After nickel, Indonesia's copper smelting industry is now attracting investors

JAKARTA - Indonesia has attracted investments of more than US$80 billion (S$102.5 billion) in the past decade into its nickel smelting plants. With global demand for copper rising, the country is fast becoming a key player in the copper smelting industry too.
Indonesia has only four copper smelters compared to more than 50 nickel smelters, with these nickel plants built in the main with investor money from China.
There is just one electric vehicle (EV) battery production facility in West Java province, tied to the huge expansion of the nickel industry.
A second EV battery plant also in West Java, being built by China's CATL – the world's largest EV battery maker – will be completed in 2026 , with a production capacity of 15 gigawatts, which could generate enough batteries to power 250,000 EVs .
In the copper industry, Indonesia has attracted more than US$9 billion worth of investments in the last few years, including the entry of PT Freeport Indonesia with a massive copper refining facility in East Java province and PT Amman Mineral's new smelter in West Nusa Tenggara province. PT Freeport Indonesia is majority-owned by the Indonesian government with US commodity giant Freeport-McMoRan as a significant minority shareholde r, while PT Amman is a private company partly owned by local tycoon Anthoni Salim .
The other two earlier copper smelters were built by local company PT Batutua Tembaga Raya, which began commercial operations in 2018, and PT Smelting, a joint venture between Mitsubishi Materials Corporation and PT Freeport Indonesia, which has been around since the 1990s.
Investor interest in copper ore processing plants is picking up, analysts and industrialists say, helped in part by the same surge in EVs. Copper content in each EV battery pack is typically about 10 per cent, or weighing about 80 kg, for a mid-size EV.
'I expect we will see more and more copper smelters, but that can only happen if ample financing is available and long-term investment is coming in,' Mr Anindya Bakrie, chairman of the Indonesian Chamber of Commerce and Industry, or Kadin, told The Straits Times during a discussion with foreign media on June 5.
He added that investors from the United States are keen to enter Indonesia's critical minerals sector, including copper, based on his conversations with business leaders and government officials during his recent visit there.
Global refined copper demand in 2024 is estimated at 27 million tonnes, according to the International Energy Agency, and is forecast to rise to 31 million tonnes by 2030, due to its wide usage in electrical projects, EVs, renewable projects and data centres.
Copper, with the second-highest electrical conductivity for metals after silver, is widely used in wiring and cables, electric motors and generators.
Indonesia, the world's largest archipelagic nation, on May 29 announced an aggressive plan to build 47,758 km of new transmission cables to link its major islands, bringing itself closer to a single power grid.
South-east Asia's largest economy also pledged to build renewable power plants five times faster over the next five years (2025-2029) and 11 times faster in the following five years after that (2030-3034), as part of its energy transition commitment.
Professor Irwandy Arif, an adviser at the Indonesian Mining Institute, which focuses its research on mineral resources, pointed out rosy forecasts on Indonesia's EV sales that would absorb critical minerals including copper.
Indonesia expects to see four-wheeled EV annual sales of 195,000 units and two-wheeled EV annual sales of 5 million units in 2030, he told ST, noting that each four-wheeled EV typically requires 83kg of copper, and each two-wheeled EV, 4kg.
The country's four-wheeled EV sales tripled to 16,770 units from January to March 2025, compared with the same period a year earlier, according to the Indonesian automakers' association (Gaikindo).
Jakarta-based research company Petromindo, which focuses on petroleum, mining and energy, illustrated in its recent report the extent of Indonesia's under-investment in copper smelting by using the level of copper reserves a country has, relative to its processed output.
Indonesia's copper reserve, at 220.3 million tonnes, ranks 10th globally, but the country's refined copper production ranks 16th. The country thus lags even countries like Japan, South Korea and Germany, which do not have copper reserves.
'This gap highlights significant investment potential in Indonesia's copper refining industry, which requires further development and expansion,' researcher Pandu Setiabudi of Petromindo said in his report to clients earlier this year.
Prof Irwandy, who was a former special adviser to the country's energy and mineral resources minister, told ST that Indonesia does not yet have copper processing facilities that could make, among others, sintered copper products that are used in automotive electrical systems; and granulated copper powder that is used in printed circuit boards and electronic or Radio Frequency Identification (RFID) tags.
The existing copper processing facilities in Indonesia make, among others, copper anode, used in decorative coating such as jewellery or faucets; and copper cathode, which are typically further processed into EV battery cells.
Indonesia in the short term would produce at least 1.1 million tonnes of copper cathode a year, raising the country's global rank in this category to fifth from sixth, Ms Katri Krisnati, a senior official at Freeport Indonesia's corporate communication department, said in a written reply to ST. Nearly half of Freeport Indonesia's stake is owned by Freeport-McMoRan, which is based in Phoenix, Arizona.
The company's newly completed copper refining facility in Gresik, East Java province, resumed operations in late May after a fire forced it to temporarily shut operations in mid-October 2024, only several months after it launched its 56 trillion rupiah (S$4.37 billion) facility in June 2024 . The smelter's input capacity is at 1.7 million tonnes of copper concentrate that is churnable into 650,000 tonnes of copper cathode.
