WASHINGTON () — Neighbors in Navy Yard are pushing for a new youth curfew after a group of over the weekend.
According to police, a large group of juveniles caused a disturbance and committed at least two robberies on Saturday. Three kids were arrested.
'I can't explain what's going on down here when you're caught up in it and you see 200 people rushing towards you and the police trying to escort them out of the neighborhood,' said Edward Daniels. 'It's just hard to explain.'

Daniels is a commissioner on the Advisory Neighborhood Commission (ANC).
On Tuesday, the ANC met to discuss safety concerns and how to address the ongoing issue with juveniles in the neighborhood.
'It's scary, it's unfortunate, it's just frustrating because it just keeps happening and happening and happening and the kids just keep getting a slap on the wrist,' he said.
The group suggested an 8 p.m. curfew in Navy Yard for juveniles.
The time is several hours earlier than the midnight curfew implemented during summer months. But, it is later than the 5 p.m. curfew in place for juveniles at nearby National Harbor.

Daniels said he is aware there would be challenges.
'We also have a lot of officers that say it's hard to enforce that and it's hard to quote unquote round up the bad apples and get them to a detention area and get their parents to pick them up,' he said.
Still, he and others want something to be done.
While meeting Tuesday night, a away.
'As I'm sitting there, I'm being slid a note that the young person died on the sidewalk. It's frustrating because we keep talking about these issues and last night was a meeting of frustrated residents and then a ton of people with excuses about the behavior,' he said.
The ANC plans to submit a resolution to the DC Council requesting the curfew.

Meanwhile, D.C. Police Chief Pamela Smith is expecting to share more plans this week regarding juvenile crime and safety.
'We want our young people to enjoy everything this city has to offer, from parks and recreation events to our Late-Night Hype and Beat the Streets programs, and all activities that give them an engaging and safe space to gather,' she said in a statement shared earlier this week. 'However, we will not tolerate criminal behavior that puts others at risk, or disrupts the safety of our residents, businesses or visitors in our city.'

ANC tightens its rules on selection of local government leaders

The ANC is implementing stricter selection processes for party leadership positions in preparation for the 2026 local government elections. These measures aim to improve the party's image and enhance service delivery by appointing qualified leaders who can properly manage municipalities. The new rules reflect the ANC's effort to 'clean its membership' and ensure those in leadership positions are adequately qualified for their roles. The African National Congress (ANC) is implementing stricter selection processes for party leadership positions in preparation for the 2026 local government elections. Secretary General Fikile Mbalula has instructed provincial structures to begin selecting quality members with proper qualifications and without tainted histories. His views were supported by the head of the party's electoral committee, Kgalema Motlanthe, who emphasised educational qualifications. Motlanthe also highlighted the importance of considering women first in all positions. The party has given the provincial structure a strict task of selecting quality members with no criminal record or facing an internal disciplinary hearing. With the 2026 local government around the corner, Mbalula has called on the party structure to commence with the selection processes of the leadership, including the mayors. In a letter sent to provincial secretaries and ANC deployees dated 22 May, Mbalula informed them about the candidates' selection process deadline. According to Mbalula, all the selection processes should be done by the end of July 2026. He said this was to enable the party to be ready for the 2026 local government elections, which are expected to take place at the end of 2026. He instructed the provincial leadership and the party deployees to urgently establish the provincial list committees (PLCs). 'Kindly find attached the letter to all provincial secretaries and NEC deployees on the deadlines for the candidate selection process. This is for the establishment of the PLCs as a matter of urgency. The Elections Committee will be making follow-up on each province in this regard,' read Mbalula's letter. Insiders say the party is tightening the rules of deploying qualified people in government who would help redeem its dignity and improve service delivery. The names that are going to be nominated are going to be subjected to rigorous vetting processes and thorough educational background checks. Source The source said strict rules aim to change the image of the party, which had been appointing people who cannot read or interpret the financial report. 'We have a lot of problems in municipalities because many leaders are failing the communities as a result of not understanding simple things,' said the source. Mbalula's letter was also sent to the party's electoral committee led by the party's former deputy president Kgalema Motlanthe. Motlanthe requested the provincial secretaries to submit the names of the recommended members of the provincial list committee, which shall manage and coordinate the 2026 local government elections candidates' selection process. The CVs and proof of qualifications for the recommended members must also be submitted, and failure to do so shall result in disqualification. The Electoral Committee shall submit recommendations for the appointment of PLC members for approval by the NEC, and names without CVs and qualifications will not be included in the submission Motlanthe Motlanthe said the PLC members must be respected and disciplined members of the ANC and Alliance who may not stand for any elected positions in the ANC and shall not be available for nomination and selection as public representatives. 'All PLC members must have a tertiary qualification coupled with political and/or government experience. All PLC members must have no pending criminal charges or ongoing ANC disciplinary proceedings against them,' read Motlanthe's letter dated 22 May. Insiders say this is part of the ANC's cleaning its membership campaign. 'The reason for starting early is to enable the party to screen all the people who would be running the structures and selecting those who will be leading or be deployed in local government, like mayors, speakers and chief whips,' said the source. To ensure that the people running the selection process do not have an interest in the party-political positions, Motlanthe requested the PECs to nominate three senior ANC members who no longer occupy elected positions in the NEC or PEC or REC, with no direct personal interest in the outcome of the candidate selection process. He also said two of those nominated three individuals must be women. Each of the leagues' provincial executives may also nominate one list committee member who meets the above criteria. Each of the Alliance partners plus Sanco may nominate one list committee member who meets the above criteria. Motlanthe According to the new rules, provincial secretaries and electoral committee members are not eligible to occupy leadership positions at the national, provincial or regional levels in their organisations. 'The Provincial Secretary will provide administrative support for the PLC and will ensure that all organisational structures implement the processes and abide by the rules determined by the Executive Committee (EC). The Provincial Secretary or Convenor shall not sit on the PLC. A provincial staff member or volunteer must be appointed as list administrator to assist the PLC by the provincial secretary and approved by the EC,' said Motlanthe. Motlanthe said all the structures must assume that the elections would be held before the end of November; all the processes need to be concluded by the end of July 2026.

