26 omitted BC castes seek reinstatement in T'gana list

Time of Indiaa day ago

Hyderabad: As many as 26 Backward Caste communities, which were dropped from the BC list after the formation of Telangana in 2014, have received another opportunity to make their case for reinstatement.
The Telangana Commission for Backward Classes held a three-day public hearing at its Khairatabad office from June 9, following a broader call for representations that remained open from May 31 to June 13.
During this period, over 133 representations were received and examined. Among those who made submissions were Kukatpally MLA Madhavaram Krishna Rao (Telangana) and Amadalavalasa MLA Koona Ravi Kumar (Andhra Pradesh).
Representatives from several caste associations—including Kalinga, Turpu Kapu, Pondara, Settibalija, Koppulavelama, and Polnativelama—also deposed before the commission, urging the restoration of their caste names in the state BC list.
Commission chairman G Niranjan told TOI that the case regarding the 26 castes is already before the Supreme Court. "We will soon submit a report to the apex court. Even the earlier BC Commission under the former BRS govt examined the issue.

We are reviewing all the current representations and will submit our recommendation accordingly," he said.
However, the demand for reinstatement has drawn opposition from groups such as the Telangana BC protection committee and Telangana Pradesh Gangaputra Sangham, who have petitioned the commission not to re-include the 26 castes in the BC list.
The controversy dates back to Aug 14, 2014, when the then BRS govt issued GO No.
3, listing only 112 BC castes for Telangana, omitting 26 castes from the earlier list of 138 recognised under undivided Andhra Pradesh. Critics argue that the decision was politically motivated, allegedly based on the view that these communities were migrants from Andhra who had settled in Telangana over the decades.
Sriram Boddepalli, general secretary of the joint action committee representing the 26 communities, said the omission was done without notice or the opportunity for the affected groups to respond.
He pointed out that the same official who recommended the reduced list later sent a rectification letter to the govt on Sept 25, 2014, suggesting the reinstatement of 13 of the 26 communities. However, this recommendation was ignored.
A subsequent GO No. 16, issued on March 11, 2015, included all 138 castes, but with a rider stating that the 26 castes mentioned had already been omitted via GO No. 3. This led to the cessation of BC certificates for members of these communities in Telangana.
The omission has had far-reaching implications. While many parents from these communities secured education and jobs under the BC quota, their children are now classified under the 'others' or OC category, losing access to reservation benefits.
BJP Rajya Sabha MP R Krishnaiah attributed the exclusion to the emotionally charged environment during the bifurcation of the state and urged a resolution. "These communities have lived in Telangana for decades, and many even before independence.
The issue must be settled fairly," he said.
Meanwhile, the Congress govt has passed two bills in the assembly seeking to raise BC reservation to 42% across education, employment, and local bodies. The bills are pending central approval, but notably, none of the 26 omitted castes feature in the current BC or OC categories.

No longer Canadian: Wayne Gretzky's Canadian identity questioned after Donald Trump friendship sparks controversy

Wayne Gretzky's association with Donald Trump has sparked controversy in Canada (Getty Images) Wayne Gretzky, one of Canada's most beloved sports figures, has found himself at the center of a firestorm — not for anything he did on the ice, but because of who he's standing beside politically. The hockey legend's long-standing relationship with U.S. President Donald Trump has fueled nationalistic backlash, especially as Trump continues to make inflammatory remarks about Canada. Canadian fans claim Wayne Gretzky has 'lost' his Canadian identity The controversy reached a boiling point earlier this year after Donald Trump proposed a 25% tariff on Canadian goods and even joked about Canada becoming the 51st U.S. state. During this tension, Trump publicly referred to Wayne Gretzky as a 'free agent' when it comes to choosing between the U.S. and Canada. That comment didn't sit well with many Canadians, who viewed it as both divisive and disrespectful. — daveryder (@daveryder) Matthew Iwanyk, Chief Operating Officer and host at Edmonton Sports Talk, voiced what many Canadians were feeling. 'You were a great Canadian, but now you are not,' he said in March, according to the New York Times. 'That is the majority sentiment you will get from Edmontonians. ... As much as we love hockey, we love our country more." by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Giao dịch vàng CFDs với sàn môi giới tin cậy IC Markets Tìm hiểu thêm Undo This emotional reaction underscores how deep Gretzky's influence runs in Canadian culture — and how serious the fallout can be when that identity is questioned. Wayne Gretzky responds with diplomacy, but critics remain unswayed Despite the uproar, Gretzky has made it clear he wants no part in political warfare. Speaking with Ben Mulroney on Toronto's AM-640, he said, 'I don't worry about those kind of things because you can't make everybody happy... But, trust me, I have no political power with the prime minister or the president.' Still, images of Gretzky in a MAGA hat and attending Trump events with FBI Director Kash Patel haven't helped his case in the eyes of critics. His wife, Janet Gretzky, even posted — and later deleted — a heartfelt thank-you to fellow hockey icon Bobby Orr for defending Wayne: 'It has broken his heart to read and see the mean comments.' PM Modi to begin 3-nation tour from Cyprus today

