Sime Darby Property sets new wage benchmark

KUALA LUMPUR: Sime Darby Property Bhd's move to raise the minimum living wage for its B40 employees by 80 per cent, from RM1,500 to RM2,700 per month in 2024, could set a new benchmark for the private sector, economists say.
Economist Dr Geoffrey Williams described the initiative as a positive step, even if it falls short of the RM3,100 monthly living wage recommended by Bank Negara Malaysia and government-linked investment companies (GLICs).
On May 1, Khazanah Nasional Bhd, Permodalan Nasional Bhd (PNB), the Employees Provident Fund (EPF), Kumpulan Wang Persaraan (KWAP), Lembaga Tabung Angkatan Tentera and Lembaga Tabung Haji announced the full implementation of a living wage policy for all their permanent Malaysian employees.
The policy is part of the Finance Ministry's GEAR-uP initiative, which aims to align GLIC efforts to boost growth in key sectors.
"The six GLICs have committed to the RM3,100 living wage in line with the Belanjawanku and Bank Negara estimates. So the RM2,700 is a little below that but still a good threshold," Williams told Business Times.
Williams added that the decision reflects the ability of large companies, particularly government-linked companies and GLICs, to increase base pay for lower-income workers.
"This is a good move that will clearly help their lower-paid staff. However, they should disclose how many people will benefit," he said.
As of February 1, 2025, the national minimum wage in Malaysia stands at RM1,700 for all employees in businesses with five or more staff, as well as those under the MASCO (Malaysia SME and Small to Medium Enterprises) sector. Employers with fewer than five workers have until August 1, 2025, to comply.
Putra Business School economic analyst Prof Dr Ahmed Razman Abdul Latiff praised the move by Sime Darby Property, noting that the RM2,700 wage is close to the national median income level.
Razman said this has wider implications than just simply providing better financial support, as higher wages mean the workers will have a higher contribution to their Employees Provident Fund (EPF) account, which subsequently will help them to have a higher quality of life after retirement.
"This decision should be emulated by other large corporations, especially for those hiring many workers who live in urban areas.
"It will also reduce the salary inequality between top bosses and their workers, where the gap is currently increasing," he told the Business Times.
Meanwhile, Bank Muamalat Malaysia Bhd chief economist Dr Mohd Afzanizam Abdul Rashid said the decision could set a new benchmark and attract talent in a competitive labour market.
Citing the trend in the labour markets, Afzanizam said the own-account workers (OAW) have been growing quite persistently at 2.9 per cent per annum between 2019 and 2024 to 3.1 million.
"With youth increasingly turning to gig work and self-employment, substantial wage increases can help address labour shortages, though benefits like flexible hours and career development are also key," he said.
Afzanizam added that while RM2,700 is a good start, the adequacy of income depends on location and family size.
Citing EPF's Belanjawanku guide, he noted that a single person in the Klang Valley typically needs RM2,800 monthly, while a family with one child may need over RM6,400.
"Hence, we need to understand that salaries should reflect the skillset and qualification but at the same time, real income, which will consider the cost of living, also matters. This may require different policies and approaches in order to ensure that the cost of living will remain manageable," he said.
Meanwhile, Sime Darby Property chairman Datuk Rizal Rickman Ramli said the wage adjustment took into account the increased cost of living and aimed to provide better financial support for lower-income employees.
"This initiative highlights our commitment to financial stability and the well-being of our workforce, particularly those most impacted by rising living costs," he said in the group's integrated annual report 2024.
As of March 28, Sime Darby Property's major shareholders included PNB's unit Amanah Saham Bumiputera with a 36.73 per cent stake, EPF with 11.08 per cent, KWAP with 6.25 per cent and PNB with 5.23 per cent.

It said in a statement the IPO encompasses a public issuance of 112.5 million new ordinary shares, representing 22.5% of its enlarged issued share capital, as well as an offer for sale of 30 million existing shares, representing 6% of its enlarged issued share capital. 'Out of the 112.5 million issue shares, 25 million shares will be made available to the Malaysian public via balloting, with 10 million shares to its eligible directors, employees and persons who have contributed to the success of the group, 15 million shares will be made available by way of private placement to selected investors, while 62.5 million shares will be made available by way of private placement to Bumiputera investors approved by the Ministry of Investment, Trade and Industry,' it said. Additionally, 30 million offer shares will be for selected investors by way of private placement. Group managing director Ong Mum Fei said the signing of the underwriting agreement with Alliance Islamic Bank would provide the company with the financial resources and flexibility needed to accelerate its strategic growth plans. 'As we expand our capabilities, we are committed to enhancing our competitive position within Malaysia's cleanroom industry, as well as executing our geographical market expansion plans in Indonesia, Singapore and Sarawak, through the IPO proceeds,' he said. Meanwhile, executive director Foo Siang Leng said the outlook of the cleanroom industry is positive, supported by steady growth in the semiconductor and electronics, data centre, pharmaceutical and food and beverage sectors, alongside the initiatives under Malaysia's New Industrial Master Plan 2030. PETALING JAYA: The Inland Revenue Board's (IRB) decision to exempt micro enterprises from e-invoicing and to give small and medium enterprises more time to comply with the mandate is a positive step that will help ease the current difficulties faced by businesses in the country. The Small and Medium Enterprises Association of Malaysia (Samenta) stated that IRB's exemptions are not only timely but also reflect an understanding of the real challenges faced by small businesses on the ground. 'We have provided input on both issues, and we are grateful that the government has shown genuine care and support for our most vulnerable enterprises,' Samenta national president Datuk William Ng said. 'We are especially heartened by the government's decisive move to permanently exempt businesses earning less than RM500,000 annually from the e-invoicing mandate. 'This exemption spares our smallest traders, hawkers and family-run shops, many operating without digital infrastructure, from compliance burdens that could have forced them to shut down or operate informally,' he added. Ng said the postponement of e-invoicing requirements until Jan 1, 2026, for businesses earning below RM5 million a year provides SMEs with much-needed time to prepare, strengthen their skills and adjust to new demands. This flexibility is essential for SMEs to survive and grow in today's changing economic environment, he added. On Thursday, IRB announced that the e-invoicing implementation for taxpayers with annual income or sales between RM1 million and RM5 million is postponed to Jan 1, 2026, while those below RM500,000 are exempted, and the deadline for those up to RM1 million is extended to July 1, 2026. The board also set a new e-invoicing implementation timeline: Phase 3 for taxpayers with annual income or sales between RM5 million and RM25 million starts on July 1, 2025; Phase 4 for those earning RM1 million to RM5 million begins on Jan 1, 2026; and Phase 5 for taxpayers with income up to RM1 million will commence on July 1, 2026. On the government's decision to postpone the permit requirement for the use of subsidised liquefied petroleum gas, Ng said: 'In response to the concerns of our street-level food operators, the temporary waiver of liquefied petroleum gas permit requirements will go a long way in safeguarding the daily livelihoods of thousands of families and small traders. It may be a small administrative change, but it carries significant implications for business continuity and the cost of living.' Without these timely measures, he said, Malaysia could have faced the potential collapse of thousands of small businesses, particularly those in the micro and informal sectors. Ng pointed out that the government's proactive stance has averted what could have become a national micro-business crisis. 'More importantly, these decisions send a clear message that the government sees SMEs as a central pillar of our economy and is responsive and willing to amend policies based on feedback from the ground,' he said, adding that Malaysia is a country where small businesses are treated with respect and understanding.
