
Only two European states have net zero military emissions target, data shows
Just two of 30 European countries have set a date to stop their militaries from emitting planet-heating emissions, a Guardian analysis has found, raising concerns about the carbon cost of Europe's coming rearmament wave.
Austria and Slovenia are the only countries whose defence ministries have committed to reaching net zero military emissions, according to an analysis of 30 European countries, with only about one-third having worked out the size of their carbon footprint.
The findings confirm a 'longstanding blind spot' in assessments of global emissions, said Florian Krampe, who leads climate research at the Stockholm International Peace Research Institute (Sipri).
'Ignoring military emissions is not just concerning with regard to climate change,' he said. 'It ignores the growing recognition of climate change being a serious security risk for Europe and beyond.'
Researchers estimate the world's militaries account for 5.5% of global emissions – more than flying but less than steel making – but international climate treaties do not require governments to report their emissions. Campaigners have argued this 'military exceptionalism' will harm long-term security by further heating the planet and increasing conflicts over resources such as water and food.
The analysis of military climate plans from the 27 EU member states and the UK, Norway and Switzerland – all of whom have committed to reaching net zero emissions by 2050 – found nearly all their defence ministries lacked short-term targets to sharply cut emissions and long-term goals to bring their net climate impact to zero.
The defence ministries of countries such as Germany, the Netherlands, Greece and the UK said they were 'contributing' to their national net zero goals but had not set their own targets to do so.
'Our overriding goal is and remains the preservation of peace,' said a spokesperson for the German Ministry of Defence. 'Climate protection must not come at the expense of the performance of our weapon systems.'
The British Royal Air Force has set itself an ambitious net zero target of 2040 – a decade earlier than the country's national climate pledge – but other parts of the armed forces have not. A UK government spokesperson said the defence ministry would contribute to the country's national climate goal 'while maintaining or enhancing operational advantage'.
Some countries' armed forces have set net zero targets that cover only part of their output. Belgium's defence ministry is targeting climate-neutral infrastructure by 2040, while Portugal's aims to become carbon neutral in 'mission support activities' by 2050.
'Fully replacing all weapon systems or offsetting their emissions is economically unfeasible, which is why efforts are focused on support areas where this objective is attainable,' a spokesperson for the Portuguese defence ministry said.
Other countries have set 2030 targets but not set a date to reach net zero. Norway plans to cut emissions by 20% from 2019 levels by the end of the decade, while Ireland is aiming for a 51% cut from 2016-18 levels.
Campaigners say the efforts being made to cut military carbon emissions greatly lag behind other sectors of the economy and are likely to be insufficient to compensate for a rise in spending on fuel, infrastructure and equipment.
Ellie Kinney, a military emissions campaigner at the Conflict and Environment Observatory, said there had been 'considerable momentum' behind decarbonising militaries over the last two years that was now being threatened by Europe's rush to rearm.
'Military decarbonisation is essential for our future security,' she said. 'We call on governments to set clear emissions reduction targets and publish thorough and transparent reporting of military greenhouse gas emissions.'
While the military's carbon intensity is likely to fall as the global economy grows cleaner, experts say the heavy fossil fuel consumption of vehicles such as planes, ships and tanks will require serious effort to clean up. Military sources say many actions that are being taken today – such as investing in solar panels, heat pumps and fuel-efficient vehicles – are driven by a desire to save money, though factors such as cutting pollution, reducing emissions and increasing energy independence also play a role.
A spokesperson for the Austrian defence ministry, which is targeting climate neutrality in 2040, said it had made the most progress in decarbonising buildings through actions such as buying green electricity and expanding district heating. 'However, reducing emissions in military mobility remains a major challenge, at least until civilian technological advancements become applicable to military operations,' they said.
The defence ministries of Bulgaria, Hungary and Slovakia did not respond to requests for comment. Italy, Spain and the Czech Republic declined to comment.
Total military spending in Europe rose by 17% to $693bn in 2024, according to data from Sipri, as part of a rearmament wave that comes after years of European Nato members failing to meet a spending commitment of 2% of their GDP. The political shift, which was triggered by Russia's full-scale invasion of Ukraine, has taken on new urgency in recent months after Donald Trump has cast doubt on US support for the defence of Ukraine.
The challenge is ensuring that these defence investments do not further weaken climate commitments, said Krampe.
'The defence sector can no longer be a blind spot in climate action,' he said. 'Rising military spending should drive green innovation, not lock in carbon dependence.'

