Amid growing intraparty tensions, Vinay Kumar likely to take over as HPCC chief
Shimla, June 17(UNI) After months of intense lobbying and factional tug-of-war, the All India Congress Committee (AICC) is reportedly close to announcing Assembly deputy speaker Vinay Kumar as the next Himachal Pradesh Congress president. The move appears aimed at caste-balancing, rewarding loyalty, and bridging the rift within the state unit.
Vinay Kumar, MLA from Shri Renukaji and a Dalit leader, enjoys support from both Chief Minister Sukhvinder Singh Sukhu and Deputy CM Mukesh Agnihotri. Despite his roots in the Virbhadra Singh camp, his moderate image and non-confrontational stance during the 2024 Rajya Sabha election crisis — when he resisted BJP overtures and stood by the Congress — seem to have tipped the scales in his favour.
With the party poised to replace Pratibha Singh, widow of the late Virbhadra Singh, citing the 'one family, one post' principle, the Congress high command appears to be delicately balancing political arithmetic and internal dissent. Sources indicate that CM Sukhu had pitched a panel of four names, including Sanjay Awasthi, Vinod Sultanpuri, Suresh Kumar, and Vinay Kumar, with the latter emerging as the consensus candidate.
Vinay's elevation will vacate the deputy speaker's post, prompting speculation that Sanjay Ratan, Bhuvneshwar Gaur, or Chandrashekhar could be considered to fill the slot — each offering their own factional value.
However, the long delay in appointing a new Pradesh Congress Committee (PCC) president has only exacerbated tensions within the Himachal Congress. The dissolution of all party units seven months ago left a vacuum, amplifying internal discontent. Observers believe the indecision reflects AICC's inability to rein in factionalism or present a coherent leadership roadmap in the hill state.
Meanwhile, increasing bus fares, removal of diagnostic test subsidies, Rs 10 patient registration charges in hospitals, water and milk price hikes, and raised power tariffs are fueling resentment. Revenue stamp and documentation cost hikes are further straining public trust.
The government's perceived extravagance in the face of dwindling resources and a central government squeeze on funds has painted a bleak fiscal picture.
While Vinay Kumar's appointment could momentarily stabilize the Congress, experts warn that unless followed by sincere grassroots engagement and corrective economic measures, it may do little to revive the party's public image.

Teenager killed by ‘crude bomb hurled during TMC victory rally' in Kaliganj
A 13-year-old girl was killed in an explosion in West Bengal's Kaliganj on Monday, allegedly after a crude bomb was hurled during a Trinamool Congress (TMC) victory rally following the party's bypoll win. The student was found with an injury on her neck on the verandah of her home in Barochandgar village, an area known to be a Congress-CPM stronghold. She later succumbed. Residents allege that the bomb was thrown from a TMC victory procession targeting a CPM supporter's house. Chief Minister Mamata Banerjee expressed shock and grief over the incident. In a statement, she said: 'I am shocked and deeply saddened at the death of a young girl in an explosion at Barochandgar in Krishnanagar police district. My prayers and thoughts are with the family in their hour of grief. Police shall take strong and decisive legal action against the culprits at the earliest.' Superintendent of Police, Krishnanagar, K Amarnath, told The Indian Express, 'One person has been detained and an investigation is underway. The body was found on the verandah and has been sent for autopsy.' A senior police official, on condition of anonymity, said prima facie it appeared to be a crude bomb. 'No splinters were recovered from the site. While it happened during a victory rally, all angles are being investigated,' the official added. The Election Commission has sought a report on the incident. The girl's mother blamed the TMC for the attack. 'They had been hurling bombs since morning. Those who did this are from the TMC. We are CPM supporters. My whole family votes for CPM,' she said. The West Bengal Police, in a statement on social media, said: 'Today, a 13-year-old girl succumbed to her injuries sustained from an explosion in Kaliganj PS area of Krishnanagar police district. We shall spare no effort to nab the culprits behind this extremely unfortunate death. Raids are on in full swing. Our thoughts are with the family.' The incident has triggered a political row. CPM state secretary Mohammad Selim hit out at the ruling party, questioning the TMC's oft-quoted slogan 'Badla noi, badal chai' (No revenge, we want change), and demanded accountability from its leadership. 'Not speeches, not sweets – bombs were thrown in the name of 'victory' in a bypoll! A minor girl was blown to death even before counting ended in Kaliganj. Only in (Chief Minister Mamata Banerjee)'s Bengal can an election celebration look like a terrorist attack! Lalu files papers for 13th term as RJD president
1 2 Patna: Former CM Lalu Prasad on Monday filed his nomination papers for the post of Rashtriya Janata Dal (RJD) national president. Having held the position since the party's inception in 1997, he is set to take charge for a 13th term (2025-2028). RJD national assistant election officer Chitranjan Gagan said the nomination papers would be formally scrutinised on Tuesday. "If the name is not withdrawn, a notification will be issued on Tuesday itself regarding the unopposed election of Lalu to the post of RJD national president," he said. However, the official certificate will be presented to Lalu at the RJD national council meeting in Patna on July 5, Gagan added. Lalu arrived at the party headquarters accompanied by his wife Rabri Devi, daughter Misa Bharti and son Tejashwi Prasad Yadav, who is also the leader of the opposition in the Bihar legislative assembly. He submitted his nomination papers to election officer Ramchandra Purbe. (PTI) NEW DELHI: Aam Aadmi Party (AAP) national convener Arvind Kejriwal on Monday blamed dissatisfaction of public behind Bharatiya Janata Party (BJP) and Congress defeats in the bypolls. AAP's Gopal Italia secured victory in Visavadar whilst BJP's Rajendra Chavda claimed the Kadi seat on Monday as the Gujarat constituency bypoll counting concluded. In Punjab's Ludhiana West assembly seat, AAP candidate Sanjeev Arora showed promising leads, maintaining a 7,000-vote advantage over Congress contender Bharat Bhushan Ashu. Regarding Ludhiana West results, Kejriwal noted that Punjab's residents have demonstrated increased support compared to 2022, indicating their satisfaction with the government's performance. "The people of Gujarat are now fed up with BJP and they are seeing hope in Aam Aadmi Party," he posted on X in Hindi. Expressing gratitude to Punjab and Gujarat residents, Kejriwal emphasised the electorate's rejection of both BJP and Congress in these bypolls. "Many congratulations to all of you on the splendid victory of Aam Aadmi Party in Visavadar seat of Gujarat and Ludhiana West seat of Punjab. Many congratulations and many thanks to the people of Gujarat and Punjab.
