A levy on streaming platforms in Ireland, which could raise about €20 million per year for public service content, would be an 'obvious quick fix' for the sector, an Oireachtas committee has heard.

Roderick Flynn of the DCU Institute of Future Media, Democracy and Society told Oireachtas media committee members that a levy of 3 per cent would equate to about €20 million per year in funding for public content and about 30 cent per month on a standard Netflix subscription.

'This doesn't seem like an onerous increase for what is, after all, a discretionary household budgetary expenditure,' he said.
Given the competitive streaming market in Ireland, he said companies would have a 'strong incentive' to absorb the cost internally.
'Why would you not want €20 million to be thrown specifically at public service content production?' he said.
The issue was raised in the context of 'inadequate' funding proposed under the legislation which seeks to convert an existing broadcasting fund to a 'platform-neutral' media fund.
Several representatives of the sector highlighted concerns over the level of funding and the way in which it has been allocated to date, with radio stations and papers finding themselves ineligible due to the requirement for 'additionality'.
This sees a requirement for a radio station or paper being awarded funding for services, such as court reporting, not already being provided.
The allocation of 7 per cent of the net licence fee receipts to the fund, meanwhile, is 'inadequate, especially given the wider scope of eligible applicants,' said Sammi Bourke, chair of Newsbrands Ireland, the representative body for national newspapers.
The issue of funding was raised amid widespread difficulties in the sector, notably the emergence of AI and use of content by social media platforms without compensation.
Ms Bourke told TDs and senators that news publishers now face 'existential challenges due to the widespread appropriation of our journalism by major tech and AI companies'.
'Our content is being harvested without consent or compensation, undermining the commercial viability of journalism and threatening the public's access to reliable information,' she said.
Deirdre Veldon, vice chair of Newsbrands Ireland and managing director of The Irish Times Group, said the companies have 'the best of both worlds' noting that 87 per cent of the advertising revenue previously taken in by the media market is now with big tech.
'What I would prefer to see is them discharging their responsibilities in relation to offering proper compensation to publishers and broadcasters for use of their content,' she said.
Michael Kelly, chief executive of the IBI, said the advertising landscape in Ireland has undergone 'major disruption' with tech giants and social media platforms now extracting approximately €1 billion in advertising revenue from the market each year.
This is in contrast to about €165 million being taken in by RTÉ radio and the independent radio sector, he said.
Fine Gael TD Brian Brennan noted cost increases facing the sector and a loss in ad revenue, saying:
'I honestly fear for the future of the people in this room, of who you're representing, unless something strong is done. You simply have to get a higher percentage of the pot or else it is not commercially feasible to continue to do what you're doing.'

Ireland's clean energy transition is mired in 'policy gridlock and incoherence', lobby group Ibec has claimed. In a new report, the employers' group is highly critical of what it describes as the lack of a 'clear and compelling vision' for what a net-zero economy 'means and looks like in practice'. The reduction in emissions is not happening fast enough because the State is struggling 'to decouple economic growth from emissions growth', particularly in the transport and enterprise sectors, it said. The Environmental Protection Agency (EPA) projects that emissions cumulatively across all sectors are set to fall by 9 to 23 per cent this decade on 2018 levels, well below the national goal of 51 per cent. READ MORE The 2024 Draghi report on EU competitiveness stated that Ireland had the worst permit-granting process for onshore wind at nine years, 50 per cent slower than the EU average and three times longer than the process in Finland. 'There are several technology-specific strategies, policy frameworks, action plans, and initiatives, but no central co-ordinating office or instrument,' Ibec said in its report. 'Ownership of the transition is widely spread across government departments and agencies with no single authority able to resolve interdepartmental conflicts, solve problems, direct resources, and make decisions where trade-offs are necessary,' it said. The main consequence of this policy gridlock is regulatory and investment uncertainty, it said. Ibec said the State must play a more active and hands-on role funding the energy transition. 'In practice this means scaling up and developing new capital and operational supports for renewable technologies with more generous incentives,' it said. Ibec also claimed energy costs could be reduced by replacing Ireland's electricity public service obligation with a dedicated fund and reducing other energy fixed costs through direct state investment in energy networks and enabling infrastructure. It claimed this level of intervention was going on in other EU countries while Ireland was uniquely placed to pursue a more active role given its access to significant capital through the Climate and Nature Fund (€3.1 billion), annual carbon tax funds (€900 million). Ibec noted that the estimates suggest Ireland's energy transition could cost up to €200 billion over the next 25 years with at least €17 billion needed each year by the year 2030. 'The State has a critical role in mobilising, derisking and crowding-in this private investment through targeted supports. It must also be prepared to step-in where there is market failure,' it said. In its report, the business lobby said Ireland faces 'an enormous challenge' to get its net zero process back on track while noting the task has not been made any easier by the current economic and geopolitical environment. 'A slowdown in the world economy and the closing of Chinese markets for US oil and gas could lead to lower gas prices further threatening the business case for costly climate solutions and investment in renewables,' it said.

