Superintendent of Baton Rouge recreation agency won't seek contract renewal
BATON ROUGE, La. (Louisiana First) — BREC Superintendent Corey Wilson announced he will not be seeking a renewal of his contract with the agency at a Thursday commission meeting.
Wilson was unanimously voted in as the superintendent for BREC in January 2019. He previously served as the agency's in-house attorney and administrative executive. His contract will expire on Jan. 31, 2026.
According to Chief Operating Officer Andrea Roberts, Wilson will answer staff questions at a Monday town hall meeting. Roberts said the commission would hold off on discussing hiring a new superintendent until after the town hall meeting.
Two bills filed by State Rep. Dixon McMakin, R-Baton Rouge, for the upcoming legislative session could significantly change the agency's operations. In a statement issued by Chief Operating Officer Andrea Roberts, the agency said it is 'unaware' of McMakin's goal in filing the bills.
'Transitioning BREC under City-Parish could potentially jeopardize the funding that citizens have endorsed. We see no compelling reason to restructure, as our existing format effectively channels investments throughout East Baton Rouge Parish, resulting in significant initiatives in varied communities across the parish,' Roberts said.
HB 86 would reduce the number of BREC commission members from nine to five. The proposed bill would replace the current structure with a commission made up of mayors.
Currently, the commission consists of nine members, including:
Six appointed members chosen by the Metro Council.
Three ex officio members: the mayor-president or a designee, an East Baton Rouge Parish school board member, and a planning commission member.
If passed, this change would terminate the terms of all current commissioners and replace them with the mayors of the specified municipalities. Three members would constitute a quorum, making decisions easier to reach with fewer participants.
The second bill, HB 87, would repeal all existing statutes governing BREC, effectively eliminating the agency as an independent political subdivision of the state. Instead, the bill would transfer all obligations, property, records, and employees of BREC to the city-parish government.
The push for restructuring BREC's leadership and transferring control to the city-parish government comes just weeks after a 2022 audit revealed significant financial and operational concerns within the agency.
The audit found:
Payroll errors: Three employees were paid twice for their final termination payments, resulting in overpayments totaling approximately $42,000.
Untimely reconciliations: The agency failed to reconcile bank accounts, payroll benefit liabilities, and inventory accounts in a timely manner, increasing the risk of financial mismanagement.
Equipment theft: Multiple instances of theft totaling approximately $29,000 were reported, including stolen catalytic converters, power tools, and electronic equipment from various BREC facilities.
BREC management responded to the findings by hiring additional accounting staff and improving financial oversight. The agency also said it is reviewing internal controls and enhancing security measures to prevent further thefts.

Champaign Refugee Center reacts to sweeping travel bans and restrictions
CHAMPAIGN, Ill. (WCIA) — President Trump signed a proclamation Wednesday that bans visitors and immigrants from 12 countries and restricts the entry of people from another seven. This has some in Central Illinois, including those at the Refugee Center in Champaign scared, but Trump said it's necessary for the security of the country. 'The refugee resettlement system has multiple checks and balances, multiple security steps that the Department of State is in control of,' Wilson said. 'This isn't dependent on a country of origin.' She said Champaign County has large populations of people from Afghanistan, the Republic of Congo and Venezuela. She said this ban, although it has exceptions, could keep families apart indefinitely. 'I do think there is a tendency of this administration to demonize immigrants, especially non-Christian immigrants,' Wilson said. There are several exceptions, however. 11 INVESTIGATES EXCLUSIVE: City a no-show at Juneteenth court hearing, Judge hears arguments anyway
B. Marshall and his attorney were all ready to go for a hearing before a judge at the City-County building in downtown Pittsburgh Thursday morning, but the city attorney never showed. The city, in a statement to 11 Investigates, claimed it didn't know about the hearing before Allegheny County Common Pleas Judge Dan Regan. It was set for 9:30 a.m. after Marshall filed a petition last week asking a judge to force the city to act on his permit for his Juneteenth celebration that is two weeks away. Even though the city never showed, DiLucente was allowed to present his case to the judge. 'The city of Pittsburgh needs to step up. Time is of the essence. We are two weeks away,' DiLucente told the judge. Marshall filed a petition last week with the courts to force the city to act on his permit application for his Juneteenth festival at Mellon Park in East Liberty later this month. Marshall applied for the permit in February. He said he's been getting the run around since then. The city told 11 Investigates last week they were waiting for PennDOT to decide on closing Penn Avenue, but Marshall said today he withdrew that request more than a month ago. His attorney also told the judge that Marshall does not want to close Penn Avenue anymore. 'They (the city) continue to tell that falsehood that we are blocking off Penn Avenue, but we are not, so that's why we know the application will be permitted and the festival will go forward,' said Marshall. While the city did not attend the hearing, an attorney representing Bakery Square in East Liberty near Mellon Park did. Jon Kamin expressed concern on behalf of the more than 500 residents who live near the park. His biggest concern was with the potential closing of Penn Avenue, but after the hearing, Kamin said he was relieved that Penn Avenue wouldn't be closing, and wanted more details about the event. Kamin said his clients were concerned that residents would not be able to get in and out of their apartments if Penn Avenue were closed. 'This is just about trying to understand what the decisions are going to be, and having a seat at the table so that we can make sure we are adequately represented and everybody's safe and can have a great time,' said Kamin. Marshall believes the city is holding up the permit because of his well-publicized feud with Mayor Ed Gainey, who pulled $125,000 in funding from Marshall last year. After public outcry, the city council reinstated Marshall's funding last year. But the city also awarded a $125,000 contract to Bounce Marketing to put on an official city celebration last year. 11 Investigates learned that this year, the city is scaling back the celebration. It won't be organized by a marketing firm, buy by the city's Department of Parks and Recreation. Marshall also has food and vendors lined up, as well as activities and games for everyone. He's expecting 65,000 people to attend the festival. After the hearing Thursday morning, Marshall and his attorney said they were both optimistic about the outcome of the case. 'You know my mother used to say, you can't fight city hall, but we fought them today and I think it's going to be a good outcome,' said DiLucente. The city claims they were not aware of the hearing because they have not been served with the petition, and they said if Marshall no longer wants Penn Avenue closed, he needs to update his permit application. Judges must undergo domestic violence training after mandate from Louisiana Supreme Court
BATON ROUGE, La. (Louisiana First) — All judges in Louisiana must now undergo training in domestic violence and trauma-informed courts. The Louisiana Supreme Court established this requirement, and judges are required to participate in training every other year for one hour. The Louisiana Protective Order Registry and the Louisiana Judicial College are offering the training. The Louisiana Supreme Court said the training 'is intended to ensure judges have access to the latest information and best practices on domestic violence issues, including issuing protective orders, the special needs of domestic violence victims, and evidence-based practices to minimize or eliminate further trauma to children and families.' The trainings offered utilize the Domestic Violence curriculum from the Louisiana Protective Order Registry. They are developed with the help of the National Conference of Juvenile and Family Court Judges and the National Center for State Courts. The rule change came after a recommendation from Justice John Michael Guidry. This was done due to more domestic violence incidents in the state, according to the Louisiana Supreme Court.
