Two parallel compensations at work for domestic, international services in case of airline accidents in the country

Although many airlines have been using the same aircraft for the operations of domestic and international services, two 'parallel systems of compensation' — one for the domestic and the other for the international — are at work in the country. For instance, in the event of an accident, compensation to the victims varies depending on whether the flight was international or domestic.
For death or serious injury, international passengers may receive up to 1,13,100 Special Drawing Rights (SDR) (around ₹1.25 crore), while the compensation for the same in the domestic sector is limited to just ₹20 lakh. The SDR is the global currency for airline compensation under the Montreal Convention, valued daily by the IMF based on five major currencies and published as the official exchange rate.
Similarly, baggage claims are capped at 1,131 SDR in international flights, but only ₹20,000 in domestic. For cargo loss or damage, the limit is 19 SDR per kg internationally, compared to just ₹350 per kg on domestic flights.
Equal compensation
Speaking to The Hindu, Biji Eapen, president, Airline Users Rights and Grievances Redressal Forum (AURGRF) which submitted a representation to the Union Minister of Civil Aviation seeking to fix the anomalies in the compensation rules, said equal compensation is the right of all passengers, regardless of route or carrier type. Further, the adoption of the International Civil Aviation Organisation's (ICAO) revised compensation limits under the Montreal Convention 1999 (MC99), effective 28 December 2024, will address some of the major gaps in the area, he said.
Though the Air Passengers Rights Charter, 2019, was a positive move, the revised Montreal Convention Compensation Limits were not adopted by the country. The 1999 Montreal Convention (MC99), framed by the ICAO and International Air Transport Association (IATA), establishes a uniform global liability standard that applies equally to domestic and international airline operations worldwide.
Under MC99
As per the ICAO's revised compensation limits under the MC99, death or serious injury will attract a compensation of 151,880 SDR ($2,02,500) followed by 6,303 SDR ($8,400) for passenger delay, 1,519 SDR ($2,000) for baggage loss/damage/delay, and 26 SDR/kg ($35/kg) for cargo loss/damage. In the aftermath of the Ahmedabad plane crash, the Air India and the Tata Group announced ₹1 crore in compensation per victim, along with an interim ₹25 lakh payment. If the revised compensation limit is adopted, the compensation would be around ₹1.72 crore, said Mr. Eapen.
Considering that Indian carriers frequently operate the same aircraft across both the domestic and the international routes and participate in code-sharing with foreign airlines, a unified regulatory framework is essential. Hence, the Union government should be ready to ratify the ICAO's updated MC99 limits without delay, along with amending the 2019 Air Passengers Rights Rules to reflect international standards, said the representation submitted to the Centre.

Rajahmundry: The Akhanda Godavari project aims to transform Rajahmundry into a vibrant cultural and spiritual tourism hub. The foundation stone laying ceremony of the Akhanda Godavari tourism project, to be taken up with a cost of Rs 94.44 crore, was held at Pushkar Ghat in Rajahmundry on Thursday, in the presence of Union minister for tourism and culture, Gajendra Singh Shekhawat, deputy chief minister Pawan Kalyan, MP Purandeshwari and minister Kandula Durgesh. The project is expected to be completed by 2027, providing direct and indirect employment opportunities to around 8,000 people. Minister for culture Kandula Durgesh requested the Union minister to set up national school of drama in Andhra Pradesh. Union minister Gajendra Singh Shekhawat praised the efforts of chief minister Chandrababu Naidu and his deputy Pawan Kalyan in conceptualising projects for Andhra Pradesh's tourism development. He highlighted plans to develop Pushkar Ghat as a spiritual center and mentioned that nearly Rs 450 crore has been sanctioned for tourism development in AP under various schemes like Swadesh Darshan, PRASAD, SASCI, and CBDD. He detailed the initiatives taken under Swadesh Darshan 1.0 and 2.0, including the development of Kakinada Hope Island, Coringa Wildlife Sanctuary, Pulicat lake, Myadu beach, Araku, Lambasingi, Suryalanka beach and Buddhist Circuit. The minister emphasised the govt's commitment to sustainable tourism development, providing adventure tourism experience, and enhancing spiritual tourism through the PRASAD scheme. The minister also mentioned specific projects, such as the development of Amaravati, Srisailam temple, Simhachalam temple, and Annvaram temple. Under the SASCI scheme, Rs 95 crore has been allocated for the Akhanda Godavari project, which includes transforming Havelock Bridge into a multifunctional tourist hub and developing Bridge Lanka. The project aims to attract 10 to 15 lakh tourists annually in the initial stage, with a long-term goal of reaching 35 lakh tourists by 2035. The minister expressed confidence in completing the Akhanda Godavari project swiftly. Additionally, the minister announced plans for a lights and sound show in Puttaparthi and Araku, development of cruise and cargo terminals at Visakhapatnam port, and modernization of Tirupati railway station. The Union minister assured that the govt would provide world-class infrastructure facilities under the public-private partnership (PPP) model. The tourism sector contributed 10 per cent to the country's economy in 2023, and the aim is to increase the footfall of international tourists in India. The Akhanda Godavari project aims to transform Rajahmundry into a vibrant cultural and spiritual tourism hub. The project includes developing Pushkar Ghat into a spiritual destination, modernising the 127-year-old Havelock Bridge and restoring historical and cultural sites along the river. -

