Alaska Legislature halts Dunleavy effort to create agriculture department

Alaska will remain one of two states without a cabinet-level Department of Agriculture, at least for the time being.
On Wednesday, the Alaska Legislature voted 32-28 to deny an executive order from Gov. Mike Dunleavy that would have created the department. Executive orders automatically take effect unless the Legislature, meeting in joint session, passes a resolution blocking them.
The vote was largely along caucus lines, with members of the multipartisan House and Senate majorities voting in favor of the disapproval motion and members of the Republican House and Senate minorities voting against it.
A 'yes' vote was against creating the department by executive order. A 'no' vote was in favor of the executive order.

'It was a fairly close vote, but in the end, I think we made the right decision,' said Senate President Gary Stevens, R-Kodiak.
The Dunleavy administration has been working to promote in-state agriculture under the banner of 'food security' since the COVID-19 pandemic emergency and a separate West Coast dock strike threatened to limit food imports to Alaska.
Alaska imports about 95% of its food.
Establishing a cabinet-level agricultural department, Dunleavy officials said, wouldn't directly aid agriculture, but it would create the framework for future improvements and bring greater attention to a sector of the state economy that's currently overshadowed by oil and gas development.
A cabinet-level agricultural department was the No. 1 priority of the state's food strategy task force and was endorsed by farmers and farm organizations across the state.
But on Wednesday, a variety of legislators said they were rejecting the governor's proposal because he used an executive order, rather than legislation.
Sen. Bill Wielechowski, D-Anchorage, was among the legislators who said they were worried about protecting legislative prerogatives. An executive order can't be amended, meaning lawmakers were presented with a take-it-or-leave it proposal written as the governor wished.
'While the public had an opportunity to testify on the (executive order), there was no opportunity for the public to testify about what they might want to see in a new department that's being created,' Wielechowski said.
Sen. Lyman Hoffman, D-Bethel, said he would like to see a 'food security' effort acknowledge Alaska's natural resources, including berries, birds, caribou, moose and salmon.
'We should be looking at how we manage those resources and access to those resources,' he said. 'Let's not only look at the (Matanuska-Susitna) Valley. Let's look at all of the state of Alaska.'
Other lawmakers objected to the proposal's cost; initial estimates suggested that creating the department would add $2.7 million more per year to the state budget, with higher costs possible in subsequent years.
Later estimates suggested the department could be created at no additional cost.
Sen. Jesse Bjorkman, R-Nikiski, said he doesn't believe that estimate.
'There's no free lunch,' he said.
Supporters of the governor's executive order noted that the Alaska House last week passed a bill that would increase education spending by $272 million per year. The Alaska Senate is considering the revival of a pension program for public employees.
In comparison, said Senate Minority Leader Mike Shower, R-Wasilla, the cost of an agricultural department is inconsequential.
'I've never seen this building be too worried about those kinds of numbers,' he said, referring to the cost of the proposed department.
Sen. Shelley Hughes, R-Palmer, has been a key member of the state's food security task force and an advocate of the executive order.
Alaska imports about $3 billion of food annually, she said.
'Some of the money we're sending out of state could be circulating here,' she said, adding that exports are also a possibility if agriculture grows enough. 'When you bring in new dollars from outside … that's how you grow your economy, right?'
Creating the department through legislation will take time, Hughes said, and it's possible that lawmakers won't have enough time to pass a bill.
'There's no assurance that we get all the way through,' she said.
'The reason why the executive order, though, is better than the bill, in my opinion, is because there would be no delay to the farmers,' she said. 'We're approaching the growing season, and they're busy right now preparing.'
'We can take one vote today, and they can get to work, and we can move on and work on other priorities,' she said.
Earlier in the legislative session, support for the governor's proposal appeared high, so much that a House committee voted against advancing the disapproval motion.
Prior editions of the Legislature have simply declined to meet in joint session when presented with an executive order they supported, but this year, legislative attorneys said the meeting was required, not optional.
'I know that we actually had the votes as of a week ago,' Hughes said after the vote, 'and if I didn't hear the remarks about their willingness to hear a bill, I'd be incredibly disappointed.'
During floor debates, Shower suggested that some legislators voted to kill the executive order specifically to deny Dunleavy 'a win.'
Hughes said she doesn't know for sure why the order failed but echoed Shower's reasoning.
'I might be wrong, but I kind of see this as DDS — Dunleavy Derangement Syndrome — and you know, it's really unfortunate,' she said.
Wielechowski and Stevens both said that opposition to the governor 'had nothing to do' with their votes against the proposal.
'I think it just makes a lot of sense … allowing us to have hearings,' Stevens said.
