Secretary for Security Chris Tang said on Tuesday the government has decided to skip the tendering process in procuring a next-generation communications system for the police force after taking into consideration national security risks.
The force began parallel tendering to select a service provider to upgrade its communication system with 5G capabilities two years ago.
However, the open tender process has since been abandoned, with the force citing geopolitical risks affecting supply chains and concerns over information security.
According to papers submitted to Legco, authorities said they opted to directly approach a "reliable" service provider of their choice.
In a Legislative Council security panel meeting, Tang said the decision on next-generation communications does not mean that all police procurements will skip the tendering process.
'We believe national security considerations are necessary but they do not mean every procurement exercise has to place them as our top priority,' he said.
'For example, we would also have to procure stationery and other products. So as long as they don't have any national security implications, we believe we should still adopt the conventional method of putting procurements up for tender.'
The project's estimated cost has also substantially reduced to HK$2 billion, a more than 60 percent decrease compared to the original estimate of HK$5.2 billion.
Tang assured lawmakers that this would not affect the system's functionality.
'We have already enhanced the design," he said.
"For example, initially we were supposed to have two sets of hardware, and now we can have one with built-in firewalls.
"All these have been adopted without affecting our operational efficiency. Therefore it's now cheaper and still equally efficient.'
The proposed system also adopts a hybrid model, whereby the government will build and operate the core network and base stations, which will be complemented by commercial services for broader coverage and cost-effectiveness.
Tang said the police will have priority in using the 5G network in congested areas, such as during fireworks shows.
Annual expenditure for the proposed system will be about HK$40 million higher than current costs, but Tang stressed the higher expenditure incurred in upgrading the system is necessary to enhance efficiency.
Lawmakers agreed to allow the proposal to proceed to the finance committee stage this month.

Chinese stocks closed higher, with the benchmark Shanghai Composite Index up 0.23 percent to 3,384.10. The Shenzhen Component Index closed 0.58 percent higher at 10,203.50. Combined turnover at these two indices stood at 1.29 trillion yuan, higher than 1.15 trillion yuan on the previous trading day. Shares related to media, entertainment and electronic information led the gains, while those in the food and bio-medicine sectors were among the biggest losers. The ChiNext Index, tracking China's Nasdaq-style board of growth enterprises, gained 1.17 percent to close at 2,048.60. China's CSI Internet Finance Index jumped 2.3 percent as investors shifted focus to fintech opportunities after Hong Kong passed a stablecoin bill last month. China's services activity expanded at a slightly faster pace in May, with new orders growing more quickly than in April, though new export orders declined due to uncertainty stemming from US tariffs, a private-sector survey showed. The CSI Rare Earth Index rose 0.8 percent, after a group representing auto suppliers in the United States called for immediate action to address China's restricted exports of rare earths, minerals and magnets, warning the issue could quickly disrupt auto parts production. Golden Harvest to shutter MegaBox branch – 6th cinema to close in Hong Kong this year

Hong Kong cinema chain Golden Harvest has announced that it will close its branch in the Kowloon Bay shopping mall MegaBox on Monday due to 'the end of the tenancy.' It will be the sixth cinema to shut down in the city this year. In a post shared on Facebook and Instagram on Wednesday, Golden Harvest said GH MegaBox would offer a series of special discounts to audiences and host a 'Classic Mystery Movie Session' on Sunday to mark its final day of operation. IMAX tickets will be sold for HK$40, while selected combos at the concession stands will be priced at HK$40 on Sunday. Anyone who presents a GH MegaBox movie ticket at the snack counters of other Golden Harvest cinemas may enjoy a HK$10 discount on purchases of HK$65 or more between 9 and 30 June. The MegaBox branch, with seven theatres and 852 seats, will be the third Golden Harvest cinema to close this year. Grand Ocean Cinema on Canton Road closed on Monday after operating for more than five decades. Golden Harvest said in its announcement last month that the cinema was a 'landmark' in Tsim Sha Tsui, 'witnessing the passage of time through different eras of film.' In April, the Whampoa branch of Golden Harvest closed after nearly 16 years of operation in the residential area. Golden Harvest said both closures were due to the end of the cinemas' tenancies.
