UT's control: AGMUT cadre edges out Hry-Pb big time

Chandigarh: Even as Punjab and Haryana slug it out over river-water share, their capital city, the Union Territory of Chandigarh, is now predominantly manned by the AGMUT cadre IAS officers, edging out both Haryana and Punjab cadre IAS officers.
Traditionally an itchy point in the Centre-state relations in this region, the control over Chandigarh is now surely resting in the hands of the AGMUT cadre IAS officers, who not only have a majority in the UT's administration but also hold the major chunk of key departments under their reign.
At present, there are five AGMUT cadre IAS officers. Three more AGMUT cadre IAS officers were recently transferred to the Chandigarh administration and are likely to join the administration in the near future.
This will take the strength of the AGMUT level officers to eight. In addition to this, there is one Central Secretariat Service (CSS) officer. There are two IAS officers each from Haryana and Punjab.
The edging out of the Haryana and Punjab cadre IAS officers is all the more glaring at the top echelons of the administration, that is, at the 'secretary' level positions. At present, there are five AGMUT cadre IAS officers, including the chief secretary at this level.
In addition, the CSS officer is also assigned secretaryship of a number of departments.
At the secretary level, one officer from the Haryana cadre is the UT home secretary, and one officer from Punjab is the finance secretary. The deputy commissioner, a Haryana cadre IAS officer, has been assigned secretaryship of one department. In the boards and corporations, except for the Chandigarh municipal corporation, which has a Punjab cadre IAS officer as municipal commissioner, all other corporations and boards are now headed by the AGMUT cadre IAS officers.
The top posts in the Chandigarh Housing Board (CHB) and Chandigarh Industrial and Tourism Development Corporation Limited (CITCO), traditionally reserved for Punjab cadre IAS officers, are manned by the AGMUT officers. Similarly, originally the post of commissioner, excise and taxation rested with a Haryana cadre IAS officer, but now an AGMUT cadre IAS officer has been assigned the post. The post was taken away from the Haryana cadre IAS officer and assigned to an AGMUT cadre officer in 2024.
Traditionally, it was a Punjab cadre IAS officer who was posted as secretary, excise and taxation officer, but now it is an AGMUT cadre IAS officer.
"In the recent past, a lot of friction was seen between the AGMUT and the Haryana-Punjab cadre officers. In one instance, the tussle between AGMUT cadre officers and a Haryana cadre officer even entered the public space," said a UT official.

1 2 3 Jalpaiguri: With the bed of the Teesta rising around two metres following the 2023 Glacier Lake Outburst Flood (GLOF) in Sikkim, Bengal govt has decided to dredge and desilt the river. The GLOF at North Sikkim's South Lhonak Lake in Oct 2023 had significantly impacted the Teesta riverbed with massive silt deposit. Experts fear that if the river is not desilted immediately, a heavy downpour in the upper catchment areas might spell doom for the areas the Teesta flows through. The rising river has already washed away two villages — Laltong and Chamakdangi — in Jalpaiguri's Rajganj block. At least 200 families from the two villages have been relocated to Kholachand Fapri. Bengal govt has decided to engage West Bengal Mineral Development and Trading Corporation Ltd (WBMDTCL) and the irrigation department to desilt some 30 spots on the Teesta from Sevoke railway bridge to Maynaguri's Bakali, across 50 km. "It would be a no-cost-effect dredging and the state will gain revenue by selling the sand and riverbed material," said irrigation minister Manas Bhunia in Jalpaiguri on Thursday after a meeting with departments concerned. A survey by the irrigation department estimates that it would cost about Rs 567 crore to desilt the Teesta if private agencies are involved. "Centre has not given a single penny since 2016 for desilting or bund repairing. This year, Centre has allocated only Rs 412 crore for the entire country's flood management. We, therefore, have decided to desilt Teesta on our own," Bhunia said. The minister also advocated for an India-Bhutan river commission. "There are 76 rivers originating from Bhutan which spell catastrophe for the Dooars every monsoon. They bring along dolomite, raising riverbeds by 4-5 feet. A joint river commission is the need of the hour but Centre is paying no heed to our appeals," he said. N ashik: The state has achieved a 15% increase in its agricultural, processed, and food product exports, hitting an all-time high of Rs47,017 crore in the financial year 2024-25. This significant surge solidifies the state's position as a leading agricultural exporter. While the export volume for the financial year 2024-25 stood at 54.14 lakh tonnes, a slight dip from the 55.79 lakh tonnes recorded in 2023-24 fiscal, the substantial rise in value underscores a highly successful year. This data comes from the Agricultural and Processed Food Products Export Development Authority (APEDA), which operates under the Union Commerce Ministry. In the previous fiscal year (2023-24), the state's exports in this segment were around Rs40,898 crore. The state's diverse export portfolio includes a wide array of products such as bananas, grapes, onions, various other fruits, bovine meat, alcoholic beverages, and rice. The export of fresh fruits also registered a 17% rise, from Rs8,100 crore in 2023-24 to Rs9,500 crore in 2024-25. The export of fresh fruits in 2024-25 includes bananas (Rs2,839 crore), grapes (Rs2,781 crore), pomegranates (Rs371 crore), and others (Rs3,405 crore). Interestingly, exports of other fruits increased by 32% to Rs3,405 crore in 2024-25 as against Rs2,566 crore in the previous year. Other exports include pulses at Rs2,100 crore, cereal preparations at Rs2,093.43 crore, jaggery and confectionery at Rs1,620 crore, onions at Rs1,436 crore, and alcoholic beverages at Rs1,353.52 crore. Vice-president of Horticultural Produce Exporters' Association (HPEA) Vikash Singh said the rise in export is because of the incentives being given by the Centre and state in the food sector. "There is huge potential for export of bananas, and govt needs to focus on increasing its export," he said. "The APEDA has been taking measures to boost export of grapes for the past decade, particularly in European countries, and this is showing results. Just like grapes, the APEDA also needs to find new markets to increase the export of onions, particularly in European countries," he added. Singh further said the Centre should also provide green lanes at the JNPT Mumbai for containers of perishable goods for faster clearance. "In 2014, the Centre had made an announcement about a separate green lane for faster clearance for containers of perishable goods, but it is yet to be executed," he said. Bhopal: The BJP on Friday mounted its attack on the Congress for taking credit for the Centre's decision to carry out a caste census, saying the main opposition party intends to "mislead people for vote politics". He said in 1961, Pt Nehru wrote a letter to the chief ministers of the states and said that reservation should be done on an economic basis. Laxman claimed that the BJP never backed down from the matter of caste census. "When the Modi govt was formed in 2014, the then Union home minister Rajnath Singh said that we will do the census by adding castes, but due to the Covid crisis, it could not be possible," he said.
