Australia is set to embrace energy from waste, but should it?

Overlooking the huge Woodlawn landfill about three hours from Sydney, the scale of Australia's waste challenge is laid bare.
All day, every day, a procession of trucks make their way to the bottom of the former open pit mine and dump their loads of rubbish.
Nearly half of Sydney's non-recyclable waste winds up here.
"1,000,000 tonnes (per year) arrives here at Woodlawn on a train," CEO of Veolia Australia and NZ, Richard Kirkman told 7.30.
"That's what we do with it. We put it in this landfill."
Just down the road from the landfill, Veolia is proposing to build a plant that will burn rubbish in a high-tech furnace to produce electricity. The technology, known as energy from waste, is common around the world.
"There's an incredible opportunity, I think, in Australia to convert from land-filling our residual waste to move to energy from waste," Mr Kirkman said.
The proposed energy from waste plant at Woodlawn would burn 380,000 tonnes of rubbish a year, producing enough electricity to power about 40,000 homes.
But it will also emit carbon dioxide into the atmosphere when rubbish is burned, and produce tens of thousands of tonnes of bottom ash — in the form of non-combustible materials like stones, grit, glass, and rocks.
There are currently 11 energy from waste plants either operating or proposed across the country.
In the Perth suburb of Kwinana, Australia's first energy from waste plant opened in 2024 after years of delays. Another plant, located in East Rockingham, Western Australia, is almost complete.
Six energy from waste plants are planned in Victoria, two in New South Wales, and one in Queensland.
Proponents have long argued that energy from waste is more sustainable than landfill because energy is created from what would otherwise be thrown away.
But many critics argue that the practice should be known by what we used to call it: incineration. And they dispute that it is in any way sustainable.
"I don't want my kids to grow up in a throwaway society, one that is unsustainable and where your attitude to waste is, 'I can just toss it away because we can throw it in an incinerator and burn it'," said farmer Tom Martin, part of the Longwater Agricultural Association, a local group trying to stop the Woodlawn project.
For decades energy from waste plants surged in Europe. There are now 500 plants that provide electricity and heating and Denmark was a pioneer.
Copenhagen's Amager Bakke plant is famed for its ski run on the roof, where visitors can enjoy downhill fun literally on top of rubbish.
But University of Copenhagen researcher Stine Madsen says that recently — as Denmark focuses on its greenhouse gas emissions target — the perception of energy from waste has changed dramatically.
"There's really a growing focus on the CO2 emissions that come from waste incineration. And to meet that national target, incineration is considered problematic because it leads to CO2 emissions," Ms Madsen said.
Mr Kirkman says emissions from energy from waste plants are far less damaging than those from landfills.
"We have to reduce the methane we emit from landfills, and it's proven that [energy from waste] is better. That's why it's public policy," he said.
The emissions are just one problem Denmark has with the process. The country doesn't produce enough rubbish to keep them going and has to import waste to keep the plants running.
"You have a state-of-the-art facility, but you also need to feed it with waste … and the whole narrative around waste is changing."
Near the proposed Woodlawn plant in NSW, many locals are angry. State policy bans incinerators in metropolitan Sydney, but not in the areas where they live.
"We feel very discriminated against," said Paige Davis from Communities Against The Tarago Incinerator (CATTI).
"The NSW government has decided from a precautionary principle that incinerators can't be built in Sydney because of the risk to human health and the environment. What about us? Why don't we count?"
Local farmer Tom Martin worries for the health of his livestock, with the energy from waste plant just five kilometres away. He believes if incinerating rubbish isn't suitable in Sydney, it shouldn't be suitable near his farm.
In the Melbourne suburb of Hampton Park, Jill Nambu and her neighbours are opposing a new waste transfer station.
Hundreds of rubbish trucks a day could be coming and going for the next 25 years.
Veolia, which runs the landfill site wants to build a waste transfer station for rubbish. Trucks will then carry trash to a proposed energy from waste plant in Maryvale, 120 kilometres away in Gippsland.
"It makes me want to cry," Ms Nambu said.
"I don't understand why they have to put it literally right in a community residential area."
Groups opposed to the waste transfer station have also protested at Victoria's parliament.
Veolia's development application was refused by the state's Environmental Protection Agency, but the company is appealing the decision.
Mr Kirkland says he understands why locals may object to these projects but believes they are essential.
"Every week they put their bin out, and it has to be collected, and it has to go somewhere."

