Dublin city centre street planned to become traffic-free next month

Parliament Street could become traffic-free as early as next month.
According to Dublin City Council, currently almost 90 per cent of users on the street are walking or cycling. Plans to pedestrianise the street are included in the Dublin City Transport Plan 2023 - and a two week non-statutory public consultation launched today.
The proposed measure plans to reallocate the space to walking and cycling whilst providing greening and seating. It is hoped the measure will be implemented late next month.
The following details have been proposed:
Between Essex Quay and Essex Gate, this section of Parliament Street will be permanently traffic-free with only pedestrians and cyclists permitted in this space. The road level in this section will also be raised to the existing kerb level.
The current west to east traffic flow between Essex Gate and Essex St East will remain open for all vehicles at all times
The section of Parliament Street between Essex Gate and Lord Edward Street will be traffic-free with deliveries allowed between 6am and 11am daily. Following consultation with locals, local access will also be permitted between 6am and 11am. The existing kerb line will remain as is currently in this section
Two-way cycling will be permitted on Parliament Street
A new two-way cycling link will be created on the east side of Grattan Bridge. The traffic lanes will be reduced to one right turn lane only on the bridge.
A two-way cycling link will be created on the east side of Capel St between the quays and Strand Street little. Northbound cycling will also be permitted on Capel Street to complete a full 2 way cycling link between Dame Street and Bolton Street.
The Council hopes the that the project will proceed through a phased implementation and review process over the coming months. The traffic-free arrangement is at present scheduled for implementation in late June, with a comprehensive report evaluating the first six months of implementation planned for December and January.

'The deliberate Israeli missile strike on their home can only be described as one of the most heartbreaking tragedies to befall a paediatrician who dedicated her life to saving children, only to have her own motherhood stolen from her in a moment of fire, death and destruction,' he said. Cllr Bree further proposed that the Council also extend its sympathy to Dr Ali Al Najjar, who has looked after so many local people in Sligo University Hospital, on the deaths of his beloved nephews, nieces and brother in law Cllr Bree added that the agony and heartbreak that Dr Alaa and her extended family feel today could only be imagined> The UN's special rapporteur for the Palestinian territory described the attack as a 'new phase of genocide' facing Palestinians in the besieged enclave, he said. 'While offering our sympathy and solidarity we hope and pray that Dr al-Najjar's sole surviving child, 11-year-old Adam, who was severely injured, will receive the necessary medical treatment and survive. I would ask members, as a mark of respect to observe a minute's silence,' said Cllr Bree. Meanwhile, speaking on a separate motion tabled by Cllrs Arthur Gibbons, Gino O'Boyle, Thomas Healy and himself, Cllr Bree said they must recognise that 'what is happening in Palestine and Gaza today is not a war; it is a campaign of starvation, destruction and ethnic cleansing. Palestinian men, women and children are being exterminated as the world looks on.' He added that the Irish Central Bank is facilitating the sale of Israeli war bonds, raising €4.5 billion for Israel's campaign of genocide against the Palestinian people. Following criticism the Central Bank recently wrote to the Dáil Finance Committee and said, for it to stop facilitating the sale of the bonds, it needed either the EU or the Dáil to intervene. 'It is just over a year ago since the Government recognised the State of Palestine, sending a message to the world that Ireland stands with the people of Palestine and Gaza. ADVERTISEMENT 'However in the intervening period the Irish Central Bank has been facilitating the sale of Israeli war bonds. 'Section 5A of the Central Bank Reform Act states: "The Bank is required to perform its functions and exercise its powers in a manner consistent with the Rome Treaty and the ESCB Statute." 'Article 3.5 of that Treaty on the Functioning of the European Union says: In its relations with the wider world, the Union shall uphold and promote its values and interests and contribute to the protection of its citizens. It shall contribute to peace, security, the sustainable development of the Earth, solidarity and mutual respect among peoples, free and fair trade, eradication of poverty and the protection of human rights, in particular the rights of the child as well as to the strict observance and the development of international law, including respect for the principles of the United Nations Charter. 'In January of 2024 the International Court of Justice found that the Palestinian people in Gaza had "plausible rights" to be protected from the imminent risk of genocide. 'This ruling triggered obligations under the Genocide Convention for countries, including Ireland, to take all possible action to prevent genocide. 'So therefore enacting legislation and regulations to allow the Minister for Finance to prohibit or impose restrictive measures on the sale or purchase of any security or class of security that is issued by or on behalf of the state of Israel, would be in compliance with the Rome Treaty. "The International court of Justice opinion clearly stated not only that we should act but that we have a legal obligation to act and to do absolutely everything that we can. It demands that every state look at every possible lever to exert pressure on Israel. A motion which was tabled jointly by Councillors Gino O'Boyle, Arthur Gibbons, Thomas Healy and Cllr Bree called on the Government to introduce the necessary legislation and regulations, to allow the Minister for Finance to prohibit or impose restrictive measures on the sale or purchase of any security or class of securities that is issued by or on behalf of the State of Israel.

More info Scores of people have taken part in a demonstration in Dublin calling for action over a shortage of education provision for children with additional needs. It comes after a number of children with autism have not yet received an allocated school place. The Equality in Education protest assembled at the Garden of Remembrance, with many holding banners calling for equality in education provision. It comes after the group slept outside Leinster House in April to highlight the issue. A number of representatives from Opposition parties were in attendance. Sinn Fein president Mary Lou McDonald said the children are being failed. 'These are children who have an equal right to a full education as any other child. They have parents who in many cases have written literally dozens of applications to various schools only to be told that their child cannot be accommodated,' she said. 'They have mounted a campaign which has seen them sleep outside the Dail… they're here today to simply say that no child should be left behind. Every single child is entitled, socially, morally and legally to an appropriate school place. 'The Government talk a lot about the needs of people with disabilities, they're talking about prioritising the needs of children, well, we're not seeing that here, what we see here are stressed-out, traumatised and very, very distressed parents, and children who are being failed comprehensively. More info A shocking 202 greyhounds died while racing in Ireland last year. The figures were disclosed by Senator Chris Andrews in the Seanad. In 2024, 202 dogs died racing. Some €19 million of taxpayers money is going to the greyhound industry every year. "In 2019, Prime Time highlighted that 6,000 greyhounds died because they did not run fast enough. The death rate is as high today as it was then. "Traceability is an absolute shambles." The Dublin-based Sinn Fein Senator was speaking after attending a presentation by Working Animal Guardians, namely Greyhound Action Ireland, Greyhound Awareness Cork, and Ban Bloodsports. Senator Andrews told how in March 2021, there was a commitment given that there would be four care homes set up for greyhounds – but only two have been set up since then. He said: "In 2024 those two care centres got €291,000. Do you know how many they rehomed? Thirty six dogs were rehomed. "This means the cost of rehoming a greyhound by these care homes works out at €8,000. It makes the bike shelter look like good value." He added: "This is where €19 million in greyhound funding is going. This funding needs to be investigated independently." Mr Andrews demanded Agriculture Minister Martin Heydon attend the Seanad to explain what is going on and for an independent investigation to be set up. He said: "I ask that there be an investigation and we have the minister in to discuss it. You can not make this stuff up. Rescues do a lot better. "There were reports recently that a kennel in Roscommon was raided and 50 dogs removed because of the shocking condition they were in. There are so many issues we are failing dogs and animals on."
