Norfolk City Council approves affordable housing complex near Park Place
NORFOLK — City Council members voted 7-1 to approve several items related to an affordable housing development that attracted criticism from residents of a historically Black community and support from other city residents.
With member Courtney Doyle voting against the measure, the council approved The Station Apartments near Park Place during a meeting Tuesday.
'I'm supporting this because this is an effort,' said Council member Carlos Clanton during the meeting, referencing the city's shortage of affordable housing. 'It may not be perfect but it is an effort to move us forward to address that need.'
The apartment complex would transform two mostly vacant lots blocks between 26th and 27th streets and Monticello Avenue and Church Street into two, four-story apartment buildings. The 154-unit project is from Franklin Group, a Virginia Beach company that has developed affordable and market-rate housing across the region.
The development attracted criticism from several Park Place Civic League members, who argued the neighborhood already has more than its fair share of low-income housing and adding more would exacerbate trends caused by historical housing segregation.
During public comments on Tuesday, Park Place Civic League President Jamie Pickens said she supported deconcentrating poverty, rather than being against affordable housing. She asked the city to create policies that spread out affordable housing across all neighborhoods.
'Absent of an effort such as this, the trend will continue, and the effect is the same, whether it's intentional or whether it's just convenient,' Pickens said.
Census data shows the median household income in the 23504 ZIP code — where the development will be based — is $43,156, and more than one in three residents live in poverty. About 82% of the population is Black.
Other commenters argued the city should welcome an attempt to reverse an affordable housing shortage. They included several members of YIMBY Hampton Roads, which stands for 'yes in my back yard' and is a pro-housing advocacy group. Norfolk is short roughly 6,800 rental units for households making less than $35,000 a year — about 3 out of 10 households — including 4,600 for those making less than $20,000 a year, according to a city-commissioned 2024 housing study.
'Housing delayed is housing denied,' said Grayson Orsini, YIMBY Hampton Roads chapter lead, during the meeting.
In an email, Freddie Fletcher, senior vice president, development with Franklin Group, said the community now includes 154 affordable housing units that will be marketed to city workers, firefighters, police and public schools employees. The development sets aside 20% of the units for those making up to 40% of the area's median income figure of $60,998, 60% of the units for those making up to 60% and the final 20% of the units for those making up to 80%.
A previous proposal include 5% unrestricted units.
The Norfolk Planning Commission previously voted 4-3 to not recommend the project to City Council, with those opposed saying they were frustrated the development did not adhere to the site vision laid out in a 2022 Midtown Plan.
The development is financed primarily by the federal Low Income Housing Tax Credit program.

A repeat of Rodney King? Local leaders say L.A.'s latest unrest is nothing like 1992
The clashes between National Guard troops, police and protesters in recent days have evoked memories for some Angelenos of the deadly riots that erupted after LAPD officers were acquitted of brutally assaulting Black motorist Rodney King in 1992. But leaders who were involved in dealing with the uprising more than three decades ago say what has unfolded with President Trump's deployment of soldiers to Los Angeles and surrounding communities bears no resemblance to the coordinated response that took place then. 'It's not even close,' said former LAPD chief and city councilman Bernard Parks, who was a deputy chief in the police department during the 1992 unrest. 'You get a sense that this is all theatrics, and it is really trying to show a bad light on Los Angeles, as though people are overwhelmed.' The chaos of 1992 unfolded after four LAPD officers who were videotaped beating King the prior year were not convicted. It took place at a time of deep distrust and animosity between minority communities and the city's police department. Federal troops and California National Guard units joined forces with local law enforcement officers to quell the turmoil, but not without harrowing results. More than 60 people were killed, thousands were injured and arrested, and there was property damage that some estimate exceeded $1 billion. What has played out recently on the city's streets is significantly more limited in scope, Mayor Karen Bass said. 'There was massive civil unrest [then]. Nothing like that is happening here,' Bass said on CNN on Sunday. 