NSW motorists are sitting on a $130m bonanza and have just over two weeks to claim it back in toll relief. The NSW government last year introduced a $60-a-week cap on tolls and under the scheme motorists can claim back up to $340 every week per vehicle. Since the cost-of-living measure was introduced by the Minns government, $139m has been claimed back by motorists, mostly in Sydney's western suburbs. And the government said that a further $130m was sitting in its coffers unclaimed. Sunday June 30 marks the final day that motorists can claim back excess tolls which were accrued in 2024. According to government numbers, Blacktown, Baulkham Hills and Auburn are the suburbs hit hardest by tolls, with $2m in relief claimed in all three suburbs since the introduction of the scheme. Over $1m in toll relief has been claimed in a further 10 suburbs - Merrylands, Marsden Park, Castle Hill, Quakers Hill, Lakemba, Kellyville, Bankstown, Greystanes, West Pennant Hills and Punchbowl. 'The $60 toll cap is a critical cost-of-living support and I am pleased to see it has been laser-like in getting to where it is needed most, suburbs like Blacktown, Baulkham Hills, Marsden Park and Bankstown,' Transport minister John Graham said.

Do security cameras deter thieves?

Joel Bentley decided to install security cameras as a preventative measure, before experiencing a break-in. He has four cameras outside his unit at Sunshine North in Melbourne, on Wurundjeri country. "I feel that it's the best approach to deterring would-be criminals from targeting my property and just to make it slightly less attractive," Mr Bentley says. With crime rates a big concern for many Australians, households are increasingly turning to technology to try to protect against thieves. But how effective are they in deterring thieves and what should you consider before buying and installing them? Allistair Baines manages a company based in Wurundjeri/Box Hill South, Victoria, which sells and installs CCTV cameras across the country. He told ABC radio program PM that he has noticed a rise in interest recently. "We are seeing a big increase in customers' inquiries," he says. "There are very new advancements in low-light technology where the cameras, they can stay in full colour so they don't revert to infrared. Ausma Bernot, a lecturer in technology and crime at Griffith University on Kombumerri lands/Gold Coast, says some cameras now have AI technology. "The [AI recognition] cameras, can distinguish between people and pets," she says. "They can be hardwired into the building, they can be cloud connected, and they can also alarm you to when they detect somebody or something outside of your home and that alert sounds on your phone on your app. "So these capabilities are quite advanced, it's almost like [having] a security guard." Mr Bentley says the cameras not only provide security, there is the added benefit of knowing when he has had deliveries arrive at his doorstep. "I'm more interested, to be honest, in knowing when my food delivery man has dropped off something at the front door or the postie if I'm not at home." Rick Brown is deputy director at the Australian Institute of Criminology at Ngunnawal/Barton, in the ACT, and has researched the effectiveness of security cameras. "CCTV is useful for preventing certain sorts of crime and they tend to be vehicle crime, particularly in car parks, property crime and crime around drug markets," he told PM. "Those are really the three where there's evidence that they work." Ms Bernot says the evidence on their effectiveness is mixed. "We do know that that cameras don't have a very strong and continued trend to help with security, especially when it comes to individual homes," she says. "But of course, when we're thinking about deterrence, making the target of the home as unattractive for the thief as possible ... "It's good to have a fence, it's good to have a dog, it's good to have any sort of device that might look like a camera, even if it's not." The Queensland Police Service says house break-ins are one of the most common crimes and can occur at any time of the day or night. It says security cameras should be viewed as one part of an overall crime prevention strategy. "A simple and effective way to review your home security is to start from the outside of your home and work inwards, using a layered approach," a QPS spokesperson says. It recommends ensuring CCTV cameras, alarms and lighting are installed and of sufficient quality to effectively detect, identify and record unwanted activities. Ms Bernot says it is important to do some research before you purchase a camera. "Cameras do not have amazing specs when it comes to night vision, and a lot of crime does happen in the dark hours of the day," she says. "But there's also that question of, if it's a nice sunny day, that the camera footage might be the most useful." Ms Bernot says another element worth considering is the risk live-streaming cameras pose to privacy. "The cameras, in theory, they're amazing, but there's also some unexpected risks that you're introducing to your home as well," she says. "Most of them are extremely hackable," she says. "We have hacked some very cheap cameras and some very expensive cameras with my team [for research]. "At the moment, the manufacturers are not really motivated to increase the cybersecurity aspects of these cameras to the level that we would want them to be at." Ms Bernot says if a camera is hacked, the live stream can be shared with others, so she advises to be cautious about what rooms you have them in. "It is actually good, if you can do it, to set the camera up on a separate network in case it is hacked, [so] it doesn't affect all of your devices," she says. "So you do have to think about if you're buying a camera, doing a little bit of research first." This article contains general information only. Source: SBS, AAP Homeowners hoping to reduce their power bills by installing solar panels are now considering whether new discounts for solar batteries will be worth it. From 1 July, the federal government's Cheaper Home Batteries Program will provide a 30 per cent discount on the upfront cost of installing eligible