Bills creating an agriculture department have already been introduced in the House and Senate, with the Senate version scheduled for a hearing next week, Senate Majority Leader Cathy Giessel said after the vote.
Hughes urged speedy action.
'Am I going to put all my stakes in a bill going through quickly? No, but I think one should,' Hughes said. 'I think one should. It should not drag into next year. They need to hear the bill. They need to move it through.'

‘No show' Delgado: NY's lieutenant governor does little to earn $220K paycheck, records show
He wants to be New York's next governor, but Lt. Gov. Antonio Delgado has been all but a no-show since getting his $220,000-a-year post three years ago, according to records and Albany insiders. Since being sworn in as Gov. Kathy Hochul's No. 2 on May 25, 2022, the lefty pol has racked up at least 411 days in which he took off or had easy shifts with only one scheduled event or meeting — or none at all, public schedules The Post obtained through a Freedom of Information Law request show. That's a whopping 41% of his first 1,011 days on the job, through Feb. 28. And his schedule has gotten only lighter since he publicly broke from Hochul in late February and announced he won't be seeking re-election, insiders said. Delgado's schedules don't document vacations, but over the nearly three-year period, he racked up a whopping 135 weekdays with no reported work. That translates into 27 weeks of vacation for an average working stiff. If you include weekends — and many statewide pols attend public events on weekends — he reported blank work schedules for 318 days, or nearly 32% of the time. On dozens of other occasions, his shifts included one workday activity: a half-hour or hour-long call with staff. The former two-term Hudson County congressman has since been plotting his campaign, which he announced Monday, to challenge Hochul in next year's Democratic primary, while still collecting a paycheck as lieutenant governor. 'It's no secret that the lieutenant governor rarely showed up for a full day of work, and there were plenty of times he didn't show up at all – even for the few initiatives he claimed were his big accomplishments,' said an Albany source familiar with Delgado's work habits. 'When it comes to the last few months, it's hard to know if he's been doing his day job at all.' The state's Executive Chamber stopped providing administrative support to Delgado on Feb. 28, and the governor's office said it's 'our understanding' that since that time, Delgado 'has been utilizing state Senate systems for his calendar, email, and other [work] purposes.' However, Mike Murphy, a spokesman for the Senate's Democratic majority, told The Post the upper house 'has nothing to do' with Delgado's schedule, adding the lieutenant governor has not attended a Senate session since parting ways with Hochul in February. New York's lieutenant governor, by law, also serves as the Senate president, a largely ceremonial title that carries little weight beyond casting the tie-breaking vote in the rare case it's needed. Delgado's campaign fliers boast he's traveled 'over 60,000 miles to over 1,000 events' as lieutenant governor to 'hear from New Yorkers' – a claim that reads more like fiction based on his available public schedules and insider accounts. His campaign website also touts that his job duties include chairing New York's Hate and Bias Prevention Unit, the state's 10 regional economic development councils, and its Council on Community Justice – and that he 'oversaw the creation of the state's very first Office of Civic and Service Engagement.' However, his public schedule shows only 31 instances where Delgado attended meetings or conducted business via phone or in person related to the Hate and Bias Prevention Unit; 19 times for the regional economic development councils; 10 for the OSCE, and five for the COCJ. Much of Delgado's time was spent attending parades, ribbon cuttings, and heritage events. He sporadically met with top state government leaders and various elected officials. By comparison, Hochul earned a reputation as a workhorse during her nearly seven years as lieutenant governor under then-Gov. Andrew Cuomo. Her re-election campaign declined to comment. Robert Duffy, who served as lieutenant governor from 2011 through 2014 under Cuomo, said he was flabbergasted by Delgado's work ethic and The Post's findings. 'You can't be in one corner for a couple of days here and there, and then call it a week,' said Duffy, adding the job is not 'part-time.' 'It's at a minimum, five full days a week, but probably closer…to seven days a week to fulfill your responsibilities. But then, even at that schedule, you still feel like you're not accomplishing what you should. 'So the thought of having that many days off and for that length of time is shocking to me,' added Duffy. Duffy, for example, said he averaged attending about 20 regional economic development council meetings a month. As co-chair of the Finger Lakes REDC the past decade, Duffy said he knows first-hand Delgado never attended any of its meetings since becoming Hochul's No. 2. 'He's a very nice man, very smart, but I have to question his heart about wanting to take on a job like governor with a track record like that as lieutenant governor,' added Duffy. Delgado's campaign declined to provide The Post copies of his work schedules since the February break-up with Hochul, but it provided a link to one of his social media accounts that appears to show him attending at least 85 public events from March through May. The campaign also doubled down on its claim that Delgado has attended more than 1,000 events and traveled over 60,000 miles as lieutenant governor. 'Antonio is proud to serve the people of New York,' Delgado campaign spokesman Steven Ileka said. Ileka also pointed out that 'Hochul publicly praised Antonio for doing a 'phenomenal job' as recently as July – adding 'the only thing that's changed since then' was Delgado calling on then-President Joe Biden a week later to step down as the Democratic presidential nominee even as Hochul continued to campaign for Biden. 'We understand that challenging the status quo can be hard for some to handle, but New Yorkers deserve better leadership,' Ileka said. However, longtime Democratic consultant Hank Sheinkopf said he believes Delgado has no shot at unseating Hochul — mostly because too many New Yorkers 'don't even know Delgado's alive.' 'They have no idea what he does, who he is, and where is!' Sheinkopf said. 'He has no presence. The idea that he could be governor is ridiculous.'

