Pakistan, Russia resolve to strengthen cooperation amid surging ‘terrorism' in Afghanistan
ISLAMABAD: Senior officials from Pakistan and Russia on Tuesday agreed to strengthen cooperation in the face of evolving 'terrorism' in Afghanistan and the region, Pakistan's foreign ministry said in a statement.
Pakistan and Russia have both struggled with threats from armed militant groups. Islamabad complains about increasing 'cross-border' attacks by the banned Tehreek-e-Taliban Pakistan (TTP) that it says originate from Afghanistan, allegations denied by Kabul.
Russia also faces threats from Daesh militants. On Mar. 22, 2024, a deadly attack at the Crocus City Hall concert venue near Moscow killed over 140 people and injured several. The attack, claimed by Daesh militants, was one of the deadliest in Russia in recent years.
Both sides discussed counter-terror strategies during the 11th meeting of the Pakistan-Russia Joint Working Group to Counter International Terrorism in Moscow on Tuesday. Pakistan's delegation was led by Special Secretary (United Nations) Nabeel Munir, while the Russian side was led by Deputy Foreign Minister, Sergey Vershinin, for talks that will go on till Wednesday.
'The two sides held an in-depth exchange of views on the global and regional terrorism landscape, with particular attention to the evolving threat posed by terrorism in Afghanistan and the region,' Pakistan's foreign affairs ministry said.
'The discussions focused around the increasingly transnational nature of terrorism and the growing need for adaptive and cooperative strategies.'
The meeting concluded with both sides reaffirming their resolve to strengthen cooperation amid shared challenges posed by militants. The two delegations also recognized that collective efforts remain essential to maintaining regional and global stability, the Pakistani foreign ministry said.
Both sides decided to hold the working group's next meeting in 2026.
Pakistan and Russia held the last meeting of the working group on Nov. 16, 2023, during which Moscow and Islamabad discussed national strategies and measures in combating 'terrorism.'
The platform provides both sides an opportunity to share their experiences and best practices in battling militancy.

Kurilla pointed to recent Pakistani operations targeting Daesh (ISIS-Khorasan), particularly in the tribal areas bordering Afghanistan. 'Through a phenomenal partnership with Pakistan, they have gone after Daesh Khorasan (Daesh) killing dozens of them through a relationship we have with them providing intelligence. They have captured at least five Daesh Khorasan (Daesh) high value individuals,' he said. 'So, we are seeing Pakistan with limited intelligence that provided them go after them using their means to do that and we're seeing an effect on Daesh (Daesh).' Kurtis added that both Pakistan and the Afghan Taliban were conducting parallel operations against Daesh along the border. Kurilla also noted the close personal coordination between military leaders, recalling that Pakistan's army chief had informed him directly of a major capture. 'Field Marshal Asim Munir called me to tell me they had captured one of the Daesh-K individuals,' he said. While Pak-Us relations have often been strained by mutual mistrust — particularly over drone strikes, militant sanctuaries, and geopolitical alignment — security cooperation between the two militaries has persisted, especially in the intelligence domain. Pakistan and the United States reaffirmed their commitment to counterterrorism cooperation during a bilateral dialogue held in Washington in May. The talks focused on threats from groups such as the Tehreek-e-Taliban Pakistan (TTP) and Daesh, both of which remain active in the region. Another round of counterterrorism talks is scheduled to take place later this month between Islamabad and Washington as part of broader efforts to rebuild ties and coordinate on shared security priorities. Pakistani man who allegedly plotted US attack extradited from Canada
NEW YORK: A Pakistani man was extradited from Canada to the United States on Tuesday to face charges of plotting to carry out an attack on Jews in New York City, the Justice Department said. Muhammad Shahzeb Khan, 20, also known as Shahzeb Jadoon, was arrested in Canada in September. According to a criminal complaint, Khan planned to travel to New York and carry out a mass shooting in support of Daesh, also known as the Islamic State (IS), at a Jewish center in Brooklyn on the October 7 anniversary of the deadly 2023 Hamas attack on Israel. 'He planned to use automatic weapons to kill as many members of our Jewish community as possible, all in support of IS,' US Attorney Jay Clayton said in a statement. Khan allegedly revealed his plans in conversations with conspirators who were actually undercover law enforcement officers, the Justice Department said. He was taken into custody by Canadian authorities in the municipality of Ormstown some 12 miles (19 kilometers) from the US-Canada border. Khan is charged with attempting to provide material support and resources to a designated foreign terrorist organization and attempting to commit acts of terrorism. He could face a maximum of life in prison if convicted.
