‘Makeshift tents and cardboard boxes': Kern County homeless shelter director discusses encampment sweeps
BAKERSFIELD, Calif. (KGET) — Bakersfield and Kern County are on the forefront of clearing homeless encampments and you can submit an encampment complaint to code enforcement.
The question still looms…what defines a homeless encampment?
Homeless shelters around town are routinely full, depending on the time of year. In fact, the chair of the Bakersfield-Kern Regional Homeless Collaborative says shelters are full upwards of 95% every single day.
'In this county we work really diligently to disband those encampments, so I think we're moving in a good speed, regarding encampments,' said Carlos Baldovinos, the chair of Bakersfield Kern Regional Homeless Collaborative and the Executive Director at The Mission shelter.

He defines encampments as, 'Makeshift tents and cardboard boxes. In essence that is in turn an encampment because you have 2, 3 4, 5, 8 people living alongside of that with really no public facilities with restrooms and showers and such,' said Baldovinos.
A government code passed on Dec. 18, outlawing any outdoor sleeping or encampments on public property.
Through 'Measure N' funds — the city has been able to relaunch the Bakersfield Police Department's impact team and launched Code Enforcement Rapid Response Teams — who address encampments around the city.
The most recent encampment clearing, was in April across the Kern County riverbed. BPD reported 31 encampments were cleared, 28 people arrested, five people were cited, three people accepted shelter placements with flood ministries and 27 dogs were taken into protective custody.
The Brundage Lane Navigation Center alone, has found permanent housing for more than 475 people since 2018.

Thieves are targeting these luxury truck models in Bakersfield
BAKERSFIELD, Calif. (KGET) — Bakersfield is near the top of the list when it comes to car thefts in the country, and now police are sounding the alarm that luxury pickup trucks are getting ripped off. An undercover BPD officer says thieves are using auto diagnostic tools to start the trucks and disconnect OnStar systems so the trucks can't be tracked. They're even punching through the glass to open the door to bypass the push button start. Four people arrested on suspicion of stealing multiple Arvin Public Works trucks: Arvin PD 'The police department said that they're an organized ring and they're coming to Kern County to steal trucks to fill their orders,' Chief Operating Officer John Pitre with the Motor City Auto Center said. Over the last two months, there's been a surge of high-end truck thefts targeting 2018 and 2023 GMC Sierra half-ton and three-quarter ton pickups with the AT4 or Denali trims. 'Exotic suspension systems, wheels and tires, big brakes, high-power engines, leather interiors. I don't really think they're going after these trucks for a particular feature. Lock your vehicle and park it in the garage, behind a secure fence or box it in. Add a GPS tracker so authorities can find your vehicle faster if it gets stolen. Rep. Vince Fong introduces SKIM Act to combat EBT fraud
BAKERSFIELD, Calif. (KGET) — For months, KGET has followed the EBT fraud crisis in Kern County. What started out as calls to our newsroom led to the revelation of dozens of victims and thousands of dollars in benefits stolen. The investigation shed light on millions of stolen dollars and a sophisticated Romanian crime ring operating across the county. After countless attempts of asking elected officials for answers, change may be coming from Capitol Hill. Skimming Scheme: The Romanian crime ring stealing EBT benefits in Kern County On Friday, Rep. Vince Fong (R-Bakersfield) introduced the 'Stopping Klepto-card and Identity Misuse Act' — or SKIM Act. This legislative effort is specifically designed to crack down EBT theft, that is Electronic Benefit Transfer, known as CalFresh and CalWorks in California. Rep. David Valadao (R-Hanford) is a co-sponsor of the bill. Through 17 News' investigation, we uncovered that the California Department of Social Services has lost more than $439 million in EBT benefits since 2021. In the last seven months, more than $2 million in Kern County taxpayer money has been stolen. Ex-Arvin teacher accused of sex with underage student set for hearing next week The SKIM Act directs the U.S. Attorney to coordinate federal, state, and local efforts to fight EBT fraud. It also asks sentencing guidelines to be much harder on EBT thieves. The bill also asks the Attorney General and the Secretary of Homeland Security to submit a report to Congress on their efforts to prevent, investigate, prosecute, and sentence convicted EBT thieves. Three arrested after probation officers find meth, firearms in Lincoln St home
BAKERSFIELD, Calif. (KGET) — Three people were arrested on Tuesday after a search of a home on Lincoln Street led to the discovery of drugs and weapons, according to the Kern County Probation Department. On June 3, probation officers conducted a home call in the 1400 block of Lincoln Street, according to officials. During the search of the home, officers found about 30 grams of suspected methamphetamine, a loaded improvised 12-gauge shotgun frame and barrel, a loaded .38 special single shot pistol, a .22 caliber revolver, several rounds and U.S. currency. Bakersfield man on probation arrested on suspicion of drug sales under Prop 36 Juvenal Alva, 36, was on active felony probation, officials said. Alva was arrested on suspicion of possessing a controlled substance while armed with a loaded firearm, possessing ammunition by a prohibited person, resisting an officer by force, possessing a controlled substance for sale and other drug-related charges. The probation department said Alva also had an active felony warrant. Ramiro Vasquez, 47, was arrested on suspicion of possessing a controlled substance for sale and an active felony warrant. Rogelio Alba, 39, was arrested on suspicion of resisting officers and possessing a nunchaku, the department said.
