Fact Check: Scottish wildlife report did not recommend outright cat ban

A report by Scotland's advisory body for animal welfare, which contains a range of recommendations for responsible ownership of cats, has been misrepresented online as evidence of the Scottish government considering an outright ban on keeping cats as pets.
The Scottish Animal Welfare Commission (SAWC), a group of experts appointed by the government, opens new tab to advise on wildlife and companion animal protections, published its independent report, opens new tab on the welfare of domestic cats in January.
The SAWC report makes multiple recommendations to the government, such as mandatory chipping and registration of owned cats, but there is no recommendation to ban them outright.
One section on fertility and reproductive activity lays out a range of options from 'do nothing' to containment of cats in vulnerable areas, where wildlife is more at risk, with one suggestion that new housing developments could introduce rules against cats being kept in conservation-sensitive sites.
However, the SAWC's recommendation based upon the options listed is for Scotland's natural heritage agency NatureScot to commission a report on the effects of cat containment on wildlife, a definition of vulnerable areas, and possible restrictions on the introduction of cats to households in such areas.
'It did not suggest banning cat ownership,' a SAWC spokesperson said to Reuters.
'The SAWC report offered various recommendations for responsible cat ownership, which mostly focused on the welfare of cats themselves (such as microchipping, neutering, vaccination etc), although we did also consider the wider impacts of cats on other species,' they added.
A Scottish Government spokesperson said to Reuters: 'Banning cats is not a recommendation of the report and we will, under no circumstances, be banning cats.'
VERDICT
Misleading. The report does not recommend a ban on cat ownership in Scotland. In one section about fertility and reproductive activity, the report lists multiple options for action – beginning with Option 1, to 'do nothing' - and includes one suggestion that housing developments in conservation-sensitive areas restrict the introduction of cats to these areas. The SAWC ultimately recommended more research and another report.

A 10-year-old child was caught carrying a knife in Edinburgh as "truly shocking" new figures reveal dozens of children - including primary school pupils - have been found with blades across Scotland this year. Police Scotland seized knives from at least 91 under-18s in 2024 using stop-and-search powers, meaning a child is being caught with a weapon every four days. ‌ The alarming statistics come just weeks after the death of schoolboy Kayden Moy, the third teenager to lose his life to youth violence in the past year. ‌ Multiple incidents involving children as young as 12 being caught with knives occurred in Edinburgh, Ayrshire, Glasgow and Lanarkshire, according to an analysis by justice magazine 1919. More than a dozen 13-year-olds - including two girls - were also subjected to positive blade searches. Teens now account for almost a third of positive knife searches across all age groups. The disturbing incidents prompted warnings of a 'youth violence epidemic' which has been repeatedly highlighted by the Record's Our Kids... The Scottish Government is now under intensified pressure onto act after several high-profile cases. ‌ Labour justice spokesperson Pauline McNeill said: 'These shocking figures are yet another sign that there is a youth violence epidemic emerging in Scotland. "The SNP has created a perfect storm by cutting youth work services, letting police numbers fall, and mismanaging mental health and education. "Every one of these 91 cases is very serious for our communities and potentially for those actually carrying the weapon. ‌ "The only way to tackle this effectively is to have early intervention schemes that get to the root cause." The Scottish Conservatives blamed 'soft-touch' sentencing for under-25s, claiming it has emboldened young offenders. ‌ Sharon Dowey MSP said: 'Knife crime has spiralled out of control. There must be meaningful punishments for those who use a knife and expanded stop-and-search powers for police to act as a deterrent. "The SNP's soft-touch attitude towards justice represents an abject dereliction of duty by John Swinney's government." ‌ Scottish Police Federation chair, David Threadgold, added: "This is a concerning societal trend we now see emerging among younger members of our communities in Scotland," he said. 'Each of these statistics is a real situation which created significant risk for my colleagues, as well as potentially life changing consequences for the perpetrator, and sadly, the victims of knife crime, their families and friends. 'The solution to this problem cannot rest alone with the police; much greater and more effective preventative strategies have to be in place." ‌ First Minister John Swinney recently said the Government's strategy would focus on three steps – educating young people on the dangers of knives, police searches of people who they think may be carrying a knife and punishment of those caught with weapons. A Scottish Government spokesperson said: 'Stop and search powers should be used where lawful, necessary and proportionate. Their use in individual cases is an operational matter for Police Scotland. 'Police do use stop and search, and it is one tool to tackle violence alongside a range of other measures such as prevention and education.'

Journalists were told to show up at a car park next to the Premier Inn hotel in Hamilton after registering for an event due to take place with Mr Farage at 2.15pm today. Initially when Mr Farage failed to show up reporters thought he had been delayed. However, it then emerged at the last minute he had pulled out of the press event and instead decided to drop by to his party's campaign headquarters in Quarry Street in the town where he met Reform UK activists. "Arrived at our campaign HQ in Hamilton. Scotland needs Reform," Mr Farage wrote on X this afternoon. His social post prompted journalists to dash to the Reform UK campaign headquarters but by the time the press arrived Mr Farage had left. Three days before the crunch by-election voters in Hamilton town centre gave their views to The Herald on who they may vote for. First time voter Joshua Irwin, 17, said he would not be voting for Reform. 'I don't like what they stand for,' he said. 'Anything from Reform that comes into the house goes straight to the bin.' However, while adamant he would not be voting for Reform, he wasn't sure who he would be voting for, saying he was still making up his mind between the SNP and Labour. Chef Liam Riley, 27, however, said he was minded to vote for Reform. 'I don't like what is happening to Hamilton. There's nothing here. No opportunities. I just want to leave the UK.' Mr Riley said he had voted Yes in the independence referendum. He still backed independence but felt no progress had been made on independence since the 2014 vote. 'I'm also concerned about immigration. I think it needs to be managed better,' he told The Herald. Before dodging most of the press in Hamilton, Mr Farage visited Larkhall where he went to the Central Bar and a butcher's shop this afternoon. He also did an interview with the BBC in the bar. A Reform UK spokesman said: "Dame Jackie and Scottish Labour are getting desperate. As their party languishes beneath Reform UK amongst Scottish voters all she can do is resort to lies and personal attacks. "Meanwhile, her candidate in Hamilton, Larkhall and Stonehouse is dodging the debates. They're petrified of having their disastrous track record scrutinised."
