Account freeze: Petrol pump owners may join May 10 stir in Maharashtra

Mumbai: Petrol pump owners are threatening a protest across the state to oppose the freezing of accounts of a few pump owners in cybercrime-related cases, announced Uday Lodh from the Federation of Maharashtra Petrol Dealer Association.

He said that pumps in various districts, including those in Mumbai, will participate in the stir, and if this happens, it could affect motorists. The protest in Mumbai could be just for a day on May 10, said a senior member of the Petrol Dealers' Association.
Commenting on the issue, Lodh told TOI: "The money trail in cybercrime was mapped to a few petrol pumps, and their accounts were frozen. This has enraged pump owners, whose digital payments were stopped, and in a few cases in Vidarbha, the accounts were frozen.
The petrol pump owners plan to protest in Vidarbha, but soon this protest at pumps could spread across Maharashtra and also in Mumbai if the govt does not intervene in the interest of the pump owner."
Lodh further said: "Money by digital payment is for the product sold at our pumps. We are not concerned about who pays and their background and cannot be labelled as 'beneficiaries' in any criminal case. We cannot be punished, and our accounts cannot be frozen for no fault of any pump owner in any cybercrime," he said.
He added that a delegation of pump owners plans to meet senior govt officials and police in this connection, besides politicians. "We do not have any mechanism to trace the fraud payment. And therefore, we cannot be held guilty or responsible," he said.
Petrol Dealers Association (Mumbai) President Chetan Modi said that it is not just a protest in Mumbai for a day against the freezing of accounts of a few pump owners in other districts but also against bank policies which involve several deductions of charges by digital payment providers.

"There are so many charges levied on transactions, and the final amount credited to the account of the pump owner is less than what is expected," he pointed out.
A section of pump owners in Nagpur has decided not to accept digital payments (UPI, credit cards, etc) from May 10, as the frauds are detected only in digital base payments, and these pumps will dispense fuel only for cash payments, a source from the federation said, citing rising cyber frauds and blocked bank accounts as the key reasons.
Sources said that at least two accounts were frozen due to "fraudulent transactions conducted via stolen digital payment methods".
The sources said the frauds were committed by scammers using stolen or cloned UPI IDs and debit/credit cards, and the petrol pump owners were found as "beneficiaries" in the fraud, and the latter have claimed they are innocent. They now face financial losses as their accounts are frozen by authorities investigating such frauds.
More than 50%-55% of transactions at pumps are cashless and pump owners do not keep any records of persons making digital payments after refuelling their car or bike tanks, Lodh said.

Ghaziabad: Ghaziabad Development Authority (GDA) has barred map approvals for 137 plots in the Swarn Jayanti Puram housing scheme, which are currently under litigation in the civil court. The scheme, launched in 1998, sold 1,553 plots of various sizes, but allotment of 137 were cancelled when owners defaulted on instalments. It was alleged that a few GDA officials, in connivance with property dealers, got the allotments of these plots restored between 2005 and 2007 after paying a paltry sum to the original allottees. The officials then got the plots transferred in their names. The irregularities came to light in 2011 when a petition was filed in the high court, alleging that officials had indulged in fraudulent means to restore cancelled plots in the area. The court had directed Moradabad range commissioner to investigate the matter. The inquiry had found some officials, including former secretary and vice chairperson of GDA, were involved in the scam, and FIRs were registered against them in Dec 2017. However, action against officials found involved in the irregularities has been slow. Subsequently, GDA additional secretary wrote to the town planning department asking it to bar map approvals of any of these 137 plots."There were attempts to get the map approval of 137 plots in the Swarn Jyanti Puram housing scheme, even though there is an ongoing case in the Ghaziabad civil court over plot allotment. The additional secretary has directed the town planner to cancel map approvals for these plots, if any have been cleared already," a GDA official told TOI. The fraud is estimated to have cost the state exchequer a loss of about Rs 3 crore and an additional Rs 30 lakh in stamp duty. TOI earlier reported that the 137 plots were allegedly restored at the sector rate of 1998 — when it ranged between Rs 2,575 per sqm and Rs 2,820 per sqm. But according to the rules, the plots ought to have been restored at the prevailing sector rate of 2005-2007 or 75% of the market value, whichever was higher. The sector rate then was Rs 12,000 per sqm.

1 2 Pune: A 35-year-old finance manager working with a private company was shocked after receiving a notice from a private bank about EMI payment default on a loan of Rs 18 lakh, which he never applied for. When he checked with the bank, it was found that someone obtained the loan from the bank by preparing fake documents in the victim's name in October last year. He approached the Pimpri Chinchwad police and lodged a complaint. A team of Pimpri Chinchwad cyber police took action and traced Yuvraj Tivade (41) of Pimple Saudagar, who obtained the loan using the finance manager's name. "Investigations revealed that Tivade obtained a loan of Rs 51 lakh using fake documents. We also found loan applications of 20 people with him, which he prepared using fake documents," senior police inspector Ravikiran Nale of the Pimpri Chinchwad cyber police told TOI. Assistant police inspector Pravin Swami of the Pimpri Chinchwad cyber police told TOI that the complainant, Tivade, was working with a private finance firm's loan section. He said that Tivade took advantage of this and accessed PAN or other details from the data on the computers at the cyber cafes. "He then contacted customer care of UIDAI by posing as the PAN card holder and obtained the Aadhaar number connected to that card," he said. Swami said that by using the PAN and Aadhaar details of that particular person, he prepared fake documents required to get a personal loan. "By using this modus operandi, Tivade obtained loans collectively worth Rs 51 lakh in the names of three persons," Swami said. The officer said that in the case registered with the Chinchwad police, it was found that Tivade submitted the loan application without any photograph, the address was fake, and he also prepared a fake salary slip in the victim's name. "Tivade even opened an account in the victim's name, where the loan amount was disbursed," the officer said. Swami said that Tivade was handed over to the Chinchwad police for further investigations.
