Cancel clearance to restaurants serving liquor without licence: Excise Department to Delhi Police

Calling for strict action against restaurants selling liquor without permission, the Excise Department has urged the Delhi Police to cancel the eating house licence for such establishments.
In the letter to the Joint Commissioner of Police (Licensing), Delhi Police, the Excise Department underlined, 'It is to inform you that recently the department conducted a surprise inspection and found that some of the restaurants are selling liquor without a valid excise licence…Sale of liquor without a valid excise licence is an offence under the Delhi Excise Act 2009 and rules framed there under…'
'The department has lodged FIRs against these offenders, and it is requested to take action against the owner of the said restaurant for selling liquor without valid excise licence in order to discourage such wrongdoers as well as to prevent loss of government revenue,' the letter further read, adding, '…It is requested to take necessary action for cancellation of eating house licence issued by your office considering that the licensee has indulged himself/herself in unlawful activities amounting to loss of government revenue.'
A senior official explained that the Delhi Police issues an eating house licence and police clearance certificate, agencies like MCD and NDMC issue health licence, and the Fire Department issues NOC and fire safety clearance to the restaurants.
The Excise Department had launched an aggressive drive against the unlicensed premises in April and conducted more than 40 raids in different parts of the city. Officials said that more than 24 restaurants and cafes were serving liquor without a valid licence.
A majority of these restaurants were located in West and Northwest Delhi in locations such as Timarpur, Rajouri Garden, Rajender Nagar, Mayapuri, Punjabi Bagh, Kirti Nagar, among others. Some of the restaurants were located in South and East Delhi in locations such as Kalkaji, Hauz Khas, Laxmi Nagar, Paharganj, Preet Vihar, among others.
'The Excise Department conducts several raids and takes action like filing FIRs against the restaurant owners…But these people come out of jail on bail and start their restaurant again after some time and repeat the same offence…So to prevent this, the department has written to Delhi Police and other departments that give licences and other permissions to a restaurant,' said a senior official.
Following the crackdown, officials said, the Excise Department has received at least 10 applications from restaurants seeking a licence to serve liquor on their premises.
Earlier this month, the department also issued a five-day deadline to all the defaulting Hotel, Clubs, and Restaurants (HCR) licensees for submitting a police clearance certificate (PCC). It warned of strict action under the Delhi Excise Act and Rules.

"The system's linkage with the Facial Recognition System (FRS) will further enhance its capabilities. Using FRS and iris scans, even partially visible faces of suspects can now yield potential matches," another senior police officer said, adding, detailed information on a person's modus operandi will also be available, enabling police to anticipate and prevent crimes more effectively. When contacted, Special Commissioner of Police (Crime) Devesh Chandra Srivastava said, "The goal is to bring in more reliability, accuracy and speed so that we can correctly identify and track criminals using latest technology in day-to-day policing." With enhanced search and upload functions, police personnel can now use specific keywords to identify patterns and link them to individuals using biometric matches. Police said this will ensure precise identification of a suspect by cross-referencing traits with biometric data. "This consolidated system will undoubtedly prove to be a valuable tool for Delhi Police, enabling them to stay one step ahead of criminals and make the city a safer place for its residents. With this cutting-edge technology, police can now access a wealth of information on criminals in one platform, leading to better crime control and prevention," said a senior police officer. Additional biometric features like voice recognition and footprint analysis further aim to strengthen the system, ensuring that even if criminals attempt to change their identity, their core physical traits remain traceable. Each individual is assigned to a unique identification number, eliminating redundancy and enabling seamless tracking within the criminal database.

Ahead of Eid-ul-Azha celebrations, the Delhi Police have stepped up security arrangements across the national capital to maintain law and order and ensure peaceful celebrations, officials said on Friday. Elaborate deployments have been made in sensitive areas, with the Rapid Action Force (RAF), paramilitary forces, and local police teams have been mobilised. Multiple check posts have been set up across Delhi and electronic surveillance has been intensified to monitor suspicious activity. A senior police officer said, "Strict vigilance will be maintained across the city. We will closely monitor social media for any misinformation or attempts to incite communal tension. Action will be taken against violators as per law." The officer added that public animal sacrifices, prayers in public spaces without permission and the sacrifice of prohibited animals are not allowed during the festival. To foster communal harmony and coordination, police officials have conducted a series of Aman Committee meetings with local religious leaders and community members in various districts. "Foot patrolling, drone surveillance in sensitive zones, and enhanced night vigilance are part of our comprehensive safety strategy," the officer added. New Delhi: Delhi Chief Minister Rekha Gupta's security was increased on Friday after a caller issued a death threat by dialling up the police control room in the neighbouring city of Ghaziabad, an official said. The caller, who made the death threat to Delhi Chief Minister, turned off his mobile phone immediately after communicating the message to the PCR at 11 p.m. on Thursday, said Ghaziabad's Deputy Commissioner of Police (City). The inter-state coordination cell of Ghaziabad Police informed the Delhi Police about the death threat call made in connection with the Delhi Chief Minister, said an official. The police said the SIM owner of the phone from which the death threat was issued to Ms Gupta had been identified with the help of the telecom company, but the phone has remained switched off since 11 p.m. on Thursday. The threat is likely to impact Rekha Gupta's public interactions as her security ring is being strengthened. Threats and attacks on the Delhi Chief Ministers are not new. In 2019, former Chief Minister Arvind Kejriwal was slapped by an autorickshaw driver. The accused was upset with Kejriwal for "not fulfilling" poll promises. In 2016, black ink was thrown at Mr Kejriwal during an official event at Chhatrasal Stadium in Delhi. A woman from a Punjab outfit had attacked Kejriwal to protest an alleged scam in issuing stickers for CNG vehicles in the city. Mr Kejriwal was addressing a public meeting on the success of his government's "odd-even" vehicle rationing system when the attack took place. Even in the run-up to the Assembly elections in February 2025, there was a security scare when a liquid was thrown on Mr Kejriwal while he was undertaking a padyatra in the Savitri Nagar area of Malviya Nagar colony in Delhi.
