
MSMEDA, EU delegation, and EIB conclude €15m community development programme
The Micro, Small and Medium Enterprise Development Agency (MSMEDA) has hosted the Closing Conference of the Community Development Programme Agreement, marking the successful completion of a €15m EU-funded initiative implemented in partnership with the European Investment Bank (EIB). The grant was provided through the EU's Neighborhood Investment Facility and delegated to the EIB.
The programme was implemented under the auspices of the Ministry of Planning, Economic Development and International Cooperation, in collaboration with the Ministries of Environment and Local Development.
Minister of Environment Yasmin Fouad and Minister of Local Development Manal Awad participated in the conference proceedings. A number of governors also attended, including Governor of Giza Adel El-Naggar, Governor of Port Said Moheb Habashi, Governor of Sharkeya Hazem El-Ashmouni, Governor of Alexandria Ahmed Khaled Hassan, and Governor of Menofeya Ibrahim Ahmed Abu Limon.
The conference also witnessed the participation of Head of the EU Delegation to Egypt, Ambassador Angelina Eichhorst, and Head of the EIB Regional Hub for North Africa and the Near East, Guido Clary. High-level representatives from the World Bank, the French Development Agency (AFD), the United Nations Development Programme (UNDP), KFW Development Bank, GIZ, the International Organization for Migration (IOM), and the International Labour Organization (ILO), along with many other donor agencies, were also present at the significant event.
'In cooperation with the European Union Delegation to Egypt and the European Investment Bank, the Micro, Small and Medium Enterprise Development Agency has completed the implementation of the Community Development Programme Agreement in the governorates of Alexandria, Port Said, Menofeya, Sharkeya, Giza, and Assiut,' said MSMEDA CEO Bassel Rahmy.
'MSMEDA has implemented 86 projects, creating around 5,000 job opportunities for casual labour, targeting more than 2 million beneficiaries in these governorates and their surroundings,' Rahmy reiterated.
He elaborated that these projects have succeeded in creating an appropriate investment climate that encourages youth in these targeted governorates to establish feasible micro, small, and medium enterprises.
The CEO emphasized that the Community Development Programme Agreement has been implemented under the directives of Egypt's Prime Minister and Chairperson of MSMEDA, Mostafa Madbouly, and under the auspices of the Ministry of Planning, Economic Development and International Cooperation, and in collaboration with the Ministries of Environment and Local Development.
He indicated that the Agreement stands as a product of close cooperation and ongoing coordination with the European Union and the European Investment Bank, MSMEDA's main partners. He explained that the Agreement reflects the confidence these donor agencies place in the Micro, Small and Medium Enterprise Development Agency's performance and highlights its full compliance with internationally recognized safeguards and criteria governing the implementation and monitoring of international agreements.
During the wrap-up conference, Rahmy added that MSMEDA aims to enhance cooperation with international partners and financial institutions to launch a wide array of development projects that meet the needs and aspirations of communities in the areas of intervention and improve their livelihoods.
In her inaugural speech, delivered via video conference, Minister of Planning, Economic Development and International Cooperation Rania Al-Mashat explained that the Community Development Programme aims to create job opportunities and improve living conditions for the population through developing infrastructure and stimulating small enterprises.
Al-Mashat added that the programme clearly reflects cooperation between the Micro, Small and Medium Enterprise Development Agency and European partners, and also aligns with the Unplanned Areas Upgrading and Employment Enhancement Programme, funded by the European Union and the French Development Agency, to support sustainable development goals.
The Minister reiterated the Government's commitment to supporting small and medium-sized enterprises through MSMEDA, alongside financing programmes launched by the Central Bank of Egypt and other national initiatives.
Meanwhile, Minister of Environment Yasmin Fouad said the community development sector cannot be separated from broader economic development, including job-creation initiatives, nor can it be detached from environmental protection efforts. She emphasized that only through integrating these pillars can Egypt achieve the sustainable development concept targeted by the Government and its local and international partners.
'We are celebrating one of these partnerships between the European Union, the European Investment Bank, and the Micro, Small and Medium Enterprise Development Agency,' she added.
Fouad emphasized that the State's efforts continue to link environmental protection with socio-economic development. She also commended the partnerships with international donor agencies in the area of waste treatment projects.
In this context, Minister of Local Development Manal Awad stated that the Community Development Programme aimed to upgrade services provided to citizens through the introduction and implementation of community infrastructure development projects across six governorates. She added that the Ministry of Local Development has played a vital role in the Programme, jointly with MSMEDA and other partners, to meet the needs of these governorates.
Awad affirmed that the programme has created thousands of job opportunities for casual workers and improved the quality of life for 2 million residents. She further emphasized that the Ministry places great importance on all initiatives aimed at improving public services and developing infrastructure for Egyptian citizens, in line with Egypt's Vision 2030.
In her opening speech, Head of the EU Delegation to Egypt Ambassador Angelina Eichhorst commended the efforts exerted by MSMEDA and the targeted ministries and governorates in delivering tangible outcomes that enhance livelihoods. She also underscored the European Union's commitment to maintaining strong cooperation with the Egyptian Government to implement more development projects.
Within this framework, Waleed Darweesh, Head of MSMEDA's Human and Community Development Central Sector, stated that the community infrastructure projects implemented under the Agreement have contributed significantly to upgrading the quality of life for the targeted populations.
Darweesh added that the projects included the renovation of 37.8 km of potable water networks, the extension of 83.9 km of sewage networks, and the paving of 10.6 km of roads.
