Faster Voter Turnout Updates: Election Commission Enables Polling Stations To Upload Data Directly
Last Updated:
The PRO of each polling station will directly enter voter turnout on the new ECINET App every two hours on polling day
There will be no more delay in voter turnout announcement by the Election Commission of India (ECI) as the poll body has allowed the Presiding Officer (PRO) of each polling station to directly enter voter turnout on the new ECINET App every two hours.
The new initiative will reduce the time lag in the update of the approximate polling trends. This comes ahead of the Bihar assembly polls, scheduled for later this year.
'The Election Commission of India is now introducing a streamlined, technology-driven system to provide timely updates on the approximate voter turnout percentage trends. This new process significantly reduces the time lag associated with the earlier manual reporting methods," an official statement reads.
The initiative is among the reforms introduced by the Commission, under the leadership of Chief Election Commissioner Gyanesh Kumar.
What The Rule Says
Under the statutory framework of Rule 49S of the Conduct of Elections Rules, 1961, Presiding Officers (PROs) are required to furnish Form 17C, detailing the account of votes recorded, to polling agents, who are nominated by the candidates and are present at the polling station at the close of poll.
While this legal requirement remains unchanged, the process of updating the VTR App, which had evolved as a facilitative, non-statutory mechanism to keep the public informed of the approximate voter turnout percentage trends is being streamlined to ensure faster updation.
Under this new initiative, the PRO of each polling station will directly enter voter turnout on the new ECINET App every two hours on polling day in order to reduce the time lag in the update of the approximate polling trends. This will be automatically aggregated at the constituency level.
The approximate voting percentage trends will continue to be published every two hours as before.
Also at the close of the polls, the PRO will immediately enter the voter turnout data on ECINET before they leave the polling station. This will reduce the delays and ensure that the approximate percentage of votes polled will be available on the updated VTR App constituency-wise after the close of polls subject to network connectivity.
Where mobile networks are unavailable, entries can be made offline and synced once connectivity is restored. This updated VTR App will become an integral part of ECINET before the Bihar elections.
So far, voter turnout data was collected manually by Sector Officers and relayed to Returning Officers (ROs) via phone calls, SMS, or messaging apps.
This information was aggregated every two hours and uploaded to the Voter Turnout (VTR) App.
The polling percentage trends were often updated hours later, based on physical records arriving late in the night or even the next day, leading to delays of 4–5 hours or more, which led to public misperceptions.
During the 2024 Lok Sabha elections, this issue was raised by a number of political parties as on some occasions, the voter turnout was announced the next day due to the delay. The reform, ahead of the Bihar polls, will help the commission in announcing the voter turnout on time.

Rahul Gandhi hits back at EC: Congress MP demands voter rolls, CCTV footage; rebuts 'evasive' reply to 'match fixing' claim
Rahul Gandhi NEW DELHI: Congress leader Rahul Gandhi on Saturday responded to the Election Commission of India 's (ECI) statement rejecting his allegations of "match-fixing" in elections. Gandhi, in a post on X, said the "dear EC" should answer the questions raised in his article instead of issuing "unsigned, evasive notes. " Responding to election commission of India's (ECI) statement, Gandhi said, "Dear EC, you are a Constitutional body. Releasing unsigned, evasive notes to intermediaries is not the way to respond to serious questions." The leader of opposition in the Lok Sabha further noted, "If you have nothing to hide, answer the questions in my article and prove it by: Publishing consolidated, digital, machine-readable voter rolls for the most recent elections to the Lok Sabha and Vidhan Sabhas of all states including Maharashtra. Releasing all post-5pm CCTV footage from Maharashtra polling booths." "Evasion won't protect your credibility. Telling the truth will," the Congress MP said. His response came hours after the ECI issued a statement calling Gandhi's allegations of "match-fixing" in the electoral process "completely absurd." The ECI said, "The entire nation is aware that each election process including the preparation of electoral rolls, polling and counting etc. Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Trading CFD dengan Teknologi dan Kecepatan Lebih Baik IC Markets Mendaftar Undo are all held by Government staff and that too in the presence of authorised representatives formally appointed by Political Parties/ Candidates from polling station upto constituency level." The top poll body added in its statement, "Any misinformation being spread, by anyone, is not only a sign of disrespect towards Law, but also brings disrepute to the thousands of representatives appointed by their own political party and demotivates lakhs of election staff who work untiringly and transparently during elections." "After any unfavourable verdict by the voters, trying to defame the Election Commission by saying that it is compromised, is completely absurd," the statement by ECI read. The election commission responded after Gandhi had shared an article of his, outlining what he described as step-by-step manipulation of the 2024 Maharashtra assembly elections. "My article shows how this happened, step by step: Step 1: Rig the panel for appointing the Election Commission. Step 2: Add fake voters to the roll. Step 3: Inflate voter turnout. Step 4: Target the bogus voting exactly where BJP needs to win. Step 5: Hide the evidence," Gandhi wrote in a post on X. "It's not hard to see why the BJP was so desperate in Maharashtra. But rigging is like match-fixing - the side that cheats might win the game, but damages institutions and destroys public faith in the result. All concerned Indians must see the evidence. Judge for themselves. Demand answers," Gandhi had said. "Because the match-fixing of Maharashtra will come to Bihar next, and then anywhere the BJP is losing," the leader of the opposition claimed in his post.