'Freeport smelter has resumed operations and is currently working at a 40 per cent capacity that would gradually ramp up to full capacity in December 2025,' according to Ms Katri. The company aims to produce a total of 415,000 tonnes of copper cathode this year, she told ST.
Amman Mineral, which began copper cathode production in March 2025, said it is currently fine-tuning the new equipment before it can reach full, sustained capacity. The annual input capacity at its 21 trillion rupiah plant in Sumbawa Barat, West Nusa Tenggara province, is 900,000 tonnes of copper concentrate, which is processed into 220,000 tonnes of copper cathode and other material.
The company also plans to double the copper-processing capacity at its Sumbawa Barat plant, and will be building a 450-megawatt power plant in order to do so.
'We remain confident in the long-term fundamentals for copper, supported by global trends in electrification, renewable energy and infrastructure development,' Amman Mineral said in a written reply to ST.
Prof Irwandy said these two newer plants serve as the litmus test on how strong the demand for refined copper would be in Indonesia.
'It is likely that the take-up rate for their output by domestic players will be high, considering Indonesia's ongoing energy transition to renewables,' Prof Irwandy told ST.

PHOTO: AWS Up to 300 S'pore firms stand to get cloud credits, grants to spur AI trials under new programme SINGAPORE – As many as 300 local firms will each receive up to $600,000 in benefits under a new programme by Amazon's cloud arm to promote the adoption of artificial intelligence (AI) solutions. Called AI Springboard, the initiative by Amazon Web Services (AWS) will provide a baseline of $350,000 in dedicated cloud credits and training resources, with the remaining value made up of additional cloud credits from existing AWS programmes. These credits allow firms to trial and potentially adopt cloud tools. The funding is in addition to a government grant of up to $105,000 per enterprise for consultancy services supported by Digital Industry Singapore (DISG) – the government arm driving the programme, which is the second to take wing under the $150 million Enterprise Compute Initiative (ECI) announced in the 2025 Budget. The ECI supports firms by pairing them with major cloud providers to access AI tools, computing power and expert consultancy. To tap AI Springboard, companies must be registered or incorporated in Singapore and meet ECI eligibility criteria, such as having experience developing a custom AI solution for a proof-of-concept. The programme was announced on June 26 at the launch of AWS's new 8,000 sq ft Innovation Hub in Shenton Way – its first such facility globally – where enterprises can explore AI tools and work with AWS experts to develop and deploy AI solutions. Among the tools on showcase include a mini bike manufacturing line by AWS that demonstrates how companies can use AI and sensors to solve common production issues, and an AI-powered tool by ST Engineering that helps detect deepfakes, false information and harmful online content. AWS declined to disclose the cost of the hub, but noted that it is a ' multimillion-dollar ' investment on top of its previously announced US$9 billion (S$11.5 billion) commitment to Singapore's cloud infrastructure by 2028. It also said that it plans to engage more than 1,000 C-suite leaders and business decision-makers at the hub, offer 200 tertiary students an exclusive AI learning experience and support the training of 2,000 professionals in high-demand jobs like AI and cloud computing every year. Speaking at the launch ceremony for AI Springboard and the new Innovation Hub, Senior Minister of State for Trade and Industry Low Yen Ling said the Government is aiming to accelerate the development and deployment of AI across Singapore's economy. 'Through the (AI Springboard) programme, we aim to support participating companies in developing future-ready AI solutions that will transform their businesses,' she said. 'Multiple cohorts of the AI Springboard Programme will be onboarded this year, and I encourage companies to seize this opportunity to partner with AWS and DISG on their AI journey.' According to AWS, the $600,000 cloud credits and training support may be disbursed either in tranches or as a lump sum, depending on the scope and scale of each company's project. The Government's grant of up to $105,000 will be awarded once the company and AWS successfully develop and pilot at least one minimum viable product for the firm's AI use case. AWS Singapore country manager Priscilla Chong said AI Springboard brings together the firm's cloud and AI tools, technical expertise and training support to help local enterprises turn their ideas into real-world applications. She added that the decision to base its first Innovation Hub in Singapore reflects the company's confidence in the Republic as a key centre for innovation and technological experimentation. [JAKARTA] Indonesia is working on a new regulation that will require e-commerce platforms to collect and pass on sellers' sales income in a bid to tackle the 'shadow economy', its tax office said on Thursday (Jun 26) confirming a Reuters report earlier this week. Citing sources, Reuters reported exclusively on Tuesday about a planned directive that e-commerce platforms must withhold and pass onto the authorities a levy amounting to 0.5 per cent of sales income from small and medium-sized sellers. Sources said the rule could be introduced as early as next month, though a statement from the tax office did not give any schedule amid concerns from some platforms that they would need time to implement such a directive. 