
PARC faces legal challenge over hiring process

Pakistan Agricultural Research Council (PARC) has received a legal notice seeking to bar its Board of Governors (BOG) from approving revised criteria for hiring employees against various posts.
It is also interesting to note that the BOG has scheduled a meeting today (Tuesday) to approve the revised criteria for hiring employees, a process that started a year ago. Meanwhile, the government is already conducting a performance audit of PARC to determine whether it should be dissolved or merged with another department.
According to the legal notice, the appointment and extension of Dr Ghulam Muhammad Ali as Chairman of PARC have been challenged in Writ Petition No 2240/2024 before the Islamabad High Court (IHC). The court, in its judgment dated January 15, 2025, ruled that the chairman of PARC is not holding his office legally. The PARC BOG is advised to await the Division Bench's ruling on the legality of Ali's appointment/extension before proceeding with any key policy decisions in its upcoming 48th meeting of the Board scheduled for March 11, 2025. The appeal is set for hearing on March 12, 2025, as per the legal notice.
The management of PARC, led by Dr Ghulam Muhammad Ali, is accused of acting in bad faith. On March 5, 2024, and May 9, 2024, they advertised hundreds of regular positions, including Principal Scientific Officer (SPS-10/BS-19), Senior Scientific Officer (SPS-09/BS-18), Scientific Officer (SPS-08/BS-17), and Assistant Scientific Officer (SPS-07/BS-16) in the national press.
The recruitment criteria were allegedly tailored to favour ineligible candidates, violating PARC's Recruitment Criteria-2017, Regulation 8(3) of the PARC Employees (Service) Regulations, 1984, and the Federal Government's recruitment policy guidelines. The advertised recruitment criteria deviated from established standards as the requirement of post-qualification experience was omitted for the posts of Principal Scientific Officer (SPS-10/BS-19) and Senior Scientific Officer (SPS-09/BS-18). The stipulated number of years of experience required of the Principal Scientific Officer (SPS-10/BS-19) was reduced from 12 to 10 years. The maximum age limit for Scientific Officer (SPS-08/BS-17) was lowered from 35 to 32 years, limiting the pool of qualified candidates. The introduction of the Assistant Scientific Officer (SPS-07/BS-16) position was done with newly defined recruitment criteria in violation of established norms.
This recruitment process and tailored advertisements have been challenged in the Islamabad High Court, which has passed an injunctive order against the said recruitment process. During the last hearing in WP No 2094/2024, PARC presented a proposed Recruitment Criteria-2024, admitting that it had already been published in March and May 2024, including application solicitation, followed by written tests and interviews, despite still being pending approval by the BOG in its forthcoming 48th meeting.
The proposed Recruitment Criteria-2024, formulated by a lower-level committee, was advertised without prior review and approval by the Executive Committee (EC), a mandatory step before submission to the BOG under Regulation 8(3) of the PARC Employees (Service) Regulations, 1984. Even if approved by the BOG in its forthcoming meeting scheduled for March 11, 2025, the said criteria would have significant legal implications for the ongoing recruitment process already initiated and conducted using unapproved criteria.
During the period 2022-23, PARC made 332 illegal appointments against 164 advertised positions through tailored advertisements. Allegations of nepotism and favouritism include the recruitment of blood relatives as well as manipulation of written test results.
The audit concluded that appointments made in excess of advertised posts and without observing provincial/regional quotas were irregular and unauthorised. The audit has recommended a fact-finding inquiry to probe the matter.
Questions were sent to chairman PARC and secretary food, but no response was received.

