At least six people were taken to hospital in a critical condition, chief minister Devendra Fadnavis wrote on the social media platform X.
Local media reported that scores of tourists were on the bridge when it collapsed, plunging many into the swollen river.
Mr Fadnavis said six people were rescued and that an intense search operation was ongoing as some people were swept away.
The incident occurred in the Kundamala area in Pune district, which has witnessed heavy rains over the past few days, giving the river a steady flow, the Press Trust of India reported.
It was not raining when the bridge collapsed in an area frequented by picnickers, the news agency reported.
Police said teams of the National Disaster Response Force and other search and recovery units have undertaken rescue operations, the Press Trust said.
India's infrastructure has long been marred by safety concerns, sometimes leading to major disasters on its highways and bridges.
In 2022, a century-old cable suspension bridge collapsed into a river in the western state of Gujarat, sending hundreds plunging into the water and killing at least 132 in one of the worst accidents in the country in the past decade.

The term 'Mediterranean melt' has been used by commentators because of the plume of southerly air bringing the conditions. The top temperatures in northern and western parts of England and Wales are due to rise from 20C at the start of the week to 24C-25C into the weekend. Next weekend, there is a 'low risk' thunder could return in the West. Forecasters said warm and sunny conditions are then set to continue in the South East 'although some rain will probably spread from the West or North West at times' and 'there is also the risk that isolated heavy showers and thunderstorms could develop' after drought conditions were declared in some parts of England and Wales. It comes as an investigation by consumer magazine Which? found a third of children's sunglasses bought from popular online marketplaces are unsafe and do not provide the required UV protection. Experts have warned these could be 'dangerous' for youngsters to wear and could even lead to cataracts.

The quake struck off Peru's central coast, rattling Lima and the port city of Callao, has left one person dead and five injured, authorities have confirmed. ‌ The earthquake happened at 11:35am local time in the Pacific Ocean, according to the United States Geological Survey. Its epicenter was located 23 kilometers (14 miles) southwest of Callao, west of the capital Lima. ‌ A 36-year-old man, who has not been named, died in northern Lima while 'standing outside his vehicle waiting for a passenger' when a wall from the fourth floor of a building under construction detached and fell on his head, Police Col. Ramiro Clauco told RPP radio. The five people injured are being treated in hospitals, the Emergency Operations Center said. The agency also reported damage to roads and educational centers. President Dina Boluarte is heading to Callao to monitor developments, the Peruvian presidency said on X.