'The rule is still in the works and will be announced and explained to the public after,' the statement said, adding that e-commerce platforms and other stakeholders have been consulted and have so far given their backing. Indonesia's e-commerce association idEA said on Wednesday that it will comply with any government policy, but expressed concern over implementation timelines, stressing that it needed to be handled carefully as it will impact millions of sellers. The changes would affect the country's main e-commerce operators, including ByteDance's TikTok Shop and Tokopedia Sea Limited's SE.N Shopee, Alibaba-backed Lazada, Blibli and Bukalapak one of the sources said. ByteDance's TikTok, which runs Tokopedia, one of Indonesia's biggest e-commerce platforms, told Reuters in a statement that it would need time to implement the directives. Tokopedia has around 12 million sellers listed on its platform, and, in 2023, the total value of transactions reached US$15.3 billion, according to a company presentation. 'We hope its implementation takes into account the need for adequate preparation time for various aspects. This includes the technical readiness of platforms and the capacity of sellers, especially small and medium-sized enterprises, to comply,' TikTok said in the statement. The tax office said the regulation was intended to improve supervision of the 'shadow economy' and vendors who do not pay taxes because of the perceived complexity of the filing process. ST PHOTO: AZMI ATHNI SINGAPORE - A new $123 million facility that enables Singapore to produce advanced semiconductors for the designing of more compact and larger-capacity electronics and communications systems opened its doors on June 26 under an ambitious national plan. The National Semiconductor Translation and Innovation Centre for Gallium Nitride - dubbed NSTIC (GaN) - located in one-north, is slated to start commercial services in mid-2026. Speaking at the centre's launch, Minister-in-charge of Energy and Science & Technology Dr Tan See Leng said that the local semiconductor industry has the potential to be more competitive globally. It currently accounts for close to six per cent of Singapore's gross domestic product, hiring around 35,000 people . 'With a surging demand for such systems, the global radio frequency gallium nitride device market is projected to double to over US$2.7 billlion from 2022 to 2028 ,' said Dr Tan, adding that the new centre aims to capture some of these opportunities. Gallium nitride (GaN) can operate at higher voltages and generate less heat compared with traditional silicon. These properties allow for smaller and more energy-efficient devices crucial for the development of 5G and 6G communications and satellite systems, commonly used for autonomous vehicle navigation and remote surveillance. 'In today's volatile global environment, marked by supply chain fragmentation and strategic competition, what we're doing reinforces the importance of investing and developing world-leading capabilities,' said Dr Tan. 'It is only by building a deep technological differentiation can we then achieve our objectives of driving the next bound of high-growth value position ourselves at the forefront of next generation semiconductor technologies.' In 2023 , NSTIC (GaN) received $123 million in funding over five years to set up production lines, and pay for manpower costs and expertise. A partnership between the Agency for Science, Technology and Research (A*STAR), DSO National Laboratories and Nanyang Technological University, NSTIC (GaN) aims to provide companies and researchers with local access to advanced wafer fabrication and prototyping infrastructure. It is part of a broader NSTIC initiative led by A*STAR, which aims to uplift the local semiconductor industry. Other NSTIC centres include NSTIC (Advanced Photonics), which focuses on R&D in flat optics and silicon photonics, and NSTIC (R&D Fab), a $500 million national advanced packaging facility at JTC nanoSpace @ Tampines NSTIC (GaN) is the first in Singapore to host both 6-inch GaN-on-Silicon Carbide and 8-inch GaN-on-Silicon wafer fabrication lines. A wafer is a thin circular semiconductor material that is used as the base of dozens to hundreds of chips. The diameter of the wafer determines the number of chips that can be fabricated, which impacts production efficiency and cost. For instance, an 8-inch GaN-on-Silicon wafer costs around $1,000, while the 6-inch GaN-on-Silicon Carbide wafer costs three times more, said Prof Ng Geok Ing, executive director of NSTIC (GaN) . Having both production lines will allow the centre to serve a range of applications, from common consumer products to advanced satellite communication systems, said Dr Tan. NSTIC (GaN)'s commercial services will allow companies to overcome high capital costs, which is often a pain point in research translation, said Dr Tan. He added: 'Our small and medium-sized enterprises and start-ups would be able access these services locally to accelerate their product development and fabrication, and achieve speed-to-market.' Several memorandums of understanding and research collaboration agreements were signed on June 26 . One of them is between NSTIC (GaN) and local start-up WaferLead to develop high-quality silicon carbide substrates, which is a key component in GaN wafer production. WaferLead's chief executive Dr Sunil Wickramanayaka said that creating a high volume production line for components in Singapore requires a huge capital, which budget-strapped start-ups may not be able to access. Here is where NSTIC (GaN) comes in handy. Using NSTIC (GaN)'s equipment instead of buying its own is projected to save WaferLead around $6 to $10 million in capital costs , said Dr Sunil. WaferLead produces bare silicon carbide and epitaxial silicon carbide wafers, which can be used in power devices such as electric cars, solar inverters and wind generators, said Dr Sunil. 'We can use that money instead for other applications, such as market and product development, and that helps us a lot,' he added.