Rahul Gandhi Challenges ECI To Publish Voter Rolls, Post-5pm CCTV Footage Of Maharashtra Polls
Last Updated: Rahul Gandhi ignited a political row after he claimed that a systematic method was used to influence the Maharashtra election outcome in favour of BJP. Congress leader Rahul Gandhi on Saturday hit out at Election Commission of India (ECI) over the claims and allegations of 'electoral manipulation" in the 2024 Maharashtra Assembly elections, urging the poll body to respond to his allegations in a 'proper manner". The Lok Sabha Leader of Opposition said that 'releasing unsigned, evasive notes to intermediaries" was not a done thing to respond to his 'serious questions." Gandhi also demanded the poll body to publish consolidated data for the recently held elections and all post-5pm CCTV footage from Maharashtra polling booths. 'Dear EC, You are a Constitutional body. Releasing unsigned, evasive notes to intermediaries is not the way to respond to serious questions. If you have nothing to hide, answer the questions in my article and prove it by– Publishing consolidated, digital, machine-readable voter rolls for the most recent elections to the Lok Sabha and Vidhan Sabhas of all states including Maharashtra and releasing all post-5pm CCTV footage from Maharashtra polling booths. Evasion won't protect your credibility. Telling the truth will," Gandhi said in a post on X. Rahul Gandhi's remarks came hours after the poll body dismissed the allegations raised by the Lok Sabha LoP that there was a large-scale electoral manipulation in the 2024 Maharashtra Assembly elections. What ECI Said? The ECI hit back with a point wise rebuttal, stating that 'facts are completely being ignored." 'Unsubstantiated allegations raised against the Electoral Rolls of Maharashtra are an affront to the rule of law. The Election Commission had brought out all these facts in its reply to the INC on 24th December 2024 itself, which is available on ECI's website. It appears that all these facts are being completely ignored while raising such issues again and again," the ECI said. Following Lok Sabha LoP Rahul Gandhi's tweet on Maharashtra election, ECI says, '…unsubstantiated allegations raised against the Electoral Rolls of Maharashtra are affront to the rule of law. The Election Commission had brought out all these facts in its reply to INC on 24th… — ANI (@ANI) June 7, 2025 Adding to its rebuttal about how 'facts were being completely ignored" repeatedly, the ECI further said that such actions not only show 'a complete disregard for the law," but also undermine the integrity of thousands of party-appointed representatives and demoralise the lakhs of election officials who, it said, 'work untiringly and transparently during elections." 'After any unfavourable verdict by the voters, trying to defame the Election Commission by saying that it is compromised, is completely absurd," stated the poll body. Rahul Gandhi's Allegations The Congress leader ignited a political row after he claimed that a systematic method was used to influence the election outcome in favour of the Bharatiya Janata Party (BJP). In a post on X, the grand-old party leader summarised the key points of an article he wrote for The Indian Express, where he described the so-called electoral manipulation. In his article, Gandhi outlined a five-step process he claimed was used to tilt the Maharashtra election. 'Step 1: Rig the panel for appointing the Election Commission Step 2: Add fake voters to the roll Step 3: Inflate voter turnout Step 4: Target the bogus voting exactly where BJP needs to win Step 5: Hide the evidence," the Leader of Opposition wrote in his post. 'It's not hard to see why the BJP was so desperate in Maharashtra," Gandhi wrote in his post. 'But rigging is like match-fixing – the side that cheats might win the game, but damages institutions and destroy public faith in the result." 'All concerned Indians must see the evidence. Judge for themselves. Demand answers," Gandhi added. He also warned that what happened in Maharashtra could be repeated elsewhere. 'The match-fixing of Maharashtra will come to Bihar next, and then anywhere the BJP is losing," he said, calling match-fixed elections are a 'poison" for any democracy. Earlier at multiple occasions, Gandhi had raised concerns over the surge in new voters, particularly between the 2024 Lok Sabha and Vidhan Sabha elections in Maharashtra, highlighting that 39 lakh new voters were added in just five months after the Lok Sabha polls. 'We want to bring to the notice of the people of India some information that we have found regarding the Maharashtra elections. We have studied in detail the voter lists, the voting pattern and we have a team working on this for some time. There are many irregularities that we have found," Gandhi had said in February this year. Maharashtra Elections 2024 The Bharatiya Janata Party-led Mahayuti alliance had scored a massive and astonishing victory over Maha Vikas Aghadi in the Maharashtra Assembly elections. The unprecedented electoral sweep is a record win as no alliance has ever crossed the magic mark of 200 seats in the Maharashtra polls. The ruling Mahayuti had won 234 of the 288 seats in the Maharashtra elections, with the BJP emerging as the single largest party, winning 132 seats on its own.
