Veteran MP's killer had Prevent case closed ‘too quickly'
A review into the handling of MP Sir David Amess's murderer under the Government's counter-terror programme Prevent found assessments were 'problematic' and his case was closed too early, security minister Dan Jarvis has told MPs.
Ali Harbi Ali had been referred to Prevent seven years before he killed the veteran MP on October 15 2021, but his case was closed in 2016.
The Government promised to publish the Prevent Learning Review after the report into Southport killer Axel Rudakubana's handling by the programme was published last week.
Mr Jarvis told MPs on Wednesday of Ali's case: 'The reviewer found that from the material reviewed, the assessment in terms of the perpetrator's vulnerabilities was problematic, and this ultimately led to questionable decision making and sub-optimal handling of the case during the time he was engaged with Prevent and Channel.
'The reviewer ultimately found that while Prevent policy and guidance at the time was mostly followed, the case was exited from Prevent too quickly.'
Ali was first referred to Prevent by his school in October 2014, amid concerns over a change in his behaviour.
The learning review found that he 'was an engaging student who had performed well at school and appeared to have a bright future', but then 'his demeanour, appearance and behaviour changed during his final two years at school'.
A month after the Prevent referral, in November 2014, he was moved on to the next stage of the anti-radicalisation scheme, Channel, working with experts in Islamist extremism.
By April 2015 he had exited Channel, when his risk of terrorism was assessed to be low.
One year later, he was again assessed as part of a police review and again his risk was found to be low, and his case was closed.
There were no further referrals to Prevent in the five years before Sir David's murder in October 2021.
Mr Jarvis told the Commons that the learning review found six issues, including 'problematic' record keeping; the rationale for certain decisions not being explained; responsibilities between police and the local authority being blurred; an outdated tool for identifying vulnerability to radicalisation being used; a failure to involve the school who made the referral; and only one intervention session being provided instead of two.

Demonstrators are set to gather for multiple protests in London on Saturday, according to the Metropolitan Police. A protest against proposals for a new Chinese embassy will take place from 2pm at Royal Mint Court, near the capital's financial district, while pro-Palestinian demonstrators are expected to gather in Parliament Square at the same time. Police have set out conditions for the first protest under the Public Order Act which demands that any person taking part in the procession must not deviate from a specified route and that participants in the static portion of the protest must remain in a specified area. On Monday, he said a response by the Government to the proposed embassy had become 'Project Kowtow', as he criticised the Government for 'one denial after another (and) one betrayal after another'. Sir Iain referred to the warnings reportedly issued by the White House and Dutch government to Downing Street over the plans, which are set to be scrutinised by ministers. Prime Minister Sir Keir Starmer and US President Donald Trump have agreed the mounting conflict between Iran and Israel should be resolved by 'diplomacy and dialogue'. The two leaders spoke on Friday evening, as western nations began a diplomatic flurry to calm the burgeoning conflict, which started with early morning Israeli strikes on Iranian nuclear bases. Sir Keir earlier urged his Israeli counterpart Benjamin Netanyahu to de-escalate and work towards a 'diplomatic resolution'. David Lammy, the Foreign Secretary, meanwhile warned the Middle East is facing a 'moment of grave peril', after he spoke to Iran's foreign minister and called for calm. Earlier calls from the PM, as well as France's Emmanuel Macron and Germany's Friedrich Merz, for restraint appeared fruitless, as a fresh wave of strikes hit Tehran and other targets across Iran on Friday evening. Ayatollah Ali Khamenei, Iran's supreme leader, vowed revenge, and his country launched hundreds of ballistic missiles at Israel in a retaliatory attack. Tzipi Hotovely, Israel's ambassador to the UK told Sky News the first time the her country discussed the strikes with the UK was at midday on Friday. She also told the broadcaster: 'The aim is to make sure Iran won't have nuclear capabilities. This is why all our targets are military targets. This is why we're attacking the nuclear sites. 'This is not a plan that was created in one night. This is a plan being created in many years from understanding the levels of danger.' Among the sites hit by Israel's strikes are several of Iran's main nuclear sites, as well as missile factories. Hossein Salami, the leader of Iran's Islamic Revolutionary Guard Corps, was also reportedly killed in the initial attacks. Mr Netanyahu addressed people of Iran in a video on Friday night, insisting his quarrel was with the Iranian ruling regime. 'In the past 24 hours, we have taken out top military commanders, senior nuclear scientists, the Islamic regime's most significant enrichment facility and a large portion of its ballistic missile arsenal,' he said. 'More is on the way' in Israel's operation, the Israeli PM added. Tensions between Israel, the US and Iran have escalated in recent weeks, amid negotiations over the Iran nuclear deal, which is aimed at preventing the country from developing nuclear weapons. Mr Trump had suggested some sort of attack by America or the Israelis could happen if negotiators failed to reach a deal over the advancing nuclear programme.