He also noted that the Community Development Programme Agreement supported the rehabilitation of 29 schools, 8 health units, and 8 youth centres in the targeted intervention areas.

Taarek Refaat -El Darwy: Exporting Egyptian workers to the EU for companies accredited by the WEC Mohamed El Darwy, a member of the Board of Directors of the World Employment Confederation (WEC) emphasized the importance of cooperation with the Egyptian Ministry of Labour and opening communication channels to support workers at all levels. The WEC member noted that the confederation will work to provide training and jobs for Egyptian workers in the countries in which it operates, in coordination with the Ministry of Labour. El Darwy indicated that the WEC and the Ministry of Labour will draft a memorandum of understanding (MoU) to define areas of cooperation between the two parties during the coming period, particularly with regard to benefiting from Egypt's export of qualified and skilled workers, particularly to European Union (EU) for companies accredited by the the confederation. He emphasized that the Egyptian Labour market is promising and can meet the needs of several global Labour markets. He pointed out that there is a great demand from international companies to invest in Egypt, which will lead to higher growth rates and the creation of serious job opportunities, leading to a decrease in unemployment rates. Abou El Enein: Two-State Solution Is Foundation for Sustainable Development
H-Tayea Deputy Speaker of the Egyptian House of Representatives and President Emeritus of the Parliamentary Assembly of the Mediterranean (PAM), Mohamed Abou El Enein, delivered a powerful message at the South Partner Consultation Forum hosted by the American University in Cairo, emphasizing that the two-state solution is essential for peace, stability, and sustainable development across the Mediterranean region. Two-State Solution: The Cornerstone of Peace In his remarks, Abou El Enein stated unequivocally that the unresolved Palestinian issue is the main obstacle to progress in the southern Mediterranean. He emphasized that any serious effort to achieve regional development must begin with a political solution founded on justice and international legitimacy. 'The two-state solution is not a slogan—it is the only viable path to ensure peace and unlock prosperity,' he said. 'Without resolving the Palestinian cause, cycles of war will continue to hinder cooperation, scare away investment, and destabilize the region.' Egypt's Leadership and a Call for EU Action Highlighting Egypt's historic role in peacemaking and mediation, Abou El Enein praised Cairo's continuous efforts to restore calm in Gaza and support a long-term solution. He urged the European Union to translate its supportive statements into real, strategic action on the ground, starting with a clearer commitment to the two-state solution and the economic future of the South. 'While China arrives in Cairo with investment proposals and a clear plan, we need the same level of practical engagement from the EU,' he said, calling on Brussels to develop a roadmap that matches ambition with implementation. Economic Stability Requires Political Resolution Abou El Enein noted that political peace and economic prosperity go hand in hand. 'You cannot talk about energy projects, agriculture, or industry while bombs are falling in Gaza,' he said. 'Let us be honest—development is not possible in an environment dominated by conflict.' He emphasized that Egypt and its southern partners are ready for joint development, but international frameworks must prioritize justice and human dignity first. PAM's Role in Mediterranean Dialogue As President Emeritus of PAM, Abou El Enein reaffirmed the organization's full support for the new EU Pact for the Mediterranean and its active contribution to shaping the political and human rights dimensions of that framework. 'Our Charter for the Mediterranean, adopted in 2008, anticipated the same values being discussed today,' he said. He emphasized PAM's unique position as a non-governmental parliamentary platform with unmatched reach and trust across member states, committed to dialogue, peacebuilding, and concrete cooperation. Conclusion: From Words to Action In closing, Abou El Enein urged all stakeholders to move from consultation to commitment and to put the two-state solution back at the center of the Mediterranean partnership agenda. 'The time for half-measures is over. EU official says 175 mln euro Syria recovery package 'clear message' of support - Region
Visiting EU Commissioner for the Mediterranean Dubravka Suica said Thursday that a 175 million euro package for war-torn Syria was a "clear message" of support for its reconstruction. Suica announced the package in Damascus Wednesday, saying it would focus on sectors including energy, education, health and agriculture, helping rebuild Syria's economy, support its institutions and promote human rights. "I came here... with a clear message that we are here to assist and help Syria on its recovery," Suica told AFP in an interview on Thursday. "We want that reconstruction and recovery will be Syria-owned and Syria-led," she said, on the first visit by an EU commissioner since a transitional government was unveiled in late March. "We want to see Syria to be a regular, normal, democratic country in the future," she added. Syria has been navigating a delicate transition since Islamist-led forces ousted longtime ruler Bashar al-Assad in December after nearly 14 years of civil war. The European Union announced last month it would lift economic sanctions on Syria in a bid to help its recovery. "This is a pivotal moment -- a new chapter in EU-Syria relations," Suica said on X, calling her meeting with interim President Ahmad al-Sharaa "constructive". Refugee returns should be "safe, voluntary and dignified", Suica said. The EU has not designated Syria as a safe country for returns "because we don't want to push people to come here and then they don't have a home", she said. The EU last month sanctioned three Syrian militia groups and two of their leaders for serious human rights abuses over their alleged involvement in sectarian massacres in the costal heartland of the Alawite minority, to which Assad belongs, in March. "We cannot pronounce one part of Syria safe and another not," Suica said, noting that designating Syria a safe country needs "unanimity among 27 European member states". She said Syrian Foreign Minister Asaad al-Shaibani would attend a ministerial meeting involving almost a dozen Mediterranean countries in Brussels on June 23. A statement released on Wednesday said that the European Commission was "actively pursuing the integration of Syria into several key initiatives with its Mediterranean partner countries".