Sir, – I have just returned home to Northern Ireland from a funeral in Dublin today of a dear friend of my wife who also passed away only a couple of weeks ago. I met some delightful young people who were appalled at the racial prejudice shown on our streets in the past week. They are aware of course of similar incidents in the Republic. I find that our future is in good hands with the positive attitude of these young people in rejecting racism in all its forms. I'm in my 80s and have witnessed Northern Ireland before the Troubles. READ MORE My wife and I raised three delightful children during those times and am now experiencing the aftermath of the peace process. The people who are being abused, as we know, are fleeing from hatred and violence to seek refuge in our beautiful country. We should be privileged with their choices. Unfortunately, our political leaders from both sides of our divide have shown poor leadership in confronting the events of the past week. I fully support the PSNI but they have not had their finest hour. Climate Council calls for €10,000 EV grants as transport emissions cuts ‘unlikely to be achieved'
Supports for purchasing electric vehicles need to be ramped up by the Government with grants of up to €10,000 for low-income households purchasing smaller vehicles, the Climate Change Advisory Council (CCAC) has told the Government. This measure is one of a series of interventions required to ensure the transport sector does not exceed legally binding limits on carbon emissions , it said. With emissions falling by an estimated 1.3 per cent last year, 'urgent Government intervention [is needed] to support sustained emissions reductions and people making the switch to public transport', it added. The Republic has a national target of a 51 per cent reduction in carbon emissions by 2030. Key to delivering transport emissions reductions 'is ending reliance on harmful and expensive fossil fuels', the independent advisory body said in its latest review of the sector published on Wednesday. READ MORE 'An increase in new battery electric vehicle (Bev) registrations and the achievement of targets for Bev adoption under the Climate Action Plan must be realised.' To drive this forward, the council has recommended grants of up to €10,000 (for Bevs less than €35,000) for lower-income households, particularly in places with limited access to public transport, including rural areas. EV grants have been pared back in recent years. A grant of up to €3,500 is available for new Bevs with a price of between €14,000 and €60,000. In parallel, there needs to be accelerated roll-out of publicly accessible EV charging infrastructure alongside ambitious electricity network reinforcement. That is 'a measure which is critical to support access to charging for those without off-street parking and decarbonisation of commercial vehicles', the CCAC said. With only 18 per cent (172,000 out of 945,000) of primary and post-primary pupils accessing the School Transport Scheme, it strongly supports expanded eligibility criteria and greater integration of school and public transport services. Expansion of the safe routes to school programme, which aims to encourage as many students as possible to safely walk, cycle and wheel to school, was also needed to support the required shift in the sector. 'Transport is Ireland's biggest source of energy demand, and emissions from the sector must reduce by half if the sector is to meet its target,' Marie Donnelly, chair of the CCAC, said. 'Urgent and decisive action must now be taken by Government to end our reliance on fossil fuels and deliver the kind of transformative change that is required in this sector.' There were signs of progress in public transport, she said, with more than half of the redesigned BusConnects network in Dublin implemented; a 48 per cent increase in passenger boardings on redesigned routes, and a significant growth in the number of EV and hybrid buses on Irish roads. The review also highlighted the potential benefits of 'vehicle to everything charging' that can increase resilience in rural areas during power outages by providing temporary grid support for households while the main grid is restored. 'Bidirectional charging' and 'vehicle-to-grid' technology are increasingly available in EVs, which can provide home backup power for a number of days but also helps stabilise grids and decrease costs for electric vehicle owners. 'There is a significant opportunity for bidirectional charging, in tandem with solar photovoltaic and battery storage systems, to increase resilience to storm events,' the review finds. Highlighting learning from storms Darragh and Éowyn, Ms Donnelly said the Government must 'scale up investment to enhance the climate resilience of vulnerable and critical transport infrastructure' including road, rail and aviation. Ports are particularly vulnerable to extreme weather events and it is 'crucial that the National Ports Policy is updated to reflect these risks'.