Heathrow boss should never have had phone on silent, says Virgin Atlantic chief
The chief executive of Virgin Atlantic has hit out at the boss of Heathrow for muting his phone while he slept as a fire broke out at the airport, leading to thousands of delayed and cancelled flights. Shai Weiss said as the head of an airline he would 'never' put his phone on silent because the job required round the clock attention. Last week an internal report into the incident found Thomas Woldbye, who was paid £3.2m last year, was uncontactable for the first seven hours of the airport's shutdown because his phone had been switched to silent mode before he went to sleep. Speaking at an airline industry event, Mr Weiss said: 'The last time I put my phone on silent when running an airline was – never. I think all of my colleagues would share that observation. 'This is a 24/7 job and safety and security are the number one priority.' Mr Woldbye also came under fire from Sir Tim Clark, the Emirates Airline chief, who said that Heathrow had been 'caught short' by the outage that created such turmoil on March 31. He said: 'They were floundering around trying to think what had actually happened. 'It ranged from sabotage by a foreign actor to a meltdown at a substation through to mice running around and doing all sorts. 'Nobody really had any idea. That was a bit of a shock. If they haven't learned from that they never will.' Sir Tim said it had come as a shock to him that Heathrow had no supplementary power supply that would kick in when the outage hit. He said Emirates employees 'have eyes on every single aspect of our operation 24/7. 'We've learnt from our mistakes. We never close our eyes. If we did we'd be in trouble. Insurrection, coup, fire or whatever it may be. It happens all the time.' Willie Walsh, chief executive of the International Air Transport Association, said the shutdown of Heathrow had undermined Labour's bid to restore Britain's status as a major economic force. He said: 'The fact remains that a single point of failure brought the country's global connectivity to a halt. A government that promotes 'a Britain back on the world stage' should understand how unacceptable such a vulnerability is. 'It cannot be 'Britain's back, provided there's power.'' Airlines expect compensation Mr Weiss said he expects Heathrow to begin compensating airlines for the cost of the outage now that an inquiry commissioned by the airport, and led by former transport secretary Ruth Kelly, has published its findings. He said that the disruption 'cost a lot of money' and that Virgin and other airlines had been 'very clear' with Heathrow management about their expectations regarding compensation. Mr Weiss added: 'We have put in a request and we expect them to do the right thing. We agreed with them to hear some responses from the Kelly report and others, which have recently been published. But once the dust settles, our bill is coming.' Mr Weiss previously said that had he been in Mr Woldbye's position he would have 'rushed to the airport at that moment. All CEOs are geared for that.' It was initially reported that Mr Woldbye went to bed at around 12.30am having been made aware of the fire, leaving the decision to close the airport to his deputy, Javier Echave. The Kelly report said that was not the case and that he had retired to bed unaware of the situation and 'was not involved' in the decision to shut down for 24 hours. Alerts known as F24 alarms were sent to Mr Woldbye's mobile at 00:21 and 01:52 to activate emergency procedures and Mr Echave tried to call him several times. The report said: 'Mr Woldbye first became aware of the incident at approximately 06:45 on March 21, and received a debrief from Mr Echave.'

In return, a membership fee is charged. This currently stands at a monthly £3, but is waived when £2,000 or more is deposited into the account each month. However, from today this fee is being hiked to £5 for users. Customers could end up paying an extra £24 a year if they do not meet the £2,000 threshold. This change will also affect customers with Club Lloyds Silver and Club Lloyds Platinum current accounts. These users are charged the standard Club Lloyds monthly fee, as well as respective account fees of £11.50 per month for Silver and £22.50 per month for Platinum. But as part of wider changes Club Lloyd customers no longer pay foreign currency or cash withdrawal fees when using their debit cards abroad. The chaos began after the restart from the safety car which was prompted by Kimi Anontelli veering into the gravel. Verstappen nearly spun and Charles Leclerc overtook and then Russell nearly went into the back of the Dutchman who had to veer off track onto the escape road and was told by his team to give the place back to the Brit. The Mercedes man thought he was doing so but the Dutchman appeared to intentionally ram into the side of him. Meanwhile, Oscar Piastri pulled off a blinder to win the race ahead of his teammate Lando Norris who is hot on his tails in the push towards the driver's title. The time penalty for Verstappen meant Leclerc finished third ahead of fourth-place Russell, but it was misery for Lewis Hamilton who was overtaken by Nico Hulkenburg for fifth. At the start, Australian driver Piastri got off perfectly while Verstappen picked out Norris for second. Russell produced a horrific start which left him for dust by both Ferraris as Hamilton went into fourth and Lecerc into fifth. Red Bull were still in the mix though and Christian Horner came on the blower to Verstappen to say: 'McLaren are receiving the threat. They realise they have to push on. It's a long way to go from there.' Piastri played Norris like a fiddle though, allowing him to get close before charging clear of his teammate with the gap over five seconds with 20 laps to go. Norris and Verstappen got caught up in a fierce battle between Ollie Bearman and Liam Lawson. The four-time world champion slammed the 'f****** idiots!" on his team radio as he angrily waved at Bearman when he passed him. Drama erupted when the safety car came out after Anontelli's Mercedes veered into the gravel while England and Real Madrid star Jude Bellingham watched on from the garage. There was chaos on the restart for Verstappen which took the attention away from Piastri eventually soaring over the line with another perfect performance.
