A Connecticut man has pleaded guilty to felony charges in connection with a crash that killed a Hartford police officer and seriously injured another officer in 2023.
Richard Barrington, 20, appeared Tuesday in Hartford Superior Court where he took a plea bargain that required him to plead guilty to one count of first-degree manslaughter and first-degree assault with extreme indifference to human life for the death of Hartford Det. Robert 'Bobby' Garten, according to court records.
According to the arrest warrant affidavit, Barrington was pulled over by two officers with the South Street Crimes Unit on Sept. 6, 2023, at 10:24 p.m. in the area of 285 Broad St. Officers allegedly saw him run a red light and found that the registration on the 2006 Honda Accord he was driving was canceled, police wrote in the warrant affidavit.
Barrington, who was 18 years old at the time, initially pulled over for police but sped off as they approached his vehicle on foot, the warrant affidavit said. He would later tell investigators he was scared because he only had a learner's permit and the plate on the Accord belonged to another vehicle, according to the warrant affidavit. He also allegedly admitted to police he had a backpack with marijuana and a scale inside and that he had smoked marijuana about an hour before, police wrote.
The officers who conducted the stop did not pursue Barrington, the Connecticut State Police who reviewed surveillance footage found. Footage also showed that Barrington ran a red light on Broad Street at the Farmington Avenue intersection and a second red light at Asylum Avenue where he struck a cruiser with its lights and sirens on with Officer Brian Kearney and the 34-year-old Garten inside, the warrant affidavit said. The officers were responding to an unrelated call for service and were unaware that an individual had just fled a traffic stop.
Barrington allegedly told investigators he fled the crash and called a friend to tell him he was running from the police, the warrant affidavit said.

Garten, a second-generation police officer who was posthumously promoted to detective, was taken to Saint Francis Hospital and pronounced dead at 11:22 p.m.
Kearney suffered what state police described as 'life-altering' injuries, which included internal bleeding that threatened his life. He spent eight days in the hospital before he was released.
Barrington was taken to Hartford Hospital for suspected minor injuries. He was evaluated hours after the crash by a drug recognition expert who allegedly concluded that his impairment from marijuana made him unfit to drive a car, the warrant affidavit said. Blood drawn from Barrington showed the presence of THC, according to the warrant affidavit.
Barrington remains held on a $1 million bond and is expected to face sentencing on June 20. Under the terms of the plea deal, several charges are expected to be dropped, including those of operating under the influence, reckless driving, running from police and others.
'We will save our comments for Judge (David) Gold at the sentencing hearing on June 20,' Barrington's attorney, Bridgeport-based lawyer Cameron Atkinson, said Wednesday when asked for comment. 'Thanks for understanding.'
A spokesperson for the Hartford Police Union did not immediately respond to a request for comment.

Troopers received multiple 911 calls just after 11 p.m. reporting that a silver Hyundai Sonata was being driven erratically on I-91 South in the area of Exit 32, according to Connecticut State Police. A trooper stopped in the shoulder near Exit 27 and spotted the Hyundai shortly thereafter. The trooper followed the vehicle and allegedly clocked its speed at 95 mph in a 65 mph zone, state police said. The driver pulled over when prompted to do so near Exit 22 in Rocky Hill and was identified as 24-year-old Nahgee Baldwin of New Haven, according to state police. Troopers during the stop noticed a 1-year-old in the rear of the vehicle. State police said they also found that Baldwin did not have a valid license, and that the Hyundai was unregistered and uninsured. Baldwin was charged with reckless driving, first-degree reckless endangerment, improper use of registration plate, risk of injury to a minor, operating a motor vehicle without minimum insurance, operating an unregistered motor vehicle and operating without a license. She was released on a $5,000 bond and is scheduled to appear in New Britain Superior Court on June 24.

ROCKY HILL, Conn. (WTNH) — A New Haven woman was arrested Monday night and charged with reckless driving and risk of injury for allegedly driving 95 miles per hour on I-91 South with a 1-year-old child in the vehicle, according to the Connecticut State Police. At approximately 11:03 p.m. Monday, state police reported receiving multiple 911 calls regarding a Silver Hyundai Sonata allegedly driving erratically on I-91 South in the area of exit 32. A state trooper on the right shoulder in the vicinity of exit 27 spotted the Hyundai as it passed their location and clocked the Hyundai allegedly travelling at a speed of 95 mph while in a 65 mph zone. The trooper pulled the Hyundai over near exit 32 in Rocky Hill to conduct a traffic stop. The operator of the vehicle was identified as 24-year-old Nahgee Baldwin of New Haven. Troopers also observed 1-year-old in the back seat of the car. Baldwin allegedly did not have a valid driver's license and the Hyundai was neither registered nor insured. WATCH: Suspect shot at during pursuit in stolen vehicle, Dakota County Sheriff says

SOUTH SIOUX CITY, Neb. (KCAU) — A pursuit suspect was shot at during a pursuit in a stolen vehicle Sunday afternoon. According to the Dakota County Sheriff's Office, a pursuit ensued in Dakota County at around 1:45 p.m. on Sunday after the sheriff's office spotted a white Honda Accord in the area of Highway 35 and Highway 110. This vehicle had been spotted by a FLOCK camera and had been involved in a prior eluding incident. A Dakota County Sheriff's Deputy attempted to stop the vehicle, which turned into a pursuit that went through South Sioux City. Officials said that they had attempted to stop the vehicle using spike strips, but the attempt was unsuccessful. Later, spike strips were deployed on the Veteran's Memorial Bridge by the South Sioux City Police Department. After hitting the patrol vehicle, the suspect then drove toward a South Sioux City police officer, who fired a shot from their gun at the suspect vehicle. The suspect made their way into Iowa where they eventually crashed into three other vehicles while trying to wedge their way through a stoplight. In total, the pursuit lasted for about 15 minutes, officials said. The suspect in the pursuit was arrested and identified as Benjamin Horn, of Winnebago, Nebraska. Officials said that the vehicle had been identified as a car that had previously been stolen out of Winnebago two days prior to the incident. Horn is currently being held in the Woodbury County Jail on charges of reckless driving, not having a driver's license, improper use of lanes, and failure to provide security against liability. The release said that he also has a warrant in Nebraska for charges that including felony flight to avoid arrest, possession of a stolen motor vehicle, willfull reckless driving, driving under suspension, and sixty-six counts of traffic violations in connection with the pursuit on the Nebraska side.
