
Sadiq Khan is killing off black cabs. It's a tragedy for the working class
Walking to The Telegraph each morning, I am reminded that even the finest creations have their own natural lifespan and eventually reach obsolescence.
The red London phone box is a globally recognised instant symbol of our capital city. Yet who needs public phones today? The six exemplars I pass have all had their phones taken away, but the boxes can't be removed as they are listed. The kiosks have instead been resolutely drilled shut.
This leads to the daily spectacle of tourists furiously but forlornly tugging at their doors hoping to pose for holiday snaps – but all to no avail. Saving our heritage is to be applauded, but whether we need to preserve quite so many of Gilbert Scott's now redundant cubes is another matter.
Might the black cab be facing a similar trajectory? In 2013-14, there were 22,810 licensed cabs on London's streets – an all time high. By 2023-24 this had fallen to around 14,500, a fall of one third in 10 years.
The number of licences issued to new drivers stood at 1,010 in 2016 – it was 110 last year. On current trends, the Centre for London think tank has estimated the last cab will be off our capital's roads by 2045.
The rate of decline could actually speed up as Transport for London figures show 62pc of cabbies are aged 53 or over. Future tourists might be reduced to posing in a fibreglass mock up of a black cab taking them nowhere, perhaps conveniently positioned in the by then superfluous ranks outside London's railway stations.
Or they may instead decide they can only get their much desired quintessential London photo by travelling to Baku in Azerbaijan. In the run up to hosting Eurovision in 2012, the Azeri government decided their capital's streets could do with some black cab glamour and ordered 1,000.
Before hosting the Cop-29 climate conference last year, they acquired a further 300 zero-emission capable hybrid models. Most conveniently, the oil town on the Caspian Sea also has a small neighbourhood modelled on London's garden squares (and another on Parisian arrondissements). So post-2045, Baku may be the very best place to snap a now lost London street scene.
An argument can be made that the decline in the cab trade is the inevitable product of human progress. Who needs a cabbie who has spent years cramming to acquire The Knowledge when a driver who only arrived in London a few months ago can instantly find the same, or even a better, route via sat nav?
Black cabs thrived on restrictive practices – they can be overpriced and infuriating. In my experience, the one trade that out-moans cabbies is that of the university academic – any casual conversation will likely soon turn into a hard luck story in both cases.
Back when Ken Livingstone was mayor in the 2000s, the traditional cabbies' complaint was that licences were being handed out like confetti and there were too many now on the road. Now it is that Sadiq Khan is strangling the trade.
Sadiq has indeed been a nightmare for black cab drivers. Low traffic neighbourhoods and complicated one way systems, the insistence on new vehicles all being expensive and electric, forcing old diesel models to be taken off the road after 12 years – these have all made the cabbies' lot an unhappy one.
But just as with the old print unions, technology means the decline is almost certainly inevitable.
Nevertheless, the cabbies' decline is a tragedy which has nothing to do with the much vaunted argument that London has the best cabs in the world. The trade has traditionally been that rare thing – a route for working-class men with few academic qualifications to make a decent living.
Cabbies can still reportedly make £100,000 or more if they put in a six-day week. One does not want to cast aspersions on the honesty of the trade, but in years gone by when most rides were still paid for in cash, it would have compared handsomely to the take home pay of all but the most successful professionals.
While no longer the case, it is true that in the past London's cabs were overwhelmingly driven by white men. But even then, the trade was more diverse than sometimes imagined.
It is estimated that in the 1960s, about one third of all cabbies were Jewish. The children of penniless immigrants from the shtetls of Eastern Europe found a way to relative prosperity by driving cabs.
It took them out of the East End and to suburbia. Their children in turn went to university and joined the professions. The quintessential white, male, working-class profession is in fact also an immigrant success story.

