Melaka Vape Ban: Executive Council to Deliberate Proposal
MELAKA: The proposal to ban the sale of electronic cigarettes or vapes in Melaka will be tabled and discussed in more detail at the State Executive Council (MMKN), said state Health, Human Resources and Unity Committee chairman, Datuk Ngwe Hee Sem.
He said this shows Melaka's high commitment to public health given that there have been many cases of lung-related diseases linked to the use of vapes recorded by the state Health Department lately.
'We are seeing more and more health cases involving vapes. So there is a need for us to bring this issue to the MMKN meeting so that a decision can be taken on the sale of vapes,' he said.
He was speaking to reporters after officiating Melaka's 2025 World Tuberculosis Day and the Wellness On Wheel Roadshow in conjunction with the People's Representative Programme for the Sungai Udang state constituency at Japerun Sungai Udang here today.
Also present were the state's senior executive councillor for Housing, Local Government, Drainage, Climate Change and Disaster Management Datuk Rais Yasin. who is also the Sungai Udang seat coordinator and Melaka Health Department director Dr Ruzita Mustaffa.
Meanwhile, Rais said his committee and the local authorities (PBT) would act in accordance with the decision made by the MMKN regarding the sale of vape later.
'We will look at the framework of the proposal that the state Health Department will bring to the upcoming meeting and the PBT will implement it when the time comes. If the decision is to ban (sales), we will follow it,' he said.
He said that so far, the number of applications for vape sale permits and licensed vape sales in Melaka is quite high.
'But for me, what we are more worried about are traders who are hiding behind electronic device sales licences. So if there is an order to ban it, we will do so and it will make enforcement easier,' he said.
Commenting further, he said assistance from the federal government is also needed, in terms of standardising regulations or banning vape nationwide.
'However, we will look at it from all angles, including (e-cigarette and vape) entrepreneurs, and we want a win-win situation. At the same time, we will continue to prioritise public safety and health,' he said.

(AFP pic) MANILA : Philippine medical authorities today warned of a looming 'public health emergency' as HIV infections have soared this year, with young males especially hard-hit. On average, 57 new cases a day were tallied in the country of 117 million people over the first three months of 2025, a 50% jump from a year earlier, health department data shows. 'We now have the highest number of new cases here in the Western Pacific,' health secretary Ted Herbosa said in a video message released today. 'What is frightening is, our youth make up many of the new cases,' he said. 'It would be in our interest to (declare) a public health emergency, a national emergency for HIV to mobilise the entire society, the whole of government to help us in this campaign to reduce the number of new HIV cases,' Herbosa added. The health department said 95% of newly reported cases were male, with 33% aged 15 to 24 and 47% aged 25 to 34. The government did not explain the causes behind the surge, which it said had set back government attempts to hit global targets set by a United Nations campaign to end the AIDS epidemic by 2030. Under Philippine law, the president can declare a health emergency if an epidemic poses a threat to national security. The start of the Covid-19 pandemic in 2020 was the last time that was done. Just 55% of those living with HIV in the Philippines have been diagnosed, the health department said, while only 66% of those diagnosed are on life-saving antiretroviral therapy. Sexual contact remains the predominant mode of transmission, with the bulk of cases since 2007 attributed to men having sex with men. HIV cases have been on the rise in the Philippines since 2021, with 252,800 people estimated to be living with HIV in the country by the end of this year.