‘Al-Qadir Trust scam': IHC again defers hearing on appeals of IK, Bushra
ISLAMABAD: The Islamabad High Court (IHC), Wednesday, again deferred hearing of the Pakistan Tehreek-e-Insaf (PTI) founder Imran Khan and his spouse Bushra Bibi's appeals seeking suspension of their sentence in 190 million pound case. A two-member bench of IHC comprising Acting Chief Justice Sardar Sarfraz Dogar and Justice Muhammad Asif was to conduct hearing of the case but the case was adjourned due to non-availability of Justice Asif. The IHC's decision to defer the case led the protests by PTI leaders and workers outside the court premises. The protestors included PTI lawyers, workers, Imran Khan's sisters Aleema Khan and Uzma Khan, along with PTI Punjab Chief Organizer Aliya Hamza and Senator Seemee Ezdi. The protesters demanded the suspension of sentences and bail for Imran Khan and Bushra Bibi in the 190 million pound case. Later, PTI Chairman Barrister Gohar Ali Khan and Khyber-Pakhtunkhwa Chief Minister Ali Amin Gandapur also arrived at the IHC to join the protest while they also met Secretary to IHC Acting Chief Justice for fixation of the case. In this matter, Imran Khan and his spouse Bushra Bibi have approached the IHC seeking suspension of their sentences. They have moved the court through their counsel Barrister Salman Safdar and cited the state and Chairman National Accountability Bureau (NAB) as respondents. Counsel Salman stated in the petition that the petitioners were convicted by the Accountability Court (I) Islamabad through judgment dated 17.01.2025, wherein, they were held guilty for commission of offence of corruption and corrupt practices as defined u/s 9 (a) (ii) (iv) (vi) of the National Accountability Ordinance, 1999 and Imran was sentenced u/s 10 (a) of the National Accountability Ordinance, 1999 to undergo rigorous imprisonment (RI) for 14 years and fine amounting to Rs10,00,000. Through the instant petition, they sought indulgence of this court for 'Suspension' of conviction and sentence awarded to them, till the final disposal of the main appeal already filed in the IHC. Babar's plea against harassment by FIA: Urgent hearing to take place today
ISLAMABAD: The Islamabad High Court (IHC) fixed for urgent hearing today (Thursday), a petition filed by ex-senator Farhatullah Babar against alleged harassment by the Federal Investigation Agency (FIA). The petition was filed Wednesday under Article 199 of the Constitution by advocates, Imaan Mazari and Hadi Ali Chattha against the Ministry of Interior and the FIA and others as respondents, 'Seeking intervention of Court against the unlawful, illegal, arbitrary and mala fide conduct in continuously harassing the petitioner through repeated issuance of ambiguous and illegal notices and summons, in what is an illegal fishing expedition/roving enquiry by the FIA in violation of laws and principles of natural justice.' The petition said that the FIA enquiry was initiated on March 25 on the complaint of a private citizen, unknown to him, living in Morgah, Rawalpindi alleging 'suspected corruption, tax evasion and illicit asset accumulation' and he appeared before the FIA on March 28 a day before Eid holidays. No copy of the complaint was provided to him. Interestingly, on 11 April 2025, a detailed questionnaire of 12 questions was slammed at him through WhatsApp, directing him to answer them all by 7 April 2025, four days prior to receiving it. The questions delved deep into the past, requiring collecting information from multiple offices within and outside the country. Despite this, the petitioners provided answers to all the questions. Instead of acknowledging the answers provided to the questionnaire, the FIA then asked the petitioner on May 27 to explain the source of properties which it claimed to have received from the Election Commission of Pakistan (ECP) when he served as senator and also explain some banking transactions, within five days. The petitioner rejected the alleged transactions of Rs1,500,000 in his account on 3 April 2025 and another alleged transaction of Rs3 million on 5 July 2025 (almost a month away in the future). Thereupon, the petitioner was then directed to appear in person, the petition said. Just when the petitioner prepared replies to these questions, the FIA sent him another notice by WhatsApp, asking him to appear in person, disregarding the previous notice to send written replies. A day before Eid on June 6, Farhatullah Babar uploaded on X (formerly Twitter) extracts from his replies to the FIA and said; 'Two days ago, FIA regurgitated questions already replied to by me on May 12. One Q alleged transaction of 3 M on 5-7-25 (still a month away). Just when replies were being readied, the FIA WhatsApped to appear in person next day (June 5) on eve of Eid holidays. Ministry of Law and Justice: Rs1,912.481m earmarked for 10 schemes
ISLAMABAD: The federal government has earmarked Rs 1,912.481 million for seven ongoing and three new schemes of the Ministry of Law and Justice under the Public Sector Development Programme (PSDP) for the fiscal year 2025-26. The budget document showed an increase of 41 percent in funds allocated for various schemes of the Ministry of Law and Justice. As per the budgetary documents, the government allocated Rs 1,696.481 million for ongoing schemes, which include Rs 170 million for automation of federal courts/tribunals phase-II; Rs 27 million for archiving and digitalising of legislations and record of the Ministry of Law and Justice; Rs 201.785 million for the construction of legal facilitation centre, Islamabad High Court (IHC); Rs 19.325 million for strengthening of Planning and Monitoring Unit in the Ministry of Law and Justice; Rs 30 million for construction of new building for Supreme Court, Branch Registry at Karachi; Rs110 million for strengthening and capacity enhancement of legal wings of Ministry of Law and Justice and federal ministries/divisions, Islamabad, and Rs 1,138.371 million for construction of litigants facilitation centre for litigants of District Court in Islamabad.