'So there is no need for there to be federal troops on our ground right now.' As of Wednesday evening, several hundred people had been arrested or detained because of their alleged actions during the protests, or taken into custody by federal officials because of their immigration status. On Tuesday, after the 101 Freeway was blocked by protesters, buildings in downtown Los Angeles were vandalized and businesses ransacked, Bass imposed a curfew in the city's civic core from 8 p.m. to 6 a.m. that is expected to last several days. Zev Yaroslavsky, who served on the City Council in 1992, recalled that year as 'one of the most significant, tragic events in the city's history.' He described the riots as 'a massive citywide uprising,' with 'thousands of people who were on the streets in various parts of the city, some burning down buildings.' Yaroslavsky, who was later on the county Board of Supervisors for two decades, said that while some actions protesters are currently taking are inappropriate, the swath of Los Angeles impacted is a small sliver of a sprawling city. 'All you're seeing is what is happening at 2nd and Alameda,' he said. 'There's a whole other city, a whole other county that is going about its business.' Another significant distinction from 1992, according to people who lived through it, was the bipartisan coordination among local, state and federal law enforcement agencies. Gov. Pete Wilson, a Republican, and Democratic Los Angeles Mayor Tom Bradley requested assistance from then-President George H.W. Bush. That's a stark contrast from what started unfolding last week, when Trump's administration sent ICE agents to Los Angeles and federalized the state's National Guard without request by the state's governor, which last happened in the United States in the 1960s. 'The biggest difference is that the governor requested federal help rather than having it imposed over his objection,' said Dan Schnur, a political professor and veteran strategist who served as Wilson's communication's director in 1992. 'There were some political tensions between state and local elected officials. But both the governor and the mayor set those aside very quickly, given the urgency of the situation.' Loren Kaye, Wilson's cabinet secretary at the time, noted times have changed since then. 'What I'm worried about is that there aren't the same incentives for resolving the contention in this situation as there were in '92,' he said. Then, 'everyone had incentives to resolve the violence and the issues. It's just different. The context is different.' Parks, a Democrat, argued that the lack of federal communication with California and Los Angeles officials inflamed the situation by creating a lag in local law enforcement response that made the situation worse. 'You have spontaneous multiple events, which is the Achilles heel of any operation,' he said. 'It's not that they're ill-equipped, and it's not that they're under-deployed,' Parks said. 'It takes a minute. You just don't have a large number of people idly sitting there saying, okay, we are waiting for the next event, and particularly if it's spontaneous.' Protests can start peacefully, but those who wish to create chaos can use the moment to seek attention, such as by burning cars, Park said. The end result is images viewed by people across the country who don't realize how localized the protests and how limited the damage was in recent days. 'The visuals they show on TV are exactly what the folks in Washington want to be seen,' Parks said. On Monday, the president deployed hundreds of Marines from Marine Corps Air Ground Combat Center in Twentynine Palms. State leaders have asked for a temporary restraining order blocking the military and state National Guard deployments, which is expected to be heard in federal court on Thursday. Trump, speaking to U.S. Army troops at Ft. Bragg in North Carolina on Tuesday, said that he deployed National Guard troops and Marines to Los Angeles 'to protect federal law enforcement from the attacks of a vicious and violent mob.' The president descried protesters as leftists pursuing a 'foreign invasion' of the United States, bent on destroying the nation's sovereignty. 'If we didn't do it, there wouldn't be a Los Angeles,' Trump said. 'It would be burning today, just like their houses were burning a number of months ago.' Newsom responded that the president was intentionally provoking protesters. 'Donald Trump's government isn't protecting our communities — they're traumatizing our communities,' Newsom said. 'And that seems to be the entire point.' Activists who witnessed the 1992 riots said the current turmoil, despite being much smaller and less violent, is viewed differently because of images and video seen around the world on social media as well as the plethora of cable outlets that didn't exist previously. 'They keep looping the same damn video of a car burning. It gives the impression cars are burning everywhere, businesses are being looted everywhere,' said Earl Ofari Hutchinson, president of the Los Angeles Urban Policy Roundtable. Hutchinson, an activist from South L.A. who raised money to rebuild businesses during the 1992 riots, said he was concerned about the city's reputation. 'L.A. is getting a bad name,' he said.

