the 1980s. 'I just wonder why we're deciding now to change the recreational season when it's been in effect for a long time,' Johnson said. Taylor said the division was trying to account for recreation that was happening outside of the traditional May to September season. Johnson countered by asking if DEQ had collected any data showing that more people were engaging in water recreation during the extended months. Taylor said the decision was based on 'anecdotal stakeholder engagement.' The rule will next be considered by the Arkansas Legislative Council's Administrative Rules Subcommittee. ASCO25: J&J's trispecific antibody shows 100% response in Phase I multiple myeloma study
Johnson & Johnson (J&J) has unveiled first-in-human data on its trispecific antibody that demonstrates a 100% response rate in a small group of patients with relapsed or refractory multiple myeloma (r/r MM). The initial data from the Phase I trial (NCT05652335) of JNJ-5322 shows that the trispecific antibody led to a 100% overall response rate (ORR) in 27 patients who were naïve to anti-BCMA/-GPRC5D therapies at a median follow-up of 8.2 months. The patients were treated with the proposed Phase II dose of 100mg four times weekly (Q4W). JNJ-5322 simultaneously targets BCMA (B-cell maturation antigen), GPRC5D (G protein coupled receptor family C group 5 member D), and CD3 (cluster of differentiation 3). The drug engages both malignant B cells and T cells, inducing anti-cancer cytotoxicity and T-cell activation, while overcoming tumour heterogeneity. All responders remain in response as of a median 8.5 month follow-up, with a median time to first response of 1.2 months. The Phase I trial, initiated in November 2022, has enrolled 126 patients as of 15 January 2025 with r/r MM previously exposed to proteosome inhibitors, immunomodulatory drugs, and anti-CD3 monoclonal antibodies (mAb). After dose escalation, 36 patients were administered 100mg JNJ-5322 subcutaneously Q4W as the putative recommended Phase II dose. The data was presented at the 2025 American Society of Clinical Oncology (ASCO) conference held in Chicago, Illinois, on 3 June. However, 99% of the collective cohort experienced at least one adverse event (AE), most commonly cytokine release syndrome (59%), while 75% reported infection. In the case of five patients, toxicities proved dose-limiting, and four patients died as a result of AEs. J&J's candidate was granted an orphan drug status to treat r/r MM by the US Food and Drug Administration (FDA) on 27 November 2024. The data presented at ASCO 2025 represent the first clinical insight into the drug's potential. Abstract authors stated, 'first data with JN-5322 suggest a paradigm shift, offering ORRs similar to CAR-Ts (chimeric antigen receptor-Ts) but as an off-the-shelf therapy.' JN-5322 is developed using J&J's antibody discovery platform OmniAb technology. J&J licenced the technology to develop antibodies for multiple myeloma through a partnership with OmniAb's parent company Ligand Pharmaceuticals, which was spun out from Ligand in 2022.