2026 races loom at Georgia Republican convention as Trump loyalty dominates
DALTON, Ga. -- Steve Bannon took the stage Friday night at the Georgia Republican Convention to say it's too early to be talking about 2026. 'Don't even think about the midterms,' the Republican strategist told activists. 'Not right now. '26, we'll think about it later. It's backing President Trump right now.' But it didn't work. There was plenty of praise for Donald Trump. And while the party took care of other business like electing officers and adopting a platform, the 2026 races for governor and Senate were already on the minds of many on Friday and Saturday in the northwest Georgia city of Dalton. 'Everybody campaigns as quick as they can,' U.S. Rep. Marjorie Taylor Greene told The Associated Press Saturday. Lots of other people showed up sounding like candidates. Greene, after passing on a U.S. Senate bid against Democratic incumbent Jon Ossoff, laid out a slate of state-level issues on Saturday that will likely fuel speculation that she might run for governor to replace term-limited Republican Gov. Brian Kemp. Echoing Trump's signature slogan, Greene told the convention to 'Make Georgia great again, for Georgia.' She called for abolishing the state income tax, infusing 'classical' principles into Georgia's public schools, reopening mental hospitals to take mentally ill people off the streets, and changing Georgia's economic incentive policy to de-emphasize tax breaks for foreign companies and television and moviemakers. 'Now these are state-level issues, but I want you to be talking about them,' Greene said. In her AP interview before the speech, Greene said running for governor is an 'option,' but also said she has a 'wonderful blessing' of serving her northwest Georgia district and exercising influence in Washington. 'Pretty much every single primary poll shows that I am the top leader easily, and that gives me the ability to think about it. But it's a choice. It's my own, that I will talk about with my family.' More likely to run for governor is Lt. Gov. Burt Jones, who is expected to announce a bid later this summer. 'I promise you, I'm going to be involved in this upcoming election cycle,' Jones told delegates Friday. Like Greene, Jones is among the Georgia Republicans closest to Trump, and emphasized that 'the circle is small' of prominent Republicans who stood by the president after the 2020 election. Jones also took a veiled shot at state Attorney General Chris Carr, who declared his bid for governor in December and showed up Friday to work the crowd, but did not deliver a speech to the convention. 'Always remember who showed up for you,' Jones said. 'And always remember who delivers on their promises.' Carr told the AP that he didn't speak because he was instead attending a campaign event at a restaurant in Dalton on Friday, emphasizing the importance of building personal relationships. Although Trump targeted him for defeat in the 2022 primary, Carr said he's confident that Republicans will support him, calling himself a 'proud Kemp Republican," and saying he would focus on bread-and-butter issues. 'This state's been built on agriculture, manufacturing, trade, the military, public safety,' Carr said. 'These are the issues that Georgians care about.' The easiest applause line all weekend was pledging to help beat Ossoff. 'Jon Ossoff should not be in office at all," said U.S. Rep. Buddy Carter, who is spending heavily on television advertising to support his Senate run. 'Folks, President Trump needs backup, he needs backup in the Senate,' said state Insurance Commissioner John King, who is also running for the Senate. "He's going to need a four-year majority to get the job done. And that starts right here in the state of Georgia.' Former University of Tennessee football coach Derek Dooley, who expressed interest Friday in running for Senate, did not address delegates. But one other potential candidate, U.S. Rep. Mike Collins, did. Collins told delegates that in 2026 it was a priority to defeat Ossoff and replace him with a 'solid conservative.' It's not clear, though, if Collins himself will run. 'We're going to see how this thing plays out,' Collins told the AP. 'I'm not burning to be a senator, but we've got to take this seat back.'