Northport candidates have deadline to file in time for August election
For Northport's Aug. 26 municipal election, in which the mayor's and all five council seats are open, the window for the municipal elections manager to accept statements of candidacy opened June 10 and closes 5 p.m. June 24. Incumbent Mayor John Hinton has announced he won't be seeking re-election. One of the first to state his intent to run was Dale Phillips, a retired law enforcement officer. Phillips is running for mayor, an office he'd previously sought in 2020. Of the incumbents, District 3's Karl Wiggins and District 4's Jamie Dykes have announced re-election plans. Other incumbent councilors include Christy Bobo, District 1, also the council president; Woodrow Washington, District 2; and Anwar Aiken, District 5. More: Northport Mayor John Hinton says he won't seek re-election Those announcing intent to run for those offices include Turnley Smith for District 1; Zach Stone for District 2; Jamie Conger for District 3; Holt Clark for District 4; and Danny Higdon for District 5. To qualify as candidates, Northport citizens must be residents for 90 days or more preceding Aug. 26, fill out paperwork and pay fees. Those seats have been hot ones since summer 2023, when loud opposition arose to the council's plan for selling the 70-year-old Northport Community Center Park, to developers hoping to build a mixed residential and retail site. After six months' due diligence period, the proposal was dropped that December. That fall, the Kentuck Art Center, struggling with the council's proposed contract for 2024 and beyond, announced they were seeking a new home for its annual centerpiece festival. For the first time in its more than fived-decade existence, the Kentuck Festival of the Arts moved out of Northport's Kentuck Park, and into Tuscaloosa's recently renovated Snow Hinton Park. The 2025 54th Kentuck Festival of the Arts will return to Snow Hinton Park, Oct. 11-12. Residents also vociferously objected to what some termed a "bait-and-switch," when the council evolved its University Beach plan from a relatively modest 11-acre water park to a 76.2-acre mutli-use site, planned at a cost of about $350 million. In May, the council voted 3-2 to approve a rezoning request and special district plan, despite again heated objections. Texas-based developer Kent Donahue has offered images and information projecting a 10-acre lagoon, water park, hotel, dining, retail, residential facilities, and spaces for performance, rental events and a conference center. In March 2024, Jeff Hogg, former city council president, announced he was stepping down, due to ongoing threats and harassment. The controversies drew overflow council meetings, at Northport's City Hall, and spurred creation of the Northport Political Action Committee, whose platforms include strengthening community engagement, ensuring transparent and accountable government, fiscal stability, infrastructure investments, economic development, sustainable growth, enhanced community spaces, and competitive and fair-step raises for city employees. NPAC has endorsed in all the races: Phillips, Smith, Stone, Conger, Dykes and Higdon. Former Topeka city councilman Brendan Jensen wants to represent District 1
A former Topeka City Council member could make a comeback, this time in a different district. Former District 6 councilman and business owner Brendan Jensen has since moved to downtown Topeka and wants to run for District 1 because he's not happy with how the city is being run. "I'm getting in the race to try and you know, help solve some of these things," Jensen said. "One of the misnomers about the city council is everybody assumes if you get elected, you can instantly solve problems, and that's not the case. You are one of nine of the council people, plus the mayor is 10 on the governing body, and you have to work with that team to accomplish things." Jensen said he wants to focus on everything public safety — like addressing homelessness and ensuring the police department being fully staffed will be the No. 1 priority for the city. "Our ability to to protect our own citizens and help the people who need help, that's always job one," Jensen said. "Public safety is the most important thing we do." He also said a big issue is that Topeka isn't growing its population, which means residents are taking the brunt of the property tax weight as costs inflate. "When your population doesn't increase, that means when you take all the costs and split them out by your existing population. Everybody has to pay more if you want to maintain the same level of city services," Jensen said. "And that's getting to the point where it's just not sustainable for a lot of people in town, and I'm afraid that that's only going to make our population situation worse." To resolve this issue, Jensen would like to take a serious look at and possibly start initiatives that focus on increasing the population of Topeka. He said with more residents comes more tax revenue — or at least better divided taxes — and with that comes funding for things like roads and other public infrastructure needs. "We need to grow the community," Jensen said. "That'll allow us to fix the balance of our infrastructure problems. If we can, there's a lot of that. It boils down to do we have the money to pay to fix the roads, to pay to fix the water, lights and that sort of thing." The District 1 race will require a primary vote on Aug. 5. Jensen will face five other candidates: Eli Bohannan, Jolie Lippitt, incumbent Karen Hiller, Tyler Jaggers and William Naeger.
