EL PASO, Texas (KTSM) — Doña Ana County has a new assistant county manager, who is quite familiar with the County's operations.
Doña Ana County named Stephen Lopez as its newest assistant county manager, effective Jan. 26, the County said in a news release on Tuesday, Feb. 4.
Lopez had served as interim county manager and worked with new County Manager Scott Andrews during the transition. He is also the former police chief at New Mexico State University.
Lopez was selected unanimously after a competitive hiring process that included external candidates and panelists from the City of Las Cruces and current and former county assistant county managers.
Andrews excused himself from the selection process to prevent the appearance of any favoritism toward Lopez, the County said.
'I am glad that the panel saw the value of Stephen's familiarity with the region, historical reference to the work of Doña Ana County, and the importance of someone whose career has been dedicated to making life safer and better for our residents,' Andrews said. 'Stephen brings a vast amount of regional and local government leadership experience to this role. He is a perfect fit for the culture we are working to establish with his positive attitude, fantastic consensus-building skills, and outstanding track record of problem-solving.'
Having a third assistant county manager is a new structure for Doña Ana County.
'However, it brings the County in line with the best practices for jurisdictions of similar sizes,' the County said.
Lopez joins Deborah Weir and Jonathan Macias as assistant county managers who will focus on implementing components of the County's five-year Strategic Plan, the County said in its announcement.
'We are working diligently to modernize our organization and seek efficiencies that improve service levels for our community,' Andrews said. 'Stephen and our other talented team leaders will help us lead this charge.'
Most recently, Lopez served as manager of the Office of Emergency Management since January 2021. He began his career in law enforcement at New Mexico State University in 1987. He worked there for 33 years, with the last eight years as chief of police before joining Doña Ana County.
With Lopez's promotion, Deputy Emergency Manager Amanda Bowen will serve as interim emergency manager, the position she held during Lopez's stint as interim county manager, until the position is permanently filled.

City of Socorro to launch microtransit service next month

EL PASO, Texas (KTSM) — The City of Socorro will launch its own on-demand microtransit service next month, the City announced in a news release. This comes after the El Paso Transit Authority (ETA) announced that its buses will no longer stop in Socorro, starting July 1. Community meeting highlights end of transit service in Socorro The City of Socorro partnered with The Goodman Corporation to develop a Transit Development Plan (TDP) that focuses on providing transit services in better alignment with the community's needs, according to the news release. The City said the planning process — Socorro ¡Avanzando! — included assessing current transit services and identifying traffic needs and improvement options. The City also engaged people riding ETA's bus routes, community members, families, and stakeholders. The TDP's central recommendation is for the City to launch its own on-demand microtransit service by July 1, with the following features, according to the news release: Operated directly by the City using an existing vehicle fleet and TripMaster software. Service hours: Monday through Friday from 6 a.m. to 6 p.m. — excluding major holidays. Zero-fare service — initially, until demand requires adjustment. Same-day trips, with limited advance reservations. Target wait time: less than 30 minutes for 100 percent of riders. Ability to adapt service as demand and resources evolve. 'Microtransit will offer residents a more accessible, flexible, and responsive transit option compared to the infrequent and hard-to-access fixed-route bus services by ETA,' read the news release. The City said the Socorro ¡Avanzando! TDP is the 'City's independent study of transit's potential in Socorro as a matter of due diligence, to understand how best to improve transit and efficiently utilize limited public resources – to boldly envision 'What could, and should transit be in Socorro?'' In addition, the plan is grounded in the City's recent 2040 Comprehensive Plan process, according to the news release. 'Socorro is a welcoming community that celebrates diversity, preserves its rich culture and history, and fosters economic growth, environmental stewardship, and a high quality of life for residents and visitors alike. It stands as a symbol of unity and prosperity for future generations,' read the news release. ETA operates the regional bus system serving communities throughout the greater El Paso area. DeSantis suspends Osceola County Sheriff after he is arrested on racketeering charges

Ron DeSantis suspended Osceola County Sheriff Marcos Lopez from office on Thursday shortly after he was arrested on felony charges of racketeering and conspiracy to commit racketeering. Florida Attorney General James Uthmeier's Office of Statewide Prosecution charged Lopez and four other individuals in a 'massive Central Florida gambling operation,' according to a press release issued by the attorney general's office. 'Initially engaging the operation for campaign contributions and personal payments, Sheriff Lopez played a multifaceted role in expanding and protecting this illegal enterprise, using his office to shield the enterprise from law enforcement,' the release said. DeSantis has appointed Christopher Blackmon to take over the Osceola County Sheriff's Department. Blackmon has been serving as the Central Region Chief for the Florida Highway Patrol since November 2023 , and before that served as a troop commander and major in the FHP. Between 2007-2016 he worked as a resident security agent for Major League Baseball, according to his LinkedIn account. Lopez began serving in the Osceola County Sheriff's Department in 2003 while he was still serving in the U.S. Navy Reserve. He rose up the ranks before ultimately being elected sheriff in 2020, becoming the first Hispanic in Osceola County to do so. A Democrat, he was re-elected last fall. There had been scandals under Lopez's tenure, including a 2022 sheriff deputies' killing of a man who drove a car carrying two passengers accused of shoplifting $46 in pizza and Pokemon cards. A grand jury report later said the killing could have been avoided if not for their faulty judgement and their department's 'poorly crafted policies on the use of appropriate force in response to minor crimes,' the Orlando Sentinel reported. Lopez also ended up agreeing to pay a $250 fine last December in a plea deal with then-State Attorney Andrew Bain for inadvertently posting a photo on social media of a crime victim who was a minor. That later led Bain to add Lopez's name to his office's Brady Identification System, which lists the names of law enforcement officers who have a history of misconduct. The AG's press release says a multi-agency investigation led by Homeland Security Investigations (HSI) and joined by the Florida Department of Law Enforcement began looking into Lopez and his associates starting in 2023. The investigation ultimately uncovered 'a criminal organization operating an illegal gambling enterprise throughout Central Florida, particularly in Lake and Osceola Counties.' Lopez and his associates ran a lottery, slot machines, and a 'gambling house out of a business known as Fusion Social Club,' according to the charging document filed in Florida's Fifth Judicial Circuit. The alleged criminal operation generated $21.6 million in profits, according to the AG's office.