House votes to overturn DC law allowing noncitizens to vote

WASHINGTON — House Republicans voted Tuesday to scrap a Washington, DC, law permitting noncitizens to vote in local elections and overturn another local law curtailing law enforcement liability protections. In a 266 to 148 vote with one present, the House moved to nix the 2022 Local Resident Voting Rights Amendment Act and ensure that only US citizens can vote in DC elections. 'Free and fair elections are a prerequisite for a healthy republic,' Rep. August Pfluger (R-Texas), who introduced the bill, said in a statement. 'The radical DC Council's decision to allow noncitizens—including illegal aliens and foreign agents—to vote in local elections dilutes the voting power of the citizen voter.' Advertisement 'That power must be defended, and I am thrilled House Republicans took action today to do so.' 3 Rep. August Pfluger accused Washington, DC, of diluting the voting power of American citizens. Getty Images Under the DC Home Rule Act of 1973, the nation's capital has certain authority, such as the ability to elect its own mayor and city council, but Congress can scuttle local laws. Advertisement Congress had gone over 30 years without meddling in DC affairs, but ended that streak in 2023 when it nixed a local law that rolled back penalties for certain felonies, such as armed robbery. Former President Joe Biden backed the overturning of that law, despite initially signalling a veto. Last year, House Republicans attempted to nix the Local Resident Voting Rights Amendment Act, but were unable to get it through the Senate, which has since flipped into GOP control. DC is not the only municipality that allows noncitizens to vote in local election contests. There are cities in California, Vermont, and Maryland that also allow it. Advertisement 3 DC Mayor Muriel Bowser has opposed congressional meddling in city affairs. AP The nation's capital allows noncitizens to vote for mayor, attorney general, city council, city ballot measures and more. Noncitizens are also allowed to run for office in DC. Proponents of the policy have argued that DC is home to noncitizens who have lived in the city for decades and pay taxes but haven't been able to vote. Under current law, noncitizens are forbidden from voting in federal elections. Pfluger has been a staunch opponent of the law and argued that it undermines the rights of American citizens. Advertisement 'Anyone who voted against this legislation voted for the transfer of political power away from legal voters,' Pfluger told The Post. 'With the House passage of my legislation today, we are one step closer to restoring the sanctity of the voting process to ensure that only American citizens are voting in our nation's capital.' Another bill, titled the 'Protecting Our Nation's Capital Emergency Act,' introduced by Rep. Andrew Garbarino (R-NY), also cleared the lower chamber in a 235-178 vote with one lawmaker voting present. 3 Rep. Newsday via Getty Images 'The Metropolitan Police Department is facing a public safety crisis brought on by reckless policies that have stripped officers of basic protections and left the force dangerously understaffed,' Garbarino said in a statement. 'This legislation helps right that wrong by giving MPD the tools and support they need to recruit, retain, and protect. Congress has a duty to ensure our nation's capital is safe.' The DC Police Union, which includes some 3,000 members, had endorsed the bill that rolls back DC's Comprehensive Policing and Justice Reform Amendment Act of 2022, which limited Metropolitan Police Department officers' ability to collectively negotiate disciplinary actions. Garbarino's measure also restores a statute of limitations on claims against DC police. 'Mayor Bowser continues to oppose all congressional interference in the lives and affairs of Washingtonians. DC will continue to fight to protect our home rule and self-determination,' the DC mayor's office said in a statement to The Post. Advertisement Later this week, the House is expected to take up a third bill targeting the nation's capital, titled the 'District of Columbia Federal Immigration Compliance Act,' which axes city policies to limit compliance with immigration enforcement authorities. DC is still lobbying Congress to pass legislation to fix an inadvertent $1 billion cut in its budget from a stopgap measure to prevent a partial government shutdown in March. 'If Congress wants to be helpful, they should pass the District of Columbia Local Funds Act to fix their damage to DC's FY25 budget,' the DC mayor's office added.

Former Stellenbosch deputy mayor shot dead in Kayamandi

Former Stellenbosch deputy mayor Nyaniso Jindela was shot dead in Kayamandi on Monday night. In a statement, the Stellenbosch municipality confirmed that he was killed. 'Jindela was a former councillor who served the community with distinction, including in the role of deputy mayor. The incident is currently under investigation by the South African Police Service (SAPS) and the municipality will fully support SAPS by providing any information they may require,' it said in the statement. Jindela, his wife Unathi and three others were arrested in 2021 in connection with the murder of Cameron Mcako, also a former Stellenbosch deputy mayor. News24 reported that Mcako's death followed that of land rights activist Midas Winana. Winana was a critical lobbyist for 'Azania', a stretch of land next to Kayamandi, which was suddenly occupied. Shacks were built on it. The municipality later bought the land from the owner, the late Stefan Smit who was murdered at his farmhouse, Louisenhof, on 2 June 2019. Winana and Mcako were reportedly at odds over the municipality's decision to move some shack residents so that their services could be upgraded. Winana was shot dead on 15 August 2019, hours before a protest march. Mcako was an ANC deputy mayor from April 2008 until December 2009. He joined the DA shortly before the municipal elections in 2016. He was also an area manager of Kayamandi and focused on dealing with waste, ablutions, vandalism, and the erection of illegal structures. He was no longer working for the municipality at the time of his death. Police had not commented at the time of publication. Their response will be added once received.
