Iraqi News16-04-2025

Kurdistan Region President Nechirvan Barzani confirmed on Wednesday that Prime Minister Mohammed Shia Al-Sudani's vision for resolving the differences between Baghdad and Erbil is correct.
In his speech at the Sulaymaniyah Forum, attended by an Iraqi News Agency (INA) reporter, Barzani said, "The world is witnessing major radical and political changes that are altering international relations and regional and international balances."
He noted that "wars, such as those occurring in Ukraine and Gaza, and intense economic competition, affect the entire region."
He added, "The world faces common challenges in the area of climate change, which poses a threat to food security, migration, terrorism, and other risks. Many people around the world have been forced to relocate due to these events."
He called on "the international community to assume shared responsibility for global issues that concern all of humanity."
He continued, "We are pleased to witness the changes in the region and the achievement of peace. We affirm our support for all peace efforts and support any opportunity to establish peace in the region." He added, "The pursuit of peace is strength and an approach for those who believe in it, and it does not defeat anyone."
He pointed out that "the world faces common challenges, and the Syrian government must represent all its components." He emphasized that "the Kurdistan Region believes in integration, and that the region's progress is a major strength added to Iraq."
He emphasized "the firm commitment to the Iraqi constitution and that Prime Minister Mohammed Shia Al-Sudani's vision for resolving the differences between Baghdad and Erbil is correct," calling for "the activation of the Kurdistan Parliament and the acceleration of the formation of the regional government."

Iraq's CF pushes post-Eid legislative overhaul

Shafaq News/ Iraq's Coordination Framework (CF) is preparing a legislative package to amend key laws immediately after the Eid al-Adha recess, a political source confirmed on Wednesday. One proposal involves revising the electoral law to allocate 80% of party list votes to lead candidates and 20% to others—an adjustment the CF, a governed alliance of predominantly Shiite political parties in Iraq, claims would enhance political cohesion and limit vote dispersion, particularly in Baghdad. The source stressed, however, that the change is procedural and will not disrupt the electoral commission's preparations for the November vote. To advance the agenda, CF leaders have instructed their lawmakers to coordinate with other blocs to secure quorum and fast-track debate on the amendments. The initiative follows months of debate among Iraqi factions and pressure from senior figures critical of the current electoral framework. MP Raad al-Maliki submitted earlier a parallel draft that proposes treating each province as a single electoral district—except Baghdad, Basra, and Mosul, which would be split in two—and limiting party lists to the number of seats available in each district to curb over-nomination. The bill also suggests lowering Iraq's modified Sainte-Laguë divisor from 1.7 to 1.5 to improve representation for smaller parties and enhance electoral competitiveness. To mitigate conflicts of interest, the proposed changes include an automatic resignation clause for sitting lawmakers seeking local office and for governors or provincial council members running for Parliament. Separately, the bloc plans to revisit Iraq's oil and gas law to reinforce federal authority and ensure more equitable revenue distribution across provinces, in addition to pursuing revisions to the Administrative Structure Law, although specifics remain unclear.

Factories at risk: Water scarcity hurting strategic industries

Shafaq News/ Worsening water shortages in Iraq are disrupting key manufacturing sectors, Industry Minister Khaled Battal al-Najm warned, urging reforms to protect domestic production. Speaking at a National Industry Day event on Wednesday in Baghdad, al-Najm called for stronger protections at border crossings to ensure fair competition, citing lax enforcement by customs and trade authorities. He reaffirmed the government's focus on strategic industries including steel, sulfur, phosphate, pharmaceuticals, and electrical manufacturing. However, 'the private sector must lead this transformation' given limited public funding. Energy shortages remain the sector's biggest hurdle, according to al-Najm. 'No factory can operate profitably without reliable electricity and gas,' he stated, pointing to the lack of industrial financing from Iraqi banks. Iraq's deepening water crisis has further strained supply chains. Reduced river flows, worsened by upstream dams in Turkiye and Iran, along with poor domestic management have limited access to essential raw materials, including sugar, oils, and textiles. Looking ahead, al-Najm said fair market conditions could unlock private sector potential. 'With the right environment, this sector can play a pivotal role in national growth.'
