The Prior Lake Police Department responded to and provided summaries for the following incidents March 15-22. The Prior Lake American doesn't include a comprehensive list of calls to which the department responded. Incidents are included here based on severity, impact on public safety or other factors. Those accused of crimes are presumed innocent until proven guilty.
March 16:Police received reports of a crash at the intersection of Hidden Oaks Middle School and Fish Point Road. No injuries were reported.
March 22: Police received a crash report of property damage at Ace Hardware Store. A sign was damaged. No injuries were reported.
WARRANTS March 16: A 25-year-old Prior Lake man was arrested for a Scott County gross misdemeanor warrant for intent to escape motor vehicle registration and misdemeanor motor vehicle registration operate vehicle-display plates at Tower Street Apartments.
March 19: A 20-year-old Big Lake man was arrested for a misdemeanor Sherburne County warrant for failure to appear and recreational vehicle use on public land except where prohibited at Mystic Lake Casino.
March 20: Police received theft of a cell phone valued at $1,200.00 at Mystic Lake Casino.
THEFT March 16: Police received a report of theft of a slot ticket valued at $989.41 at Mystic Lake Casino. Officer contacted suspect who paid restitution in full. No Charges were filed.
March 17: Police received report of theft of personal documents, credit card, and $680 cash at the 2000 block of Spring Lake Road. Victim did not wish to pursue charges against known suspect.
March 18: Police received a report of theft of a catalytic converter off of a parked vehicle at the 4000 block of Pleasant Street, unknown date of theft. Approximate value of theft, $1,200.
March 18: Police received a report of theft of a slot ticket valued at $551.60 at Mystic Lake Casino. Officer contacted the suspect who paid back restitution in full. No charges were filed.
March 19: Police received a report of an Ice House theft valued at $500.00 at Mystic Lake Casino.
HIT AND RUN March 16: A 24-year-old Lakeville man reported a possible hit and run at Holiday Duluth Gas Station in Prior Lake. No injuries were reported.
March 17: Police received a report of assault between two women at Mystic Lake Casino, which resulted in one being poked repeatedly in the arm. The victim declined to press charges against the suspect.
March 20: A 38-year-old Minneapolis man was arrested for felony second-degree assault with a dangerous weapon at Mystic Lake Casino.
March 21: A 50-year-old Rochester man was arrested for a gross misdemeanor Olmsted County warrant for driving after cancellation and inimical to public safety at Holiday Fountain.
TRESSPASSING March 17: A 35-year-old Minneapolis woman and a 52-year-old St. Cloud woman was cited for Trespassing at the 2400 block of Mystic Lake Blvd.
March 18: A 34-year-old St. Paul woman was cited for Trespassing at the 2400 block of Mystic Lake Blvd.
DWI March 19: A 24-year-old Prior Lake man was arrested for a fourth-degree DWI at 42 McKenna Road.
March 19: A 49-year-old Prior Lake woman was arrested for third-degree DWI at the HWY 21/13 Roundabout.
March 19: A 39-year-old Stratford man was arrested for fourth-degree DWI 13 S Park.

JENNINGS, La. () — A Jennings man who was released from parole a month ago is accused of rape, authorities said. Tristan West, 44, of Jennings is charged with second-degree rape in connection with an incident on June 5. Jennings Police responded to a report of a rape in progress near the 1700 block of North Cary Street. The caller said the suspect was an unknown black male who was sexually assaulting one of the female residents of the home. According to investigators, the victim encountered West as he was walking in front of their residence. West asked to use the restroom as the victim and other occupants returned to their home. Officers said they discovered West pulling his pants up as they took him into custody. The victim was taken to an area hospital for treatment. Investigators said West is a local transient with a violent criminal history. He was recently released from parole for resisting an officer and possession of fentanyl, jail records show. West was taken into custody and admitted to sexual act and was booked into the Jeff Davis Parish jail, authorities said. He is being held on $75,000 bond. Pennsylvania House passes bills aimed at giving civil justice to survivors of sexual abuse

HARRISBURG, Pa. (WTAJ) — Two bill proposals aimed at giving survivors of sexual abuse long-past the opportunity to seek justice in civil court advanced out of the Pennsylvania House of Representatives on June 9. State Representatives voted on two bills: House Bill 462, which would propose a traditional statute, and House Bill 464, which would amend the state constitution. Each bill would open a temporary two-year legal window where survivors of sexual crimes could seek remedies in civil court, lifting the existing civil statute of limitations. This temporary window would lead to sexual abuse victims holding alleged abusers and institutions accountable, such as churches, schools, or the commonwealth itself. Generally, when it comes to civil lawsuits of sexual abuse, the statute of limitations in Pennsylvania is capped at 2 years after the offense was committed against adults. Some exceptions do apply to the statute of limitations civilly, depending on the age of the victim when the offense occurred, for example, childhood survivors of sexual abuse. House Bill 462 passed with a vote of 122-80, and House Bill 464 passed with state representatives voting 138-64. Each bill will now advance to the state Senate. PROVO, Utah () — A North Provo man was taken into custody, accused of inappropriately touching young girls at a public pool on Monday, June 9. Alfonso Lopez Gutierrez, 32, was booked into the Utah County Jail, where he faces three counts of first-degree felony aggravated sexual abuse of a child. Provo City Police said Gutierrez touched multiple victims while swimming in the lazy river portion of the pool, including a 10-year-old child and her 13-year-old sister. One victim told investigators that Gutierrez had allegedly 'invaded her personal space' and made her feel 'very uncomfortable and sick to her stomach.' Utah woman sentenced after pleading guilty to Medicaid fraud One witness told police she had seen Gutierrez at the pool before, and her child once referred to him as 'the creepy man.' According to charging documents, Gutierrez denied being at the pool before the day of the alleged incident, saying that it was his first time. Police reported challenging his claim, and he later allegedly admitted to visiting the pool once or twice before but denied being there in many of the previous days of the alleged incidents. Gutierrez was then booked on the aforementioned charges and ordered to be held without bail, pending a pretrial hearing. Charges are allegations only. All arrested persons are presumed innocent unless and until proven guilty beyond a reasonable doubt.