New Delhi [India], June 26 (ANI): The Union Minister of Ports, Shipping & Waterways, Sarbananda Sonowal, launched multiple tech initiatives to boost efficiency and productivity in a major maritime digital push here on Thursday, an official statement said. The launch of SAGAR SETU platform as well as MoPSW's MoU with the Centre for Development of Advanced Computing (CDAC) to develop & establish Digital Centre of Excellence (DCoE) are set to make significant strides in digital transformation as well as sustainable infrastructure development. MoPSW and C-DAC signed an MoU to establish a Digital Centre of Excellence (DCoE) for the maritime sector. This landmark initiative, announced in New Delhi on 26th June 2025, aims to accelerate digital transformation in India's maritime industry. The DCoE will provide advanced IT solutions, foster innovation, and guide the modernisation of port operations and shipping logistics through emerging technologies like AI, IoT, and Blockchain. Supporting national maritime objectives, the Centre will also prioritise green and sustainable operations, aligning with Maritime India Vision 2030 and Amrit Kaal Vision 2047. The Ministry of Ports, Shipping, and Waterways proudly launched the SAGAR SETU platform, marking a new era in India's logistics and maritime ecosystem. The Go-Live of this digital initiative, inaugurated on 26th June 2025 by Union Minister Sarbananda Sonowal, aims to enhance operational efficiency, bring in productivity and ease of doing business (EODB). Aligned with the PM Gati Shakti National Master Plan, SAGAR SETU integrates multiple service providers to offer seamless EXIM-related services. Notably, this platform connects over 80 ports and 40 key stakeholders, reflecting broad industry adoption. A standardized Scale of Rates (SOR) template for all Major Ports to enhance transparency and ease of doing business was released. Developed after extensive consultations and a comprehensive review of existing SORs and Tariff Guidelines, the template includes standardized definitions and transparent conditions for rate applications. While offering flexibility for ports to adapt to local conditions, the SOR template supports digital integration, facilitating better tariff comparisons and clearer service articulation. This initiative is set to improve trade efficiency and align the port services with evolving market dynamics. Speaking on the launch, the Union Minister of State for MoPSW, Shantanu Thakur said, 'Guided by the vision of Prime Minister Narendra Modi ji, we are standardising processes and digitising systems to make our ports more transparent, efficient, and business-friendly. The new Scale of Rates and tech-led platforms like SAGAR SETU will streamline trade, boost investor confidence, and align our maritime ecosystem with global best practices.' In a parallel but strategically aligned move toward sustainability, India's ambition to become a global leader in green hydrogen has been bolstered with the publication of 'Gateway to Green: Assessing Port Readiness for Green Hydrogen Transition in India.' This pivotal report prepared in collaboration with the Indian Ports Association (IPA), outlines a roadmap for transforming Indian ports into hubs for green hydrogen production, storage, and export. The report identifies strategic action areas such as land facilitation for green hydrogen production, stimulating demand, investing in shared infrastructure, fostering international collaboration, and adopting active investment roles. Indian ports such as VO Chidambaranar Port, Paradip Port, Deendayal Port, Jawaharlal Nehru Port, Mumbai, and Cochin are particularly well-positioned to cater to the clean energy demands of East Asia and the European Union. Towards the concluding remark, Sarbananda Sonowal said, 'India's ports are evolving into catalysts of the green hydrogen revolution, a vision of PM Narendra Modi to produce 5 million tons of Green Hydrogen by 2030. Bengaluru: The political rivalry between deputy CM DK Shivakumar and Union minister HD Kumaraswamy of JD(S) has spilled into Bengaluru's infrastructure space, as both pitch competing underground road projects to tackle the city's traffic mess. Earlier this week, he met Union minister Nitin Gadkari in Delhi to discuss the proposal. He has also proposed support for the Peripheral Ring Road to decongest the central business district. "This transformative infrastructure will serve as the backbone of Bengaluru's future urban mobility," Kumaraswamy said in a memorandum to Gadkari. Both proposals aim to decongest Bengaluru's notorious traffic, improve long-term connectivity, and fuel economic growth. But observers say the duel is as much about political one-upmanship as it is about urban planning, with both vying to be the dominant Vokkaliga face in Karnataka politics. There have been past flashpoints. The row around NICE corridor and the govt's decision to rename Ramanagara district as Bengaluru South were moves widely seen as political signalling. Taking a swipe at Shivakumar's project, Kumaraswamy said, "This 'piecemeal approach' would not solve the gigantic problem of mobility in the city. What we need is a comprehensive mobility solution that is not just futuristic, but also growth-oriented in sync with the city's brand equity as a global destination. The proposed UMURN is scientifically designed and seeks to adopt cutting-edge technology. It is aimed at reducing carbon footprint while ensuring commercial, industrial and economic growth. This drew a sharp reaction from Shivakumar, who accused Kumaraswamy of trying to create confusion. "Let Kumaraswamy explain the difference between the tunnel road project and this UMURN he is talking about," he said. "Both are underground road infrastructure projects to ensure seamless mobility linking critical points of the city. If he is sincere, then he should ensure central govt funds for Bengaluru's development instead of indulging in gimmicks like this. " Shivakumar said the tunnel road is already at an "advanced stage", with cabinet approval secured in May. "We'll soon invite global tenders for the first phase of 16.7km dubbed the North-South Corridor that links Esteem Mall at Hebbal Junction to Central Silk Board Junction in HSR Layout. The estimated cost is Rs 17,780 crore," he said. BJP, meanwhile, has thrown its weight behind its NDA partner. "We are all along opposed to the tunnel road project on various grounds including its extravagant cost even without being able to scientifically address mobility issues. Let the govt strengthen the public transport system including Metro, which has emerged as the lifeline of the city, before embarking on a misadventure like tunnel road," said PC Mohan, BJP MP from Bengaluru Central. But experts are unconvinced with both plans. YN Yellappa Reddy, former secretary, department of ecology and environment, said: "The city's terrain is predominantly rock, especially Dharwar shilt, an ancient rock formation which is harder than diamond. Blasting it would cause artificial seismic waves. Besides, the project would adversely impact groundwater and vegetation on the surface."