For other options, try Paul Ainsworth at No.6 if you want to go "fancy", while BinTwo is a recommended wine bar/bottle shop. The publication adds: "Balance all this consumption with a walk along the cracking coast path and a ferry trip over to – even posher? – Rock, 'Britain's Saint-Tropez'." Another place to try out is the Padstow Kitchen Garden, which was created by former Rick Stein chef and seventh-generation farmer Ross Geach. You can gorge on "greenhouse dinners" here as part of 'feasts' that they run, or take part in a course learning how to cook nutritious meals using vegetables you've grown yourself. In terms of a place to stay, The Telegraph recommends Plum Cottage, which has only opened this year. It is said to be "an exquisitely restored, Grade-II listed, antique-filled hideaway". What else can you see and do around Padstow? As the Visit Cornwall website says, Padstow is more than "just great places to eat". It adds: "It's still a working harbour, it's surrounded by glorious beaches, and offers a base to explore the Camel estuary." The town is surrounded by "two breathtaking National Landscapes" in the Camel Estuary and Carnewas to Stepper Point. Recommended reading: It says: "This area is rich in natural beauty, home to rare plant species and one of the UK's most protected mammals, the otter. It's the perfect spot to slow down and enjoy the tranquillity of nature." Outside of the fine dining, there are plenty of cafes, bistros and pubs where people can enjoy some quality food and drink offerings. Some of these include The Harbour Inn, Old Custom House, The Shipwrights and The Golden Lion.

I visited laid-back wine bar with a touch of French sophistication
There is something very appealing about simple wooden interiors, which make me want to put down my coat, grab a pew and glug down a refreshing glass of wine. A rustic table and a wine rack, visible from outside, was proving difficult to resist, especially as the sun was shining on a warm Ruthin evening. In the seventies, wine bars emerged as a concept, often seen as a more relaxed and sophisticated alternative to traditional, male-dominated pubs. But what makes a good wine bar now? Well, there's the wine, for starters. Jacques offers a vast selection of classic reds from Bordeaux and Burgundy. Or, you can sip a white wine from the Loire Valley region or swig a fizzy rose from Provence. The bar was absolutely heaving with bottles of the stuff, along with sparkling champagne and a host of different Belgium or European beers. The atmosphere is relaxed; the lights are dim with soft jazz playing in the background. There are paintings of French streets on the wall with peacock art cushions on the pews. We were sat on mis-matched paint splattered chairs, which give off a shabby chic relaxed vibe, and noticed a small roof terrace upstairs, where a few people were chatting and taking advantage of the good weather. Jacques wine bar has gone for Parisian flair with a menu influenced by French classics, which don't really need re-inventing. They include baked Camembert, frog legs or French onion soup for starters or baguettes with various French cheeses for lunch. There are plenty of sharing dishes such as a charcuterie platter, with a selection of cured meats and pâtés, served with homemade chutneys, bread and crackers or a selection of French cheeses. For mains, there are French classics such as beef bourguignon with tender braised beef in red wine with garlic, and puree de pommes de terre or ratatouille with stewed vegetables in a rich tomato sauce served with a warm crusty baguette. We noticed that some customers on the next table ordered the 'Moules Marinières' which was flamed mussels in a bacon butter sauce, with pickled lemon and parsley. They used a crusty bit of their baguette to mop the sauce up and appeared to be really enjoying it. On a Sunday, Jacques offer a variety of roasts served French style, such as a half roast chicken, roast potatoes, seasonal veg, purée de pommes de terre. However, we noticed a deal chalked on a blackboard, which offered their signature Steak Frites with a pint of beer or a glass of wine for just £15. It seemed too good of an offer to turn down. We decided to choose a glass of house white and a glass of house red to go with our Steak Frites. The white wine was tangy and crisp whilst the red wine was fruity and bold. The steak was cooked to our liking 'Medium rare' and was juicy, tender and succulent. The steak knife cut through the pan seared steak like butter and all the juices and flavour sizzled throughout the meat in a perfect haze of rouge. The steak butter was absolutely delicious and we were later told it was a secret recipe, although it seemed to be a combination of bacon, paprika and sage sauce. We were both given a generous portion of French fries and they were crispy and very morish due to a little hint of seasoning. We had a simple mixed lettuce salad on the side of both our plates. We were too happily stuffed for dessert but could see that they offered choices such as lemon tart, served with shortbread and ice cream, salted caramel chocolate pot or cheesecake for around £9. Instead, we sipped our wine and let our food go down as we were in no particular rush to leave. It reminded me of the perfect Parisian evening after a day of sightseeing and winding down with a glass of red. I half expected a man in a stripy t shirt to cycle past the window with some onions over his shoulder. Jacques wine bar has live music at the weekends and also put on a terrific roast. We saw notices for bottomless brunches for £25, which promised cocktails and chaos and a little French mischief for two hours. Yep, this little laid back wine bar has a certain 'Je ne sais quoi' and will leave you feeling full, happy and perhaps a little bit tipsy.