File photo: PM Modi (Photo: ANI) NEW DELHI: PM Narendra Modi will travel to Cyprus on Sunday for the first leg of his three-nation tour that will see him participating in the G7 Summit in Canada and also visiting Croatia on his way back. Modi is also expected to have several bilateral meetings on the margins of the summit in Kananaskis. While the PM will have a meeting with his Canadian counterpart Mark Carney, his other bilateral engagements are still being worked out, official sources said. Modi will also come face to face with US President Donald Trump for the first time since their meeting in Feb. The ministry of external affairs said in a statement that the visit to Cyprus - the first by an Indian PM since AB Vajpayee visited the country in 2002 - will reaffirm the shared commitment of the two countries to deepen bilateral ties and strengthen India's engagement with the Mediterranean region and the European Union. The visit to Cyprus is significant also as it comes in the middle of India's tensions with Turkiye over the latter's support to Pakistan. Ankara's recognition of the so-called Turkish Republic of Northern Cyprus in the northern region that was seized by Turkish forces in 1974 and differences over gas exploration rights in the Eastern Mediterranean remain a constant source of tensions between Turkiye and Cyprus. Modi is expected to reach Canada on June 16, a day after the opening of the G7 Summit. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Trade Bitcoin & Ethereum – No Wallet Needed! "At the summit, the PM will exchange views with leaders of G7 countries, other invited outreach countries and heads of international organisations on crucial global issues, including energy security, technology and innovation, particularly the AI-energy nexus and Quantum-related issues," said the government in its announcement. For the final leg of his tour, Modi will undertake an official visit to Croatia on June 18. This will be the first ever visit by an Indian PM to Croatia, marking an important milestone in the bilateral relationship. "The visit to Croatia will also underscore India's commitment to further strengthening its engagement with partners in the European Union," said the government.

Constitution living document shaped by judicial review: CJI Gavai

1 2 3 Nagpur: Chief Justice of India Justice Bhushan Gavai, delivering an address at Edinburgh Law School on Friday, described the Indian Constitution as a "living, organic, evolving document" that has consistently adapted to the nation's shifting socio-political realities, often through dynamic engagement between Parliament and judiciary. The speech, titled 'Constitution as an Evolving Document', offered a rich historical and legal analysis of constitutional transformation across 75 years of India's democracy. Justice Gavai highlighted that Constitution drafters themselves anticipated the need for change over time. "Dr Ambedkar rightly said we cannot bind future generations to the Constitution we adopt today. It must evolve with time," he said, citing Ambedkar's reply to critics during the Constituent Assembly debates on 25 November 1949. The newly appointed CJI traced how early court rulings prompted immediate constitutional amendments. One such example was the 1951 First Amendment, necessitated by judicial setbacks to backward class reservations and free speech restrictions. This amendment, signed by Prime Minister Jawaharlal Nehru, added Article 15(4) to empower the state to provide for marginalised sections and revised Article 19 to allow for speech-related restrictions concerning public order, state security, and international relations. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Giao dịch vàng CFDs với sàn môi giới tin cậy IC Markets Tìm hiểu thêm Undo Justice Gavai elaborated on the evolution of the amending power under Article 368. He cited Shankari Prasad (1951) and Sajjan Singh (1965), where Parliament's amending power was upheld, but noted that dissenting opinions — particularly by Justice Mudholkar — laid the groundwork for the Basic Structure Doctrine. This culminated in the historic 1973 Kesavananda Bharati verdict, where a 13-judge bench held that while Parliament could amend the Constitution, it could not alter its fundamental framework. "Justice H R Khanna's balancing view, supported by both sides, became the law," he said. He also referred to the 42nd and 44th amendments, the former inserting "socialist" and "secular" into the Preamble and restricting judicial review, and the latter restoring checks on Emergency powers post-1977. He noted how Minerva Mills reaffirmed judicial review as part of the basic structure. Justice Gavai went on to describe amendments driven by social justice, including Article 16(4A) for reservation in promotions following Indra Sawhney, and Article 21A introduced by the 86th Amendment for free and compulsory education. He spoke on the 10th Schedule to address defections, and 73rd and 74th amendments to empower rural and urban local govts, as envisioned by Mahatma Gandhi. He also referenced the more recent 103rd Amendment providing reservation for economically weaker sections, and the 106th Amendment reserving one-third seats for women in Parliament and state legislatures — though pending implementation post-delimitation. "Every major constitutional moment, whether from social movements, court judgments or political shifts, has contributed to shaping a Constitution that is dynamic, not static," he remarked. The session was attended by Justice Vikram Nath, faculty members, Indian consular officials, and legal scholars. Justice Gavai concluded by stating that the document continues to be relevant because "it breathes through interpretation and legislation. " GFX Key points from CJI Gavai's speech Dr Ambedkar envisioned a flexible framework to serve future generations. Judicial rulings have historically prompted crucial amendments Kesavananda Bharati established Basic Structure Doctrine, limiting Parliament's amending powers Social justice has shaped amendments, including reservations and education rights. Judicial review is a basic feature and cannot be abrogated. Decentralisation through Panchayati Raj and urban governance was a Gandhian ideal. Women's reservation law is a milestone awaiting implementation. Parliament & courts together preserve constitutional balance.