US FDA approves Moderna's next-gen mNEXSPIKE Covid vaccine for adults 65 and older, high-risk individuals
Moderna Covid vaccine approved for those 12-64 with risk factors Moderna expects mNEXSPIKE to be ready for 2025-2026 season Vaccine easier to distribute in developing countries WASHINGTON, May 31 — The US Food and Drug Administration has approved Moderna's next-generation Covid-19 vaccine for everyone aged 65 and above, the company said today, the first endorsement since the regulator tightened requirements. The vaccine has also been approved for people aged 12 to 64 with at least one or more underlying risk factors defined by the Centers for Disease Control and Prevention, Moderna said in a statement. The company said it expects to have the vaccine, called mNEXSPIKE, available for the 2025-2026 respiratory virus season. 'The FDA approval of our third product, mNEXSPIKE, adds an important new tool to help protect people at high risk of severe disease from Covid-19,' CEO Stephane Bancel said in the statement. The Department of Health and Human Services, under the leadership of long-time vaccine skeptic Robert F. Kennedy Jr., is tightening regulatory scrutiny on vaccines. The FDA said on May 20 it planned to require drugmakers to test their Covid booster shots against an inert placebo in healthy adults under 65 for approval, effectively limiting them to older adults and those at risk of developing severe illness. The Moderna vaccine can be stored in refrigerators rather than freezers, to offer longer shelf life and make distribution easier, especially in developing countries where supply-chain issues could hamper vaccination drives. The Centers for Disease Control and Prevention, which Kennedy also oversees, said on Thursday that Covid vaccines remain an option for healthy children when parents and doctors agree that it is needed, stopping short of Kennedy's announcement days earlier that the agency would remove the shots from its immunisation schedule. The CDC announcement eases investor concern to some extent, analysts say, as it keeps the existing framework for older adults and at-risk people who generally seek out the shots. FDA leaders have said 100 million to 200 million Americans would still be eligible for annual shots. Moderna is betting on its newer messenger RNA vaccines as it grapples with waning demand for its original Covid vaccine Spikevax and lower-than-expected uptake of its respiratory syncytial virus vaccine. The approval for mNEXSPIKE was based on late-stage trial data, which showed the shot was not inferior in efficacy compared to Spikevax in individuals aged 12 years and older. The shot also showed superior efficacy compared to Spikevax in adults 18 years of age and older in the study. Kennedy has kickstarted a major overhaul of health departments, laying off thousands of employees to align with President Donald Trump's goal of dramatically shrinking the federal government. This has further ignited worries about potential disruptions to the regulatory review of treatments and vaccines. The CDC's outside panel of vaccine experts in April discussed recommending the booster shots only for populations at risk of severe Covid-19 for the upcoming immunisation campaign. The FDA approved Novavax's Covid vaccine Nuvaxovid this month, limiting its use to older adults and people over the age of 12 with conditions that put them at risk due to the illness. Conditions that constitute additional risk range from illnesses such as diabetes and heart disease to behaviours like physical inactivity and substance abuse, according to the CDC. While Moderna's shots, as well as Pfizer-BioNTech's Comirnaty, are mRNA-based, Novavax's vaccine is protein-based and takes longer to manufacture. Melaka records 530 dengue cases
MELAKA: A total of 530 dengue cases were recorded in Melaka during the Jan 1 to May 24 period, said Chief Minister Datuk Seri Ab Rauf Yusoh. He said of this number there were 347 cases in Melaka Tengah, Jasin (124 cases) and Alor Gajah (59 cases). 'During this period, 16 dengue outbreaks were reported and the state government cannot remain silent as dengue fever cases pose a threat to Melakans. 'All clean-up steps including gotong-royong programmes are very important in breaking the breeding chain of the Aedes mosquitoes,' he told reporters after officiating the Melaka-level Mega Gotong-Royong to Combat Aedes Programme, held in conjunction with the Wakil Rakyat Untuk Rakyat (WRUR) programme for the Sungai Udang state assembly, at the Desa Tun Razak Malaysian Armed Forces Quarters in Sungai Udang here today. The event was also attended by the state assembly coordinator, who is also the senior state executive councillor for Housing, Local Government, Climate Change, Drainage and Disaster Management Datuk Rais Yasin. Elaborating further, Ab Rauf said all community leaders, state assemblymen, and local authorities (PBTs) are urged to intensify phased gotong-royong programmes in their respective areas every month. He said, for example, this effort can be carried out through the implementation of the 'One Hour Every Saturday, Take Time to Find and Destroy Aedes Mosquito Breeding Places' campaign, which is also organised by the state Health Department as a collective effort to eradicate the dengue threat at its roots. 'Melaka has proven its success in various aspects such as investment, tourism and we must also prove our success as a clean, healthy and dengue-free state,' he also said. He added that maintaining cleanliness and environmental health is everyone's responsibility and not just the responsibility of authorities like the PBTs.
