Govt to grant permit to high rise bldg plans within 72 hrs

urban development
in the state, Andhra Pradesh
govt
has decided to grant building plans to high rise buildings with 12 or more floors within 72 hours. A special cell will be established at the directorate of town and country planning (DTCP) office to oversee the grant of development permissions for such projects.Municipal administration principal secretary S Suresh Kumar said that govt has approved the proposal sent by the director of DTCP to set up the special cell.
He said that all permissions will be cleared within three working days (72 hours), based on a service level agreement (SLA). Suresh Kumar said that projects initiated with Transferable Development Rights (TDR) floors will also be considered for speedy disposal."Large-scale high-rise buildings contribute to regional development. These projects enhance infrastructure facilities and also create opportunities for private investments," he said. The municipal administration principal secretary added that such big projects will also help generate employment opportunities. He said that govt found that delays in granting permissions at urban local bodies (ULBs) and urban development authorities (UDAs), along with administrative hurdles, have been obstructing development. He said that govt has decided to create an exclusive cell to handle the big-ticket projects to remove all such hurdles to the investors. He also mentioned that the new cell would not only expedite the process of granting development permissions but also follow transparency.

Vijayawada: S Suresh Kumar, Principal Secretary, Department of Municipal Administration and Urban Development, on Tuesday pointed out that Andhra Pradesh was witnessing rapid urban expansion, with nearly 40- 45 per cent of its population now living in urban areas. This demographic transformation calls for a paradigm shift - from traditional administrative models to agile, digitally empowered urban governance, said Suresh Kumar. He was the chief guest at the State-level workshop conducted at the School of Planning and Architecture, Vijayawada on Tuesday. The State government in collaboration with the Capacity Building Commission (CBC), Government of India, organised a State-level orientation workshop on 'Capacity Building for ULB Officials' under the Mission Karmayogi framework. The event marks the beginning of a transformative capacity-building journey for urban administration in the State. The workshop brought together Municipal Commissioners of 123 ULBs and key State urban departments, including MEPMA, Public Health and Municipal Engineering, and Town and Country Planning. The sessions focused on bridging skills gaps, integrating digital learning and fostering a culture of continuous professional development. Suresh Kumar said 'Under the Mission Karmayogi' framework, the State is initiating comprehensive gap assessments to evaluate existing capacities within ULBs and identify key functional, domain and behavioral competencies required at various roles. Based on these findings, minimum annual training hours will be prescribed for municipal officials. Further, training will not be limited to technical domains. The State is promoting holistic development, with certificate courses offered in areas such as leadership, communication, ethics, digital literacy and even personality development - ensuring that public servants are equipped not just with professional skills, but with the confidence and emotional intelligence needed to engage meaningfully with citizens. He informed that to encourage active participation, a framework for non-monetary incentives linked to training milestones is under consideration. These may include certificates of recognition, preference in transfers / internal postings, visibility in performance appraisals and access to advanced learning programmes. The intent is to create a culture where learning is rewarded and professional growth is seen as integral to public service. A key highlight of the workshop was the demonstration of the iGOT Karmayogi platform, the digital hub of Mission Karmayogi. With over 8 lakh government officials already onboard nationwide, the platform offers role-based, modular learning content tailored for ULB functionaries. Courses range from municipal finance and e-governance to urban resilience, inclusive planning and citizen engagement. The workshop saw participation from several senior dignitaries from the Government of India and domain experts, including: Dr Alka Mittal, Member (Admin.), Capacity Building Commission, V Lalithalakshmi, Secretary, CBC and CEO, Karmayogi Bharat, Shubham Katyayan, Programme Manager – ULBs, CBC, Soumi Banerjee, General Manager, iGOTKarmayogi Bharat and others. They shared insights on the role of continuous learning in transforming governance and the strategic utility of role-based skilling.

Gujarat government's new policy to enable cross-city transferable development rights

AHMEDABAD : The state govt is putting together a new redevelopment and Transferable Development Rights (TDR) policy that will, for the first time, create a regional development rights market in Gujarat . The policy framework proposes an inter-city TDR framework, allowing cross-city transfer of development rights in Ahmedabad, Surat , Vadodara , Rajkot and other urban centres while addressing various urban challenges. Currently, TDR certificates allow developers to build over and above the permissible floor space index (FSI) under prevalent rules by purchasing unused development rights from other properties or vacant land. "Usually, TDR systems operate within individual municipal boundaries. The new policy's inter-city framework means that a developer in Ahmedabad could potentially use TDR certificates generated from land in Surat. This creates a regional development rights market for the first time," said the UDD official. A senior official from the urban development and urban housing department (UDD) revealed that landlocked properties that cannot be developed due to access or regulatory constraints will be taken up, adding that the new redevelopment and TDR policy will open the floor for solutions to urban challenges like housing through slum redevelopment, repurposing closed factories for modern use, optimizing utility of transport hubs, and converting idle govt land into productive use. City-specific committees will streamlineand fast-track approvals and also oversee the policy's execution . "The policy reduces govt's financial burden by incentivizingdevelopers to undertake redevelopment projects. We will use data analytics to identify optimal redevelopment opportunities," the official added. "The policy will provide TDR rules specific to each redevelopment type," the senior UDD official said. He added, "The policy will define eligible areas, establish valuation methods, and lay down the issuance and usage guidelines. A robust monitoring mechanism will ensure transparency and measurable progress." Officials added that the policy will also consist of special implementation guides — similar to those used in Maharashtra — to aid both civic bodies and developers. TDR has been used in Maharashtra, including Kolhapur, to preserve heritage buildings by compensating owners who are restricted from redeveloping or modifying their properties. These owners receive TDR, which they can sell to developers, thus monetizing their development rights without altering the heritage site.
