Orders issued to implement Right to Education Act in State
Vijayawada: The State education department on Wednesday issued orders for the implementation of Section 12(1)(C) of the Right to Education (RTE) Act, 2009 in All Private Unaided Schools (IB/CBSE/ICSE/State Syllabus) for the academic year 2025–2026. (Admissions to class 1 will start for children, who have completed 5 years of age).
Under Section 12(1)(C) of the Right to Education (RTE) Act, 2009, the State government has reserved 25 percent seats in all private unaided schools across the State for children belonging to disadvantaged and weaker sections, residing in the vicinity of these schools, for admission into class 1 for the academic year 2025–2026. As part of the implementation of this provision, applications are invited from eligible children for admissions to class 1 in IB/CBSE/ICSE/State syllabus schools from April 28 to May 15, 2025.
Seat allotment will be done through Aadhaar based primary data submission via the official website: http://cse.ap.gov.in. The list of selected students will be made available at the respective schools. Parents/guardians can submit applications from their village/ward secretariat, mandal resource centres, or directly at the respective schools.
For further details, parents can contact the District Education Officer or call the Toll-Free Number: 18004258599. Documents required for application are - Proof of current residential address (any one of the following): parent's Aadhaar card, voter ID card, ration card, land ownership documents, MGNREGS job card, passport, driving license, electricity bill, or rental agreement copy.
The parents have to show proof of child's age. The eligible age criteria is as follows:
For IB/CBSE/ICSE schools-child must have completed 5 years of age by April 1, 2025.
For State syllabus schools- child must have completed 5 years of age by June 1, 2025.

Only state can decide on declaring Samanatham tank as sanctuary: HC
Madurai: Madras high court on Wednesday observed that it is for the state govt to take a decision to declare Samanatham tank in Thiruparankundram in Madurai district as a bird sanctuary. A division bench of justice S M Subramaniam and justice A D Maria Clete observed that no doubt bird migration activities are going on in Samanatham tank. However, such decisions have to be taken by the govt on the recommendation of the competent authorities and after obtaining reports from the experts. The declaration of a tank as a sanctuary requires certain procedures to be followed under the Statute and Rules in force. The court, not being an expert body, cannot substitute the expert views. Therefore, the court may not be in a position to issue a positive direction to declare the tank as a sanctuary. The tank is presently under the control and maintenance of the public works department (PWD). The waterbody provides habitat for more than 150 species of birds. The tank also provides habitat for two vulnerable species, namely the Indian spotted eagle and great spotted eagle. Owing to the biodiversity and, in particular, the unique natural bird habitat, there were various appeals to protect the tank by declaring it as a bird sanctuary. The action is necessitated in light of the fact that the waterbody is vulnerable to poaching, loss of natural habitat, and is easily accessible to the public, which gravely threatens the natural habitat of these birds. If the said waterbody is declared as a sanctuary, it would be subjected to restrictions as to entry in terms of Section 27 of the Act and various other protective measures as envisaged under Chapter IV of the Act of 1972, as a protected area. Earlier, a public interest litigation was filed by R Manibarahti seeking a direction to the govt to declare the tank as a bird sanctuary. The court closed the petition after the state submitted that a proposal was sent in this regard to the govt.

‘Fake' certicate for job: Surat court rejects anticipatory bail application of dismissed cop
An anticipatory bail application of a dismissed police officer, who had allegedly obtained a fake caste certificate to land a job, was on Wednesday rejected by the Surat District Court. The officer served as the Assistant Commissioner of Police in the Surat city police before his services were terminated. B M Chaudhary was dismissed from service as per an order by the state home department, dated May 20. A week later, on May 25, he was booked under Section 12(1)(A), 12(1)(B) of the Gujarat Scheduled Castes, Scheduled Tribes and Other Backward Classes (Regulation of Issuance and Verification of Caste Certificate) Act, 2018. Chaudhary then filed an anticipatory bail application with Surat District Court of 14th Additional Session Judge B M Govani a few days ago. The order passed by the court on Wednesday stated: 'Investigating Officer is hereby directed to strictly comply with the provisions of Section 35(2) of BNSS (the arrest of a person without a warrant when a complaint, credible information, or reasonable suspicion exists that they are involved in a non-cognizable offense) and the ratio laid down by Supreme Court in the case of Arneshkumar Vs. State of Bihar in their true letter and spirit.' As per the details of the case, Chaduhary's late father Motiram Chaudhary had allegedly obtained a fake ST certificate, issued to him on July 19, 1990. Chaudhary then allegedly landed a job using the certificate. He was recruited as a sub-inspector in 1990, and later was promoted to the posts of a police inspector and then an assistant commissioner of police. Chaudhary had been posted as the ACP, K division, Surat city police, since 2022. The case was filed against Chaudhary based on a letter by Praveen Parghi, president of Adijati Vikas Trust, Godhra, on October 7 last year. Parghi claimed that Chaudhary had used a fake ST certificate to get his job and promotions. The State Vigilance Department ordered the Gujarat Police's vigilance cell to launch a probe. According to the FIR, the commission had written to Chaudhary '15 times' in 2024 seeking documents, but he delayed the process, seeking more time. The State Vigilance Department subsequently ordered registration of an offence against him, it stated. Additional Public Prosecutor Dighant Tevar said, 'The accused police officer had obtained a tribal certificate to get a job in the police department. The investigation agency had reminded him 15 times to appear for statements, but he failed to turn up.' Defence lawyer M A Patel did not respond to calls till the press time.

Share RTI info upto five pages for free, allow applicants to take photo: Gujarat govt to authorities
Make information sought through RTI free-of-cost upto five pages, give permission to the applicants to take photo of the necessary information, and let them carry the information in portable storage device without giving it in physical format when called for self-inspection: These are some of the instructions that the state government has issued to all public authorities last month. The instructions, issued through a circular dated May 13, came as the state government accepted the recommendations made by Gujarat State Information Commission in its annual report for 2023-24 for effective implementation of the Right to Information (RTI) Act. The information panel has thanked the state government for issuing the 'revolutionary instructions', according to an official release on Wednesday. The other instructions issued by the state government to public authorities are: carry out bifurcation of government records; preserve the same with index and make it available on website; provide information in photo format when application is made on email, without giving it in physical format, etc. Besides, the state government has issued instructions to all the public authorities to make its 'proactive disclosures up-to-date' so as to minimise the use of RTI Act. Instructions have been given to provide the proactive disclosures at a minimal cost of printing, or even free-of-cost, to the applicant. The authorities have been instructed to proactively disclose information on various unauthorised constructions and the action taken on them, besides issues pertaining to various permits, licences, permissions, etc. Moreover, public authorities have been instructed to work out a system under which each time such information is sought, the applicant automatically gets to know of every stage of the permission of the application through message or email. Thanking the state government, the Gujarat State Information Commission has said the instructions would bring about 'radical change' in the implementation of the RTI Act, the release stated.