small-scale battery systems. But homeowners like Victorian resident Lee Bolger, who invested in solar panels a few years ago, are now experiencing dramatic drops in their feed-in tariffs and are sceptical about the added benefit of batteries. Feed-in tariffs — credits issued by energy retailers — allow solar owners to earn money for any unused electricity they generate, which is fed into the electricity grid. The rates vary across different states and electricity providers. Adam Corrigan, an energy efficiency expert and founder of Your Energy Friend, says each household is different, and there are many other energy-saving options to consider before spending thousands on solar and batteries. Bolger, who lives in the Victorian town of Great Western, says he installed 30 panels on his eight-bedroom home in March 2023. He rents out rooms in his house to boarders and says they use a lot of electricity as they often have the air-conditioning and heating on. His 12-kilowatt system cost him $12,680 after rebates and other discounts, which he estimated he could recoup in around six years. But the feed-in tariff at the time was around 12 cents per kilowatt-hour (kWh), and now he only gets around 6 cents. More drops are expected, with comparison website Finder saying the minimum rate for tariffs in Victoria will drop to 0.04 cents from 1 July, although better rates are available depending on the provider. Fifteen years ago, they were as high as 60 cents. Bolger estimates his original feed-in tariff of 12c per kWh would have saved him around $1,000 a year. When combined with the estimated $1,000 worth of electricity he saves relying on energy generated from his own system, he receives a total benefit of $2,000 per year from his solar panels. If the feed-in tariff drops to practically zero, the benefit from his panels will reduce to around $1000 a year, meaning the time Bolger would need to pay off his panels would almost double. He says the experience has made him "indifferent" about the economic benefits of solar and he won't be recommending it to others. Bolger doesn't believe installing a battery will make a difference, because his solar panels won't generate enough excess energy to store — especially in winter when it's often raining and dark — to make the purchase worthwhile. "My summer bills were ridiculously low. In winter, you will not generally get enough charge into the battery to make a big difference," he says. Corrigan says other households might be in a different position to Bolger, as the average NSW home only uses about 20kWh of electricity per day. The NSW-based energy expert, who has a 1.5 kilowatt solar system, says he uses less than 10 kilowatt-hours a day, although his cooktop is powered by gas. "[For] most homes, a 10 kilowatt or 14 kilowatt battery will get you through the night easily," he says. "However, if you are cranking your air conditioner and you've got ducted air conditioning, it's probably only going to last you two, three hours." Corrigan says batteries will work for some households and the new federal rebate does make the cost more affordable. A battery makes so much sense, because you can store that excess electricity you're generating in the middle of the day and then use it in the early evening. Finder has estimated the cost of a 10kWh battery could come down to between $6,713 – $8,904 due to the federal discount. "In Australia, the average household uses about 15 to 20kWh of electricity per day," a Finder spokesperson says. "If most of your energy consumption is in the evening and you're paying a single electricity rate — let's use 32.34c per kWh as an average based on single-rate plans in our database — then with a 10kWh battery and using 80 per cent of its capacity, you could save about $850 a year," a Finder spokesperson says. "However, the actual savings can vary depending on the type of electricity plan you have, the rates you pay, your solar panel setup, your energy consumption patterns, and how much electricity you export back to the grid." While the federal battery discount applies nationally, the states and territories also have programs that can be used to further reduce the cost. Corrigan recommends considering other options before investing in expensive solar panels and battery systems. He suggests Bolger should review his insulation and energy efficiency measures to reduce his electricity consumption. The first thing he recommends for households is to analyse their power bills and shop around to get the best deal. Making your house more energy-efficient should be the next priority before considering solar panels and, finally, batteries. If you want to make your home more comfortable, get your insulation sorted and do your draft proofing. That's your best return on investment. That's your best bang for buck. Corrigan says simple changes such as installing heavy-lined curtains and a box pelmet (which goes around the top of the curtain) can be very effective at keeping your home warm, and are much cheaper than double-glazed windows, for example. Using a thermal camera around the home can also show gaps in roof insulation where batteries might have been moved. "You only need a 5 per cent gap in that insulation blanket, and the effectiveness of that insulation — the whole blanket — diminishes by almost a half," Corrigan says. "When you get into bed tonight and you pull the doona up, just cut some holes in it, see how well it works." When considering whether to invest in a battery system, Corrigan says the first consideration is cost, as they are expensive and many people don't have the money sitting in the bank. Those who already have a solar system should check whether their inverter is battery-compatible, as this could also raise warranty issues if it needs to be replaced. Another consideration is what your next car will be. Corrigan says in one to two years, electric vehicles will be capable of vehicle-to-home and vehicle-to-grid functionality, allowing EV batteries to be used to power your home. "Some people are already doing it," he says. They are an attractive option because EV batteries generally have a huge capacity of around 50-70kWh. "You could run your home for days on it